COUNCIL FOR PROFESSIONS SUPPLEMENTARY TO MEDICINE
CONTINUING EDUCATION POLICY GUIDELINES
1. The Reason for Continuing Professional Education (CPE)
There is increasing awareness of health matters in the general population worldwide because of exponential
changes in both quality and quantity of medical, paramedical, and environmental information, brought about by
scientific and technological advancements. Because of the latter, there is an attendant demand for better quality
of care offered by various paramedical groups, to the patients who are better informed today due to easy access
to relevant information.
To fulfill these demands, all the paramedical groups must keep up-to-date with new information, which will
enable them to provide better quality of care, resulting in quantitative improvements of the health and well-
being of the population at large.
The Council for Professions Supplementary to Medicine (CPSM) has recognized these demands for continuing
improvements in the standard of delivery of health care in Jamaica, and is establishing the process of continuing
education, which is considered the best way for the health providers falling under its umbrella to keep abreast of
recent developments in their field.
2. Definition of Continuing Professional Education (CPE)
Continuing Professional Education (CPE) or Continuing Education (CE) is defined as any planned educational
activity resulting in broadening or increasing of one’s knowledge, problem-solving and technical skills or
professional performance standards after basic training or entry level professional registration, to keep any
professional current with methods and techniques in their field with the goal of providing better health care.
Planned activities may include the following:
Short courses (6 months or less)
Conferences
Seminars
Workshops
Symposiums
Tele Conferences / Webinars
Online Conferences (recognized by professional organizations)
Presentations
In-Service Lectures
Journals
As approved by the CPSM
3. Definition of Credit Hours
Credit Hours means actual number of hours (clock hours) spent in enhancing one’s knowledge by any planned
activity.

4. Regulations Governing Continuing Education
a. The number of credit hours required varies for various paramedical groups.
b. Specific numbers of credits hours are required for re-registration.
c. Effective date for using this method for re-registration is the registration year of April 2016.
d. A Committee of the CPSM will determine awards of credit hours to the organizers, after examining
the content of activity submitted to the committee four (4) weeks in advance of the scheduled event.
e. The committee would be comprised of a Chairperson elected by the members of the Education
Committee and should be no less than four (4) members.
f. A registration year starts April 1st and ends March 31st of the following year.
g. Credit hours must be obtained in a previous registration year for re-registration in the following year.
h. The total number of credit hours must be obtained by any member in a registration year and will not
be allowed to be carried over to the next year.
i. However, professionals who have not acquired the required number of credits by March 31st of the
year of re-registration shall be allowed to earn such additional credits before June 30th of such year
which is the allowable time period whereby re-registration is not yet pass due. However, credit
hours up to such period shall not be used for the following year.
j. Certificates of credit hours obtained by a member shall be submitted to the CPSM on or before the
time of re-registration application for submission to the education committee for verification.
k. Exemptions of CE Credits of up to two (2) years will be given to those who have graduated in the
year of registration and those who are engaged in further full time studies for higher education in
their profession.
l. First registration outside the exemption period requires CE Credit.
m. Persons presenting papers or making educational presentations or engaged in similar activities for
twenty (20) minutes, will be credited with half (½) an hour CE Credit. Those presenting for thirty to
sixty (30-60) minutes will be credited one (1) hour CE Credit.
n. Presenters can apply for double credit hours of time spent in presentations.
o. In-Service Lectures are activities organized on the job during work hours.

5. Number of Credit Hours required by each paramedical group
Each profession shall set the types of activities and the minimum number of CE Credits that must be
obtained for re-registration in each profession.
The following professions have submitted their mandatory C.E. credit hours for the profession, which becomes
effective April 1, 2016.

# 7 - Dietetics & Nutrition: The practice development areas are:
1. Professional: activities that develop your expertise in nutrition and dietetic practice beyond entry level
(minimum 10 hours).
2. Leadership & Influence: activities that develop leadership and strategic thinking skills and increase
capacity to lead positive change for nutrition and dietetics, to lead effective teams and to be influential in
organizations
3. Research & Evaluation: activities that develop research and evaluation skills including research and
evaluation in everyday practice
4. Education, supervision and mentoring: activities that develop skills in supervision, mentoring, education
and training
5. Strategic and reflective approaches: activities that develop skills in quality improvement, planning and
strategic approaches to service development.

# 1 Medical Technology 1. Discipline specific (minimum 5 credits)
The activities that Medical Technologists engage in should result in individuals becoming up-to-date
with current practices in the field from one or more of the following sub-disciplines: Haematology;
Immunohaematology; Histotechnology; Clinical Chemistry; Microbiology; cytotechnology. To include
research directly associated with the discipline.
2. Non-Specific credits may be acquired from one or more of the following areas for a maximum 5 credits:
Quality Assurance ISO15189
Ethics
Instrumentation
Management and leadership
Occupational Safety
Research (general/related)
Interdisciplinary learning i.e. CE’s offered by other Councils of the health care professionals e.g. MAJ, NAJ etc.
# 3 – Physiotherapy
1. Discipline Specific Professional Development – These are activities which are directly related to the
improvement of clinical and professional skills unique to the practice of Physiotherapy. (Minimum 10
hours)
These may include but not limited to:
Activities that improve knowledge and skill in examination, evaluation, prognosis and planning,
intervention, re-examination, prevention and outcomes in physical therapy;
Clinical interventions/evidence-based models, and principles of physical therapy;
Patient communication in physiotherapy assessment and management
Physiotherapy administration, management and clinical supervision
Pedagogical methodologies/ procedures which contribute to the professional best practice of physical
therapy/ physiotherapy
2. Non-Discipline Specific Professional Development – Involve activities that improve general medical
knowledge, administrative ability, supervisory skills and communication skills. (Maximum 10 hours)
These may include but not limited to the following areas:
Basic or Advanced Life Support
Management and Leadership (e.g. Supervisory Management)
Ethics
Quality Assurance
Interdisciplinary Learning – Symposiums, Conferences, Courses, Lectures offered by other
Health Professional groups/associations
Communication (e.g. Sign Language)
Matters relating to other aspects of health care and law which contribute to professional
practice in physical therapy and the health, safety and/or welfare of the public

7. The CPSM accepts CE Credits from the following Associations/Organizations
a. Local
i. Any association/organization represented on the CPSM
b. International
i. Any association/organization accredited by the governing body of the country to which those
providers belong.
c. Other
i. Any association/organization that may be recommended selected or approved by the CPSM from
time to time.
8. Requirements for Assessment and Accreditation by the CPSM
a. CE Accreditation Request Form
b. A detailed programme of the scheduled event for the day(s) event.
c. Processing Fee of three thousand dollars ($3,000)
9. Policy Requirements for Continuing Professional Education (CPE) Credit Applications
Continuing Professional Education (CPE) or Continuing Education (CE) - is any training or classes that one
takes after completing formal education. Continuing education can be college classes taken after completing a
formal degree program or seminars and training taken to improve one's job skills.
10. Procedures a. Applications for CE Credits must be submitted at least four (4) weeks before date of activity.
b. Applications for CE Credits submitted less than four (4) weeks before date of activity shall pay double
the standard daily fee.
c. Fee of $3,000 per day of activity is payable upon application
d. Programme of Activity for each day showing topic, time allowed for each presentation and name of each
presenter.
e. Supported by Bio data of each Presenter.
i. Professional and educational history, years of professional experience in the topic to be
presented.

f. Committee examines and allocate hours applicable.
g. The applicant is informed of decision in due time to allow for finalization of planned activity.
h. The endorsement below to be affixed to all Certificates issued:
“Accredited by the Council for Professions Allied to Medicine”
Continuing Education Credit Policy
11. Procedures at the Workshop/ Seminar/CE Activities
Participants must:
a) Sign an attendance register and time of arrival to verify full participation in the activity. The register of
attendees must be counter-signed by a designated officer of the association, on the day of the Workshop/
Seminar/CE activity.
b) CE Credits shall not be awarded to persons arriving 15 minutes after the start of a specific presentation.
However, CE Credits shall be earned for subsequent presentations.
c) Attend for the duration of the Workshop/ Seminar /CE activity to benefit from full/partial credits hours
and to be issued with a certificate.
d) Certification of participant attendance shall be completed whenever certificates are not provided by an
activity organizer.
i. Certificate of participation form shall be completed and can be presented by professional as
proof of participation in activity.
ii. Supporting document of the activity, such as a programme, brochure, invitation, etc, must be
provided by the professional.
iii. “Certificate of Participation” with supporting documents must be taken to the respective
associations who will in turn issue a verification certificate to be taken to the CPSM at the time
of re-registration. Member may also submit such certificates with respective forms to the CPSM
who shall collect same on the behalf of the association.

APENDIX 1
Occupational Therapy Association of Jamaica (OTAJ) Application for Continuing Education Approval
Individual Form
Annual reregistration by the Council of Professions Allied to Medicine (CPSM), which regulates Occupational Therapy practitioners, is due April 1 of each year. It is recommended that re registration applications be submitted by March 15th to avoid possible late submissions. OTAJ members should have their Continuing Professional Education Unit’s (CPEU’s) approved by the
OTAJ Education Committee.
For all Occupational Therapists practicing in Jamaica, the following are the continuing education requirements:
Continuing Professional Education units (CPEUs) required yearly = Ten (10) Defined as follows:
No less than Five (5) discipline specific and
At least Five (5) non discipline specific to be determined by the Education Committee of OTAJ
One CPEU per year must be on ethics which can be obtained online or through a direct contact course Discipline specific means that the course material, presentations, articles, educational courses etc be at
professional level and be directly applicable to best practices in occupational therapy.
Non discipline specific means that the course material must relate to OT practice, and the CEU Log must
provide enough information to support the relationship.
Teacher-oriented content that is not related to the professions but enhances your ability to better serve
your clients;
Business and management content that will help you manage your private practice more effectively;
Supervisory and leadership content for individuals employed in supervisory or management positions;
Employer-sponsored in-service activities such as Grand Rounds, special education workshops (i.e.,
Disabilities Act ; Occupational Health and Safety requirements), formal training sessions sponsored by
manufacturers on equipment used in the evaluation or treatment of your clients, and professional
activities (i.e., professional ethics, diversity issues, reimbursement issues);
Other continuing education activities such as local or regional (ACOT or caribbean national)
association workshops, and seminars offered through other professional associations like those offered
for continuing medical education (CME) units, university scientific symposia, and formal online, non-
credit courses offered through a university (i.e., autism, literacy, neurological disorders, genetics, and
ethics);
College or university course work at any level-undergraduate, graduate, or doctoral-offered by
regionally accredited programs (can be via distance learning) in any area that meets the definition of

professional development (i.e., foreign languages needed to communicate with the population you work
with, early childhood development, autism, literacy, neurological disorders, genetics, ethics).
Members may submit the information on the course in advance to the OTAJ Education Committee (EC) for verification of the course content and amount of related CPEUs Certificates of completion with substantiating documentation as listed in INSTRUCTIONS - Appendix 1 MUST also be submitted for verification by the OTAJ EC Applications for CPEU credits will be reviewed at each OTAJ meeting. Approval verification forms for
submission to CPSM, will be prepared within two (2) weeks. If approved, you will receive an emailed
confirmation of approval, which is valid for two years from the date the approval letter is issued.

Appendix 1
INSTRUCTIONS The following items/documents must be included with each request for CPE approval. (1) Learning Objectives The learning objectives must clearly identify the knowledge and skill(s) the participant(s) should acquire by participating in the programme. (2) Presenter Qualifications The resume or curriculum vitae, or statement of qualifications of each presenter should be provided. This must be attached to each application/certificate. These items should be no more than 2 pages in length and include the speaker(s) professional and background information. (3) Programme/Course Schedule Attach a copy of the programme agenda, itinerary, or outline with detailed times for breaks and lunches. CPE will not be awarded for registration, breaks, lunches, or programme evaluations. (4) Distance Learning (home study, video, CD, or web-based programmes) Provide justification of the hours calculated to complete the programme, including the core programme content, labs, and a copy of the pre/post-test(s). This Section may require a copy of the programme text or access to the programme prior to granting approval. (5) Brochure Please submit a programme brochure if one is available. (6) Publications Provide a copy of the published article, title page of the book, or film. The publication must have been published in the current renewal period. Please submit a programme brochure. (7) Presentations of occupational therapy programmes Provide a copy of the workshop, conference, or seminar brochure. CE credit will not be given for subsequent presentations of the same material. (8) Undergraduate/graduate coursework Provide a copy of the catalogue course description, syllabus from the course, and an official copy of your university transcript or grade slip demonstrating successful completion. (9) Apprenticeship Provide a signed letter from the clinical supervisor describing the length and type of education experiences and an evaluation of the occupational therapy practitioner’s performance. Calculation of Continuation Professional Education Units (CPEUs)/ Hours
(1) Attendance at university, college or vocational technical adult education courses at or above practice
level: Four CPEU’S per credit hour. One (1) credit hour is the equivalent of 15 hours of direct course
instruction
Documentation of successful completion required.
(2) Attendance at seminars, workshops, or institutes: One CPEU per direct hour of content.
(3) Completion of educational telecommunication network or on-line courses: Points as awarded by certificate
or per credit, Four CPEU’S per credit hour. One credit hour is the equivalent of 15 hours of direct course
instruction
Certificate of successful completion required.
(4) Attendance at educational sessions relating to occupational therapy sponsored by discipline specific
approved providers, relating to occupational therapy: One point per hour of attendance. Certificate of attendance
required.
(5) Publication – Copy of publications required.
(a) Publication of article in non-peer reviewed publication (e.g. OT Practice, SIS Quarterly, British Journal of
Occupational Therapy, West Indian Medical Journal, Canadian Journal of Occupational Therapy, Advance,
etc.): Five CPEUs per article.
(b) Publication of article in peer-reviewed professional publication (e.g. journals, book chapter, research paper):
Ten CPEUs per article.
(c) Publication of chapter(s) in occupational therapy or related textbook: Ten points CPEUs.
(6) Professional presentation (person presenting): Presentation must be at practice level for credit,
e.g. technician / aide training training would not be acceptable: Two points per CPEU with no additional points
for subsequent presentation of same content. Course outline must be provided.
(7) Development of alternative media (computer software, video or audio tapes): Three CPEUs/hr of finished
product. Outline required.
(8) Completing requirements for occupational therapy specialty certification (initial or recertification one time
only for each specialty): Twelve CPEUs Copy of certificate required.
(9) Research, provided an abstract of the research is retained to prove participation: Principal – Eight CPEUs
Associate – Six CPEUs
(10) Development and implementation of a school approved Level II student program (one time only and
completed within a year): Four CPEU'S. Copy of programme must be provided.
(11) In-service training: One CPEU per hour of attendance.

(12) Attendance at videotaped presentations of educational courses, seminars, workshops or institutes (group
viewing with discussion): One-half point per direct hour of viewing with additional CPEU'S for discussion, not
to exceed five CPEU'S.
(13) Student supervision, Level I Fieldwork: One CPEU for 8 hours of supervision.
(14) Student supervision, Level II Fieldwork: One CPEU for 8 hours of supervision.
(15) Mentoring; One CPEU for every eight hours contract mentoring with documentation. Points may be
obtained for both the mentor and the mentee.
(16) Professional leadership on a Board or Commission relating to OT – Volunteer services to organizations,
populations, and individuals that advance the reliance on and use of one’s occupational therapy skills and
experiences to the volunteer setting or experience: 10 hours equal two CPEU'S. Up to five points a year with
documentation.
CPEU activity meets the continuing education criteria if:
• It contributes directly to an occupational therapy practitioner’s professional competency;
• It relates directly to clinical practice, management, or education of occupational therapy; and
• It is conducted by individuals who have demonstrated expertise in the subject matter of the programme.
