Data management tools for monitoring, evaluation and learning – options and ideas
Jane Poole
Livestock and Fish Monitoring, Evaluation and Learning planning meeting, Nairobi, 27-28 November 2013
Tools for: Overall management of M&E ongoing in bilateral projects and CRP
• Research Management System (RMS) – as a source of data? Adaptation to capture CRP level monitoring?
Tools for: Performance Indicator Matrix
• Access Database - stop-gap solution for 2013 reporting. Ideally would be web-based SQL database that can allow centres to enter their PROGRAM monitoring data directly
• FormHub (open-source web tool for collecting ODK data using Forms) – this is where we should move to (currently doing this with the goat / cassava M&E project data)
• Link to ILRI DSpace (Mahider) – for submission of outputs / deliverables relating to the indicators
RMS – Structure:1. CRP2. Project3. Individuals
RMS – Project Level
RMS – Reports
PIM – Temp Access solution (??)
FormHub – web tool for collecting (ODK) data
Tools for: Development (& Research) Indicator Bank
• FormHub (open-source web tool for collecting ODK data using Forms) – this is where we should move to (currently doing this with the goat / cassava M&E project data).
• Data Portal (open-source system, CKAN) – initially designed for storing and sharing project data including bilateral for CRP 3.7. Can be developed further to provide cross-project / activity learning on IDO Indicators and Medium-term Indicators.
Tools for: Data Collection
• ODK & CsPro – gradually building templates for standard surveys (and specific indicators) making the design of future ones easier. Currently in development is ODK collection of Ethiopia small-ruminant VC HH survey. ODK also being used for DGEA2 in Tanzania – not sure if common tables.
ILRI Data Portal – Concept
CKAN Data Portal – Examples of other sites
CKAN Data Portal – Examples of other sites
ILRI Data Portal – Mock-up
Process…
• Finalisation of the MEL Framework to confirm the needs for Knowledge Management (page 25 current version)
• Using some of the tools suggested we need to look at the system as a whole – identify any missing tools and how all tools are integrated.
