RoadwayBreakupatRichfieldCanalRequiredRepair

TrafficnorthofShoshonealongHighway75wasimpactedbyemergencyroadworkattheRichfieldCanalbridge.WorkwillfocusonanareaofbreakupthatspansthefullwidthoftheroadwaywhereitcrossestheRichfieldCanal. BeginningTuesdaymorning(Jan.26),worktopatchthedamagedroadsurfacereducedtraffictoonelaneasITDmain-tenanceworkersremovedloosematerial,prepareandpatchtheroadway.Theworkwasexpectedtolastonlyoneday. TheroadwaysurfaceovertheRichfieldCanalexperiencedsignificantbreakuplastweek,followingthemostrecentmajorstorm.Thebridgehasbeenpostedwithwarningsignsanda45mphrecommendedspeedsincelastweek. Generally,potholesandareasofmajorbreakupdevelopaswaterseepsintoroadwaycracks,saturatingbasematerialbe-lowtheroadwaysurface.Iceexpandsinthecracksandintheroad’sbasematerialtoloosentheroadsurface,andtheroadcollapsesoncetheicemelts.Overbridgesurfaces,thewatersettlesintheareabetweentheconcretebridgedeckandtheasphaltoverlaybeforefreezingtoliftandbreaktheasphaltsurface. ThisfixonIdaho75isonlytemporary,however,asapavingprojectisscheduledtoresurfacenearly10milesofIdaho75fromneartheRichfieldCanaltotheTimmermanJunction(Idaho75/U.S.20Junction).Theprojectwillincludeanewconcretesurfaceoverlayonthecanalbridge.ThebidopeningfortheprojectisFeb.23,withworkexpectedtotakeplaceduringthesummer.

2016 Session - Week 2 Rulesapprovalisbeginningtowinddownandabout15billshavemadeitthroughcommitteehearingsandwillbereadytobeheardandvotedupononthehousefloorthemiddleofnextweek.Fromnowontherewillbeaconstantstreamofpoten-tialbillsbeingintroduceduntiltheMarch15deadlineforbillintroduction. ImentionedlastweekthatwehadCivilityTrainingputonbytheNationalInstituteforCivilDiscoursewhichwases-tablishedattheUniversityofArizonaaftertheshootingofCongresswomanGabbyGiffordover10yearsago.OurformofGovernmentrequiresthatweworktogetherandfindwaystodeveloplegislationthatwillbeacceptableandwillworkforallourcitizens.ThisgroupfeelsthatStateLegislaturesstillhaveagoodrecordofworkingtogethertogetthingsdonelikewasenvisionedbyourFoundingFathers.Inrecentpolls70%ofrespondentsfeltthatpoliticalcivilityatthenationallevelwasatcriticallylowlevels.TheInstituteseesthisincivilitycreep-ingintothestates.Thegoalofthegroupistopromoterespect,listentoeachother’sopinions,andseewheretheyagreethenworkinghardonthosethingsfirstandcollaboratingtofindthefairestwaytodealwithareasofdissention.Itisagoodmodelinmymind. OneissuethathasgottenattentionlatelyisMedicaidreim-bursementsforinhomecareforseverelydisabledindividualshadbeenslatedforaFeb.1streductionfrom$500to$270perdayasaresultofacourtdecision.Pushbackhascomefromthoseprovidingthoseservicesthatareadamantthatthefulltimeinhomecareleveltheynowprovideistheminimumneededbythe200individualspresentlybeingserved.Iftheydonotgetthe$500theirbusinesseswillhavetoeatthelossandcouldnotaffordtocontinuetheservices.Theonlyotheralternativetofulltimehomecareisacarefacilityandthecostswouldbeevenhighertothestate.DepartmentofHealthandWelfareofficialsannouncedFridaytheywillputaholdontheorderreducingpaymentandwillstudythecostsinvolved.Meantime,theproviderswillreceivepaymentsof$455topro-videcareuntilthestudyiscomplete. WehavereceivedverypositivereportsastothesuccessothefirstBehavioralHealthCrisisCenterthatwasbuiltinIdahoFalls.Itisaneconomicandsocialsuccessasareevidencedbythefollowingstatistics: 2,359individualsserved 1,165hourssavedtolawenforcement $281,000insavingstoemergencyroomvisits $483,000savingsinhospitalizationcosts 138peopledidnothavetobehospitalized. Thesefiguresshowhowimportanttheexistenceofoneofthesecrisiscentersistoanarea.Currentlyasecondiscom-ingonlineinCoeurd’AleneandathirdwillbeauthorizedsomewhereinsouthwestorsouthcentralIdaho.ThesewillbeapositiveadditiontoourlongstandinglackofmedicalfacilitiesforthementallyIll.AlongthosesamelinesIhadaproductive

TheCommissionfortheDeafandHardofhearingsponsoredasessiononthe3rdfloorRotundaThursdaythatfeaturednewtechnology,guidedogs,educationalopportunities,andotherwaysthedeafareassistedinbecomingresponsible,productive,andengagedcitizensofourstate.ManyofthestafffromtheGoodingbasedIdahoEducationalServicesfortheDeafandBlindfacilitieswerethereandIenjoyedvisitingwiththem.Incidentally,theschoolisdoingverywellwith95studentsnowinattendanceinGooding.IwasalsopleasedthatGovernorOtterproposeda17%increaseintheirbudgetfornextyeartohelphandlethenewstudentsandtheover2000deafindividualstheyhelpthroughtheirfacilities.NowJFACneedstofollowthroughandappropriatetheincrease.
