SAN COSME, almost a successful story History

• Built in 1965, with about 10.000 people (5% gypsies) coming from barracks in Barcelona (Olympic area) and surroundings

• Only very bad houses, no shops, no civic centre, no schools, no hospital, just houses

• In 1979, after a lot of pressure from the citizens and the local government, the central government takes the decision to rebuild all houses. The citizens can choose their neighbours. A selective process: result the last to move is the majority of the gypsies connected with the drug economy.

• In 2000, the process of the rebuilding, developed in 7 phases, finishes

• Present situation: houses 2.518, people 7.071, of them 30% gypsies and 6% immigrants (in the rest of El Prat, 10%)

Problems • Problems coming from the

situation of a vast majority of the population with very low level from the point of view of economy, education, social, etc. And with a very low self-image and “tired” to try to get up

• Problems coming from the situation of a vast majority of the gipsy population living from drugs with a lot of conflicts with the rest of the population due living conditions and insecurity

• Problems of the image to the outside world and problems to be in the corner of the city

Solutions

1.- Extra-high quality in urban actions

• Extra- cleaning and maintenance actions

• Security (more image than real)

• Strengthening to reinforce self-power and self-image of the population (media actions and a commission with all associations of the quarter)

• Strengthening the cultural and sport actions: more, different and for the rest of the city and even for outside people (with helps the self-image too)

• Strengthening the economic life (commercial actions)

• Strengthening the power of the communities (don't let the buildings to "crack down")

2.- Security (more real than image)

• Public activities around

(local police, regional police, fireman, hospital, education services, public company of water)

• Public pressure (inspections)

• Special social and economic programs (assistance connected with help)

• Specials education programs (assistance connected with help + pressure)

3.- Media actions with "vips" (Manu Chao)

• Cultural and sports

activities for the rest of the city

• Public services for the city (justice palace)

• Free offers of land for economic activities and for NGO's (local and no-local)

• New flats for new residents

CONCLUSIONS 1. - Marathon mentality

2. - Coordination + common objectives + common

political support of all administrations and services

3. - A model: ( integration common coexistence) is an obligation, integration is an option

4. - Step by step process: common coexistence first, integration second

5. - Be ready to spend a lot of money

6. - Be ready not to inform the rest of your population
