WHO WE ARE
The MSME Ltd is an international not for profit social enterprise based at UK and operating around world. Led by Mr.
Mobin Rafiq, MSME Ltd has dedicated itself to alleviate poverty by empowering the poor, and helping them to bring about
positive changes in their lives by creating opportunities for the poor.
The MSME Ltd is founded upon the growing global need to make international development more effective in improving
people's lives. The MSME Ltd assumes the foremost responsibility to remove barriers of class and privilege and to make the
underprivileged societies of people a Global Agents of Positive Change through access to basic human needs as a right of
each individual and not a privilege. It is a global movement of people who share the belief that in a world rich in resources,
poverty isn't inevitable. It's an injustice which can, and must, be overcome.
The MSME has innovative plans to lead the campaign of solving global problem of poverty with high social impact in
international collaborations of local partners. The MSME is born out of believe that unlimited amount of opportunities for
underprivileged people rests in employment creation through skilled based vocational training for low key manufacturing
production, harnessed within industrial clusters and transiting an unskilled human resource to entrepreneurship.
The MSME People
The most amazing, unique and distinguishing feature that differentiates the MSME Ltd from rest of all the organizations
operating as a social enterprises, is the cumulative wealth of intellectual and emotional intelligence of the MSME people.
The Foundation led by Mr. Mobin Rafiq as Founding Director, who brings with him over three decades of industrial cum
social entrepreneurial experience complimented with his resolve, resilience and over a decade old research on poverty
alleviation, encompassing travelling between developing and developed worlds, interacting, experiencing and exploring
solutions for social and human development.
The collaborative network of the MSME people in possession of established social credibility in respective professional
domain enables the intangible equity of diversity, synergy and accumulated experience of centuries. Range of the MSME
people is spread across – diplomats, banking and financial experts, accountants, academic scholars, researchers,
entrepreneurs, industrialists, traders, investors, venture capitalists, senior bureaucrats, military leaders and philanthropists,

Agenda
The MSME Ltd is by nature apolitical, impartial, observing market limitations, aims to champion dignity and choice for the
underserved, focusing on poverty through direct intervention; aspiring to derive scalable, sustainable and systemic change
with governance-based transformation in particular at developing and in general at developed part of the world. The MSME
Ltd is destined to improve the quality of life of people, seeking to reach out to vulnerable populations on each continent,
irrespective of race, religion, political persuasion or gender.
The MSME Ltd seeks to strengthen international cooperation for social development, particularly in the areas of poverty alleviation, employment creation, skill development, entrepreneurship, and women development for the local people and
persons marginalized from society and development, living in underprivileged developing world. Besides, the MSME Ltd is
also keen to respond to the growing unemployment and economic stagnation in developed part of the western world.
Projects
The MSME Ltd projects of industrial clusters comprising several low key manufacturing units are designed to bring a critical
mass of economic, social and developmental activities to bear on a given area. It focuses on respective development
problems by forming intellectual and financial partnerships with organizations sharing its objectives and willing to apply
innovative approach in the field, with a small staff, a host of cooperating agencies, professionals and volunteers.
3 The projects are based upon the concept of industrial clusters of several inter-complimenting business manufacturing and
production units, encompassing many elements of the quality of life, including the natural and built environments in both
urban and rural areas. The choice of multiple low key industrial clusters offers flexibility with state of art technology and
global best practices, duly customized to deliver high social impact.
WHY MSME
The world has witnessed poverty since long and a multitude of efforts by various stake holders is nothing new to this world.
However, the consistently growing threat posed by over 4 billion living under poverty and expanding skewed distribution of
wealth and resources has only forced the tools of application to transit from one form to another.
In brief, within the list of sustainable social development tools, world witnessed the rise of not-for-profit NGOs and later the
emergence of social enterprises incorporating microfinance initiatives. However, in either of the NGO or relatively
sustainable and more cohesive Social Enterprises, none was observed focusing around an entire value chain of empowering
vocational skills and transiting a raw human resource potential from grass root level to an entrepreneur and later enabling
him/her to be the source for further creation of employment.
Moreover, many of the for-profit organizations are engaged in high impact corporate social responsibility, besides making
good profit they are also benefiting the society and several stake holders at large. However, the key emphasis of corporate
organizations, obviously remain focused at profit instead of the CSR.
Having identified above vacuum, the MSME Ltd aims to be the global leader and exploit prime advantage by positioning
itself as a commercial organization like any other corporate, engaged in diverse business and trade activities, yet as a not-for-
profit social entity. The value chain of commercial activities holistically incorporates all the salient of developing raw human
resources into potential entrepreneurs at micro small and medium enterprises located at developing world, tapping on local
resources with global solutions.

To prove poverty alleviation can be achieved in a sustainable way, we like to deliver as a distinctive foundation with best
available knowledge and resources for high social impact of our initiatives on targeted societies gauged against best global
standards.
The MSME mission statement signifies two matching and essentially linked goals; eliminate poverty and promote
development of resilient societies that are able to realize true potential. We fundamentally believe that ending poverty
requires enabling sustainable employment, promoting manufacturing and trade, developing skills, entrepreneurship and
inclusion of women in specific relation to rural development, duly supported with effective investments in low key business
units. The meticulously identified industrial clusters comprising micro, small and medium sized business units are based on
hands on experience and research done by the Founding Director to modify state of the art technologies adaptable to suit
local taste and talent for indigenous social development.
We seek to create collaborative platform comprising leading social sector players that fosters synergy to create maximum
impact on poverty alleviation and leverage local and regional success stories to implement sustainable solutions. We attract
international social sector funding that is consistent with, and fulfills the development needs of underserved societies and
communities. We reach out to make first investments where capital requirement constrains existing potential to build
capacity. We dedicate substantial funds to meet growing social needs and expedite judicious utilization with transparency
and equality.
The MSME Industrial Clusters target causes of and pathways out of poverty. By default our efforts are intrinsically aimed to
uplift democracy, human rights, good governance, security, environment, women and rural development all essential to end
poverty.

WHAT WE DO
The MSME Ltd is a private, autonomous, entrepreneurial initiative providing industrial activities with an explicit aim to
benefit the communities and the material interest of capital investors is subject to limits. We place a high value on our
autonomy and on economic risk-taking related to ongoing socioeconomic activity. We are structured in order to exclude
profit as the main goal.
The MSME Ltd is essentially focused to eliminate poverty as an overriding theme of sustainable development for the
coming years. In order to achieve poverty alleviation the MSME Ltd’s principal philosophy revolves around employment
creation, skill development, entrepreneurship, microcredit.
Employment Creation
The MSME Ltd seeks to contribute to national growth and income and, consequently, to employment generation in various
ways. In general, the MSME Ltd has plans to develop new activities and contribute to create new employment in the sectors
wherein we specifically possess unparalleled expertise, that is to say, in the low key industrial manufacturing and trading
activities that show a high employment potential owing to their labour intensiveness. We also encourage for the employment
of unoccupied workers, for instance women with children, who seek flexible work opportunities such as part-time jobs in
specific relation to role of women in rural development.
Skill Development
To prepare human resources to work productively in small and medium-sized enterprises and more generally for an
environment in which formal, full time wage employment may be scarce or unavailable - the MSME Ltd has planned fast
track employable skills training agenda, designed to empower underprivileged and marginalized youth of rural as well as
urban areas, to enable them to obtain immediate employment opportunities. Our main objective is to provide elementary
6 knowledge and practice of the required skills relevant to low key industrial units. Thereafter, advance level skill development
programs will take care of attributes and challenges for setting and operating a successful enterprise, particularly a small
business unit to create further opportunities as dominos effect in employment creation. The beneficiaries include and not
restricted to unemployed/underemployed educated and uneducated urban youth, marginalized rural poor, educated women
out of employment due to domestic reasons, underprivileged rural women and persons with disabilities who can become
active members of the society.
Entrepreneurship
We seek to unleash the real potential of entrepreneurs from underprivileged communities at developing countries. We do it
by mobilizing and encouraging great entrepreneurs and assist them in obtaining financing on equity basis from a specially
designed investment fund which shall work only for the MSME entrepreneurs.
Developing countries have those small business entrepreneurs who possess the ability as well as the potential to create small
enterprises of their own. However, they only lack in requisite funds and operational management capability. We pledge to
guide and lead these entrepreneurs to set up small units, which in turn can transform communities and allow these
entrepreneurs to be a source of employment generation and an effective and trusted business partner for respective
community.
THE INDUSTRIAL CLUSTERS
“In a globalised and technologically advance world, businesses are increasingly gathering together to generate competitive
advantage. This phenomenon – clustering – can be seen around the world.” - Lord Sainsbury
A cluster is typically an area where all micro, small and medium enterprises are located, producing similar and dissimilar
products. A cluster may consist of several different work stations like textile units (weaving and garment making), light
engineering workshops, machine shops, tool shops, and auto parts fabrication units as well as a training centre.
The Foundation aims to establish industrial clusters based on a few shortlisted inter-complimenting micro small and
medium manufacturing and trading enterprises. Each enterprise unit has been very carefully identified and selected based
upon Foundation’s principal philosophy which revolves around social and human development through employment
creation, skill development, entrepreneurship, micro small and medium enterprises for poverty alleviation. Nevertheless,
multiple decades of hands on expertise in all of the selected business units, equally compliments the desired level of initial
breakthrough of industrial clusters in right direction with right approach. Envisaged industrial clusters are planned to initially
