• Discover Pass– Vehicles accessing State recreation lands

• Washington Department of Fish and Wildlife Lands• State Parks Lands• Department of Natural Resources

– Designated recreation sites

– Annual pass = $30 per vehicle– One-day Pass = $10 per vehicle

• Vehicle Access Pass (VAP) for access to WDFW lands only– Provided with a big game, small game, trapping,

Western Washington pheasant permit, watchable wildlife decal, or combo/saltwater/freshwater fishing license

– valid for the license year

• Exempts – Registered Campers (Park only)– Annual natural investment permits (Parks only)– Valid sno-park permits (Parks and DNR)– Volunteers who have performed 24 hours of

service– Leases, contracts, easements, and other

contracted agreements

• Fines– Infraction of $99 for failure to comply– Reduced to $59 if proof of purchase of the

Discover Pass is provided to the court within 15 days of the notice of violation

• Sales – WDFW’s automated licensing system –

Washington Interactive Licensing Database (WILD)– Department of Licensing (DOL) with vehicle

license fees (Discover Pass only)– Day-use permit available for purchase from each

agency

• Revenue– Split: WDFW 8%, DNR 8%, and State Parks 84%

• Excess of $71 million/fiscal biennium is split evenly between the agencies;

– Revenue used solely for:• Operating and maintaining public use and recreation

• Effective date– July 1, 2011 for sales through WILDs and Parks– October 1, 2011 for sales through the DOL tied to

vehicle registrations that are due October 1, 2011 (initial mailings begin in mid-August).
