MS1 Kick-off meeting YES On Monday 30 October 2017, at LUISS University there was the kick-off meeting. The meeting was coordinated by UNINA. The participant were: Francesco Romeo, Unina, Marco Giacalone, VUB, Tatiana Josipovic, Zagreb University, Milda Markeviciute, Vilnius University, Kostantinos Papageorgiou, Athens University, Paola Pendenza, Adiconsum, Marco Dall’Aglio, LUISS, Daniela Di Cagno, LUISS, Silvio Martuccelli, LUISS, Roberto Carleo, LUISS, Franco Trubiani, LUISS, Francisco Facchinei, LUISS, Giuseppe Contissa, Fabrizio Corona, UNINA. Partecipant via skype were: Katarina Zajc, Univerza V Ljubljani, Matteo Winkler, HEC Paris, Rimantas Simaitis, Vilnaus Universitetas, Francesco Avolio, UAE, Adriano Maffeo, UNINA –, Flora Amato, UNINA and Valentina Capasso, UNINA.
During the kick off meeting, the partners discussed the following points:
- the Commission’s expectations and questions to the project officer. The partners asked the Project Officer three questions: Should we use a prefixed template provided by the Project Officer for our presentations? Should we use a specific mention to the grant in our published articles? Could we revise the budget, moving the indirect costs up to 7%?

- The common work in the CREA project. During this phase, Professor Dall’Aglio explains the functions of “adjusted winner”, algorithm patented by Brams and Taylor, in order to reach an easy solution to disputes, and other algorithms which could be also used. He specifies that it’s fundamental to create an European common legal ground in order to apply algorithms to every kind of case.
- Discussion on the organization and partecipation in the events related to the project: during this phase, Prof. Romeo proposes to participate in a conference in Frankfurt about Artificial Intelligence in 2018 and in Salzburg about Legal Informatics in 2018 and 2019; Professor Amato proposes to participate to A.I.N.A. (Advanced Information Networking and Association), an important annual conference about Engineering; Professor Dall’Aglio talks about game theories conferences, that will be held in July in Finland. Miss. Paola Pendenza proposes to participate to European Consumers Center, a very relevant conference about consumers issues.
- Adoption of consortium agreement: Doctor Giuseppe Contissa, from UNINA, describes Consortium Agreement, that has to contain additional internal rules for the partners. First of all, it’s right and proper to specify intellectual properties rights, if some partners introduce their own works to help the development of the project.

D1.1 First Year Annual Report YES This report describes all activities carried out in the 12 months. The deadline is 30 September 2018.
D1.4 Project Website YES UNINA has coordinated the activity of creating the website with many meeting. The meetings were composed by Prof. Francesco Romeo, Prof. Flora Amato, Dr. Fabrizio Corona, Dr. Giuseppe Lisella, Dr. Franco Trubiani, Dr. Francesco Giuseppe Sacco and Dr. Giovanni Di Stasio.
In the first phase of the project, UNINA has created the website. In the website are some information about partners and events. In the website there is the archive of the news. The publication of relevant news to raise awareness and increase the level of information, and it is targeted both for general public and for specialized audience.
In the second phase of the project, the website will be used to host dissemination materials such as videos and leaflets. In addition the website is also going to include the CREA algorithm to resolve the online dispute resolution.
Some specific sections of the websites will be dedicated to:
Discussion area with experts that are actively involved in research on these topics (both law and mathematic) but not directly involved in the project;
Discussion and information sharing with citizens and general public.

D1.5 Dissemination Plan YES UNINA has coordinated the dissemination plan. The dissemination plan on CREA Project has been drafted during the kick off meeting in Rome. The dissemination plan is divided into 7 parts:
1) Participation in Conferences; 2) Promotion and dissemination activities Adiconsum; 3) Promotion and dissemination activities COA Roma 4) Promotion and dissemination activities The European Lawyers’ Union; 5) The CREA Conferences; 6) Online dissemination 7) Media dissemination.
In the first phase of the project, the participation in conferences and events was mainly targeted to
advertise the CREA project and discuss with the scientific community to avoid mistakes and
optimize results.
in the first year the partners participated in these events:
a) IRIS (International Legal Informatics Symposium) - Prof. Francesco Romeo, Prof.
Marco Dall’Aglio and Dr. Marco Giacalone presenting the paper “CREA Project – Conflict
resolution with equitative algorithms”.
(The International Legal Informatics Symposium (IRIS: Internationales Rechtsinformatik
Symposion) is a conference, which is held annually at the Law Faculty of the University of
Salzburg. At its 21st edition, IRIS is recognized as one of the most important academic
conferences on computers and law in Europe, and by far the most important in the
German speaking countries. In this edition, which took place from 22nd to 24th of
February 2018, the leading topics were Data Protection and Legal Tech; in this regard, in
the domain of “legal information systems”, Prof. Francesco Romeo, Prof. Marco Dall’
Aglio and PhD. Marco Giacalone, presented the CREA Project – Conflict Resolution
Equitative Algorithm, through a contribution.)
b) Supreme Court (Corte di Cassazione) – “Le buone pratiche in materia di
mediazione extra ed endoprocessuale” Prof. Francesco Romeo and Dr. Marco
Giacalone participate in the meeting and present the CREA Project.
(This is one of the most important national conference for lawyers, mediators and judges.
It is one of the most prestigious conferences in mediation.)

presenting the paper “Telling the other what one knows? Strategic lying in acquiring a
company experiments with two-sided private information”
(The Foundations of Utility and Risk Conference (FUR) is an interdisciplinary conference
bringing together decision theorists, behavioural scientists, economists, psychologists,
mathematicians, management scientists, medical and health scientists, philosophers,
statisticians, and other researchers. Currently, it is one of the most prestigious
conferences in behavioural science. FUR traditionally covers a wide range of areas
including decision theory, behavioural game theory, models of stochastic choice,
behavioural/experimental economics and psychology, judgement and decision making,
social psychology, neuroscience, to name a few.)
e) 29th EURO Conference (EU Operations Research society) - Prof. Marco Dall’Aglio
presenting the CREA project during the meeting
(EURO 2018 is the largest and most important conference for Operational Research and
Management Science (OR/MS) in Europe organized by EURO – the European
Association of Operational Research Society and the Spanish Statistics and Operations
Research Society. It is held by the two major Valencian universities, Universitat de
València and Universitat Politècnica de València.)
f) 14th SING conference (European Meeting on Game Theory) - Prof. Marco Dall’Aglio
presenting the CREA project during the meeting
(The conference is organized by the Professorship of Economics IG of the University of
Bayreuth. It is the 14th European (formerly Spain-Italy-Netherlands) Meeting on Game
Theory (SING14). The organisers welcome contributions from all areas of game theory,
including, but not limited to: Cooperative games and their applications; Mechanism
design;Networks; Dynamic games;Evolutionary game; Stochastic games; Voting and
power indices; Auctions; Bargaining; Learning and experimentation in game theory;
Computational game theory; Game theory applications in fields such as: management,
energy, health policy, industrial organisation, and others)
g) “Campione d'Italia”, Game Theory and Rationing, Lake Como School for advanced
studies - Prof. Marco Dall’Aglio is the Scientific coordinators and presenting the CREA
project during the meeting
(The aim of the school is to present the theoretical basis and some applied results for a
game theoretical approach to the problem of sharing a resource among different agents.
It is oriented to PhD students, post-doc, and young scholars. It has a distinguished
interdisciplinary flavour, with speakers whose experiences come from Mathematics,
Economics, and Computer Science. It is organized in order to provide incentives for direct
contacts among the participants; the lectures will be delivered in the morning and the rest
of the day will be devoted to informal talks and discussions also with the speakers.)
h) 42nd Annual Meeting of the AMASES - Prof. Marco Dall’Aglio presenting the CREA

(The meeting is organized with the support of the Department of Management and
Quantitative Studies of Parthenope University of Napoli and the collaboration of the
Department of Economics and Statistics and the Department of Mathematics and
Applications of the University of Napoli Federico II. As in the AMASES established
tradition, the purpose of the meeting is to stimulate discussion among scholars and
practitioners from Italy and all around the world, on different aspects of Mathematics
applied to Economic and Social Sciences. The scientific program consists of plenary talks
and presentations in parallel sessions of contributed papers on Financial Mathematics,
Decision Theory, Mathematics for Economics, Actuarial Mathematics, Game Theory,
Optimization and Mathematical Economics.
i) The 21st International Conference on Network-Based Information Systems (NBiS-
2018) - Prof. Flora Amato, Prof. Giovanni Cozzolino, Prof. Francesco Romeo, Prof.
Francesco Moscato, Dr. Antonino Mazzeo and Dr. Marco Giacalone presenting the paper
“Overview of Digital Forensic Tool for DataBase Analysis”.
(The main objective of NBiS is to bring together researchers from both network systems
and information systems with the aim of encouraging the exchange of ideas and
experience between these two communities. The NBiS-2018 seeks original contributions
in all relevant areas, including but not limited to the following topics: communication
Networks and Protocols; Databases and Data Mining; Cloud, Grid and P2P Computing;
Semantic Web and Internet Applications; Ubiquitous and Pervasive Computing
Applications; Multimedia Systems and Applications; Mobile and Wireless Networks;
Network Security and Privacy; Social Networks; Energy Efficient Networks and Green IT;

D2.1 Report on Regulatory framework YES UNINA has coordinated the Report on Regulatory Framework (lead beneficiary is VUB). The deliverable is divided in a few sections:
1) Introduction regarding EU legal system related to ADR and ODR: Directive 2008/52/EC, Directive 2013/11/UE and Regulation 524/2013.
2) Suggestion of 3 civil law sectors by each law unit involved in CREA project, with presence of assignment of goods, where is it possible to operate with Mediation or Negotiation (following the above EU Directives and Regulations) through our economic algorithms.
3) Questionnaires answered by LJUBLJANA, LUISS, VILNIUS, VUB, ATHENS, ZAGREB, HEC.
All partners delivered the questionnaire on time
D2.2 Report on the civil sector chosen YES UNINA has coordinated the Report on Regulatory Framework (lead beneficiary is VUB). On 27th
September all partners answered questionnaire. The deadline is 30 September 2018

D3.1 Report on State of the art YES Unina and LUISS have coordinated the Report on State of art of the Game. This report examine the most recent result but focus our attention to a small area of research: results regarding the problem of allocating several objects (also referred to as items, goods) to a finite number of persons, usually referred to as agents or players.
The report pointed out that some procedures are mature enough to guarantee a reasonable degree of success in the legal context. We refer for instance to the celebrated Adjusted Winner procedure. Some others are very recent, but their strong theoretical grounds look promising enough to continue their exploration in the forthcoming months with a perspective of applications in the legal context. We refer to the following classes of procedures:

Procedures in which contenders (also denoted as players or agents) express a ranking of the contested items and these items are indivisible. These procedures include the AL procedure, the Undercut procedure, the Trump rule, the SD and ISD procedures for two agents with ordinal preferences and indivisible goods. This is the simplest setting since contenders are only required to state what is the most valuable item for them, then the second best, and so on.
Procedures in which contenders allocate points to the items that can be divisible or indivisible. These procedures include the Adjusted Winner, with some of its recent extensions, and the Nash Product Maximizer Rule for any number of agents.
Procedures in which contenders allocate indivisible items and money among themselves. This is obtained by asking each contender to provide a personal monetary evaluation
D3.2 Report on the adaptation of existing procedures
YES Unina and LUISS have coordinated Report on the adaptation of existing procedures. In this report, LUISS analysed methods to find the best instruments to help the legal specialists and the parts involved in any (amicable or formal) dispute.
The sector of research, in agreement with the parnters are:
1) Inheritance (issues involving division of assets; 2) Divorce ( issues involving division of assets 3) Company law ( issues involving value of the shares of the companies).
