1. Introduction

1.1 This document should be read in conjunction with the Paddington Bus Diversions

Assessment. This document sets out the proposed route management strategy for those bus services and roads incorporated within the diversion required for the Paddington Station Crossrail works (full closure of Eastbourne Terrace), including contingency measures, in order to address the following objectives:

To outline and explain the diversion route contingency measures in the event of prolonged congestion or delays being experienced.

To outline and explain the diversion route contingency measures in the event of emergency situations or scheduled events.

To provide detail of the enforcement measures agreed with the respective highway authority.

To set out the monitoring strategy for the diversion route.

To provide a summary of key contacts to facilitate a fast and coordinated approach to route management.

1.2 It is intended that this strategy be used as a key reference document during the

diversion period.

2. Contingency Measures

2.1 The first two to three weeks of any diversion route are invariably challenging

regardless of the amount of advanced publicity and signing provided. Traffic requires time to settle into new network patterns, giving drivers time to work out alternative routes where possible. After this time, if issues persist then contingency measures may be required to mitigate these problems. Contingency measures in the event of a number of issues arising have been identified in Table 1. Although these measures may affect any transport mode, they are of particular concern to TfL London Buses due to the large potential impact on bus services and passengers.

2.2 Bus services and operations are closely monitored through various means, such as

CentreComm, iBus data, and London Bus Operations on-site personnel. Immediate reports are received and actioned as necessary. In the short term, operational staff will seek to ensure that bus services are maintained in the best possible way, where necessary avoiding the problem locations. In the longer term, use can be made of iBus data which provides accurate time and distance reports, allowing problem locations to be accurately identified across a defined period. Once the cause of the congestion or delay has been identified, an agreed internal procedure is followed. This would review the reliability of each route, how much lost mileage is being generated (buses that do not reach the end of the scheduled route), how long the delays are and the affect on the wider network of making changes to bus services. For example, if required, running times will be reviewed and measures taken with the operators to restore reliability. This could include adjustment of frequencies, allocation of resources or managed curtailment of services. This work would be carried out by TfL’s Performance Directorate. All changes would need to be approved though the usual director-led sign off processes. However, it is expected that no alternations would be made to bus services during the first three or four weeks of operation of the diversion route.

2.3 The Paddington Bus Diversions Assessment (September 2011) assesses the

alternative bus stand and bus diversion options. This assessment is based on modelling and assessment undertaken by Scott Wilson on behalf of Crossrail. This modelling has been carried out in line with TfL guidelines.

2.4 In order to facilitate a coordinated and quick response to issues arising, a key

contacts table is included in Appendix A, which sets out the responsibilities of each person involved with this project, including their contact details and when they should be contacted.

2.5 On-going communications with stakeholders, especially members of the public,

residents and businesses is required in order to reduce the amount of public/passenger confusion before and during the diversion, including (but not exclusive to):

Email campaign to Oyster card users (in advance of the closure)

A5 flyer to be handed out by Customer Information Assistants (CIAs)

Information within the station regarding the change in taxi pick up locations

Information on the TfL page of Metro

Information on TfL website including – o Notice on Journey Planner and live travel news, and linking Journey

Planner to the project page online Infomercial for Traffic Radio and an advert placed in TfL’s section of the Metro

3. Emergency / Events Measures

3.1 As could be expected on any street, emergency situations may arise to disrupt the

diversion route or wider Paddington area. These may include failed utilities (not planned works) requiring emergency works, a road traffic collision, a security alert or some other event that requires the emergency services. Each of these events would impact the diversion route for different amounts of time, potentially from one hour to several days or even weeks. Whilst these events in themselves cannot be predicted, the resultant road closure can be planned for. Table 2 sets out the contingency measures for any potential unexpected road closures, and should be read with reference to Figure 1 & 2 which summarise the bus services and routes affected.

3.2 These road closures would affect all traffic. However, they would be of particular

concern to the integrity of bus network. TfL CentreComm has existing procedures and well-used diversion routes that would be implemented in the event of an unexpected road closure occurring. This is dealt with onsite, relative to such an event arising. TfL Bus Operations will implement one of the options specified in Table 2, using their knowledge of the area, previous experience and taking into account any other events or incidents on the network.

3.3 A number of planned events occur in central London and the West End every year,

and many of these are known about and planned for in advance. However, short notice events must also be expected such as protest marches, which require only seven days notice. Events that affect the Paddington area or the diversion route will fall under the Metropolitan Police Service (MPS) current procedure whereby a notice of event is received and evaluated based on individual circumstances. It is expected that if a march through the area around Paddington Station is requested, it may be refused on the grounds that remaining carriageway capacity would be insufficient.

3.4 The MPS work closely with TfL Bus Operations to deal with events, and existing procedures will continue to be used. Events will arise throughout the works period and will be taken into account on an individual basis to minimise disruption.

4. Highway Enforcement

4.1 It has been agreed that the levels of enforcement can be increased to address

illegal parking and loading activity if required. Crossrail will fund the reasonable costs of this additional enforcement. The following summarises the agreements made with the local highway authorities.

4.2 Westminster City Council is the highway authority for all the roads affected by

these works and subsequent diversions. WCC, TfL and Crossrail have agreed the following enforcement strategy in conjunction with the Traffic Management Plans illustrated in the Schedule 3 Crossrail Act submission:

On-street enforcement to be provided and increased if necessary to level of enforcement required in order to ensure diversion traffic is not impacted by illegal parking or loading activities.

CCTV monitoring and enforcement through available cameras (see Section 5 for details).

Continued CCTV enforcement of existing yellow box junctions.

5. Monitoring Strategy

5.1 Previous sections have mentioned how TfL will be monitoring bus services.

However strategic traffic monitoring will also be carried out primarily using the Surface Transport Traffic Operations Centre (which incorporates CentreComm, the London Streets Traffic Control Centre and the Metropolitan Police Traffic Operation Control Centre). There are a number of cameras which can be accessed to monitor traffic along the diversion route and which are all included in the camera sharing partnerships TfL has with Westminster, as set out in Figures 3 and 4 below.

5.2 In all communications, members of the public and other stakeholders have been given the Crossrail Helpdesk telephone number and email address to go to as their first point of contact with any queries, comments or complaints. This procedure will continue. However, when the bus diversions come into effect, the normal TfL customer services number will be on the bus stops and stands and customers dialling that number will speak to ST Customer Services. A joint briefing will be given in advance of the closure to all TfL Customer Services staff involved to ensure that everybody has the same information. Any calls received by the Crossrail Helpdesk that are bus-related should be dealt with by TfL Customer Services and will be transferred to our customer services call centre.

Correspondence Strategy 5.3 During the works period all correspondence will be handled either by the Crossrail

Helpdesk or TfL Customer Services. Both teams will be fully briefed through the use of FAQ sheets. In the event that the complaint needs to be escalated or further consideration given to the points raised, it will be passed to TfL Consultation and Engagement Team (C & E). The C & E team will liaise with other stakeholders and / or business partners to provide an appropriate answer or action.

5.4 The Communications group has been liaising with local residents and businesses through regular meetings of the Paddington Crossrail Liaison Group and sub groups, Paddington Station Review Group, and other relevant meetings. It is intended that these meetings will continue as the diversion is implemented. This approach will provide a further avenue for monitoring the diversion route.

5.5 The Traffic Directorate will review signal performance in order to mitigate any

problems arising due to changes in traffic movement. 5.6 In addition to the monitoring already mentioned, regular observations will be

undertaken to identify any problems or potential issues that might arise once the diversion route is implemented. During the first few weeks of the diversion period it is anticipated that these observations will be more intense and will incorporate the full AM and PM peak periods.

5.7 The following paragraphs set out how each mode will be monitored. Informal

updates will be given regularly through existing meetings, such as the Traffic Liaison Group, Paddington Station Review Group and Community Liaison Panel or via telephone and email communications.

Buses 5.8 A method of collecting journey time data is to use the iBus system which has

recently been installed by TfL. The system records bus journey time from one bus stop to another. Data from before and after the diversions can be used to analyse the change in journey time as a result of the diversion and any resulting congestion.

Cycling 5.9 Cyclists will invariably choose a route to suit themselves rather than follow a

prescribed diversionary route. However, where manual classified counts are undertaken these will include collecting information on the volume and direction of travel of cyclists (see General Traffic, section 5.13). If problems arise, or more suitable alternative routes can be identified through this data then further discussion with WCC will enable other options to be considered.

5.10 In anticipation of cyclists choosing to disregard the closed traffic lane on

Eastbourne Terrace, an agreement has been made with the Metropolitan Police Service for enforcement against cyclists riding on available pedestrian walkways in Eastbourne Terrace from the first days of the closure and continuing on an ad hoc basis.

undertaken (see General Traffic, section 5.13) and on-going monitoring through regular site observations and communication through the Taxi and Private Hire team in TfL will continue. This will ensure the new taxi deck is operating at optimal efficiency.

Freight 5.12 Changes to enforcement and loading provisions may need to be made along the

diversion route for the duration of the diversion period. In order to monitor these provisions, details of the total number of vehicles receiving PCNs through WCC,

together with a breakdown by time of day would be required. This approach will enable analysis of the level of usage of the loading bays, but also the level of compliance with the loading restrictions and will determine if increased enforcement service levels are required. It is envisaged that these be carried out frequently during the first month.

General Traffic 5.13 Queue length surveys for the existing traffic situation have been undertaken on

several roads in the area and are reported in the Transport Assessment. Further queue length surveys will be undertaken and compared against this existing data to understand the impact of the diversion route on the local network.

5.14 TfL Traffic Directorate will monitor the impact of the closure of Eastbourne Terrace

on the network to understand how it is performing by utilising ‘real time’ traffic data

taken directly from the traffic signals. This information can then be used to

compliment data from iBus and any other surveys undertaken on Craven Road /

Praed Street.

5.15 TfL Traffic Directorate will monitor the impact of rat running on residential roads

with the use of observations and feedback from local residents. Those roads that

have been highlighted as potential rat-runs are:

Chilworth Mews

Eastbourne Mews

Conduit Mews.

Potential mitigation may be to work with WCC to alter certain turning movements

on a temporary basis to limit the impact on quiet residential roads.

Environment 5.16 Environmental factors, particularly air quality and noise levels, at suitable receptor

points will be monitored by Crossrail during the early period of diversion activity and actions to mitigate any significant changes will be taken in association with Westminster City Council.
