District as Export Hub
The countries all over the world try to promote exports and try to be part of global
supply chain. Exports are important to modern economies because they offer people
and firms many more markets for their goods and an opportunity for diversification and
up gradation of technology and quality. It also strengthens domestic economy in terms
of employment, investment and production. For many developing countries, exports
also serve the purpose of earning foreign currency with which they can buy essential
imports—foreign products.
In India there are a number of places or districts which are famous and known for
specific products they produce. Each district has a potential of becoming a Hub for
export of that commodity or a number of commodities.
The Ministry of Commerce and Industry, GoI, through Directorate General of Foreign
Trade (DGFT) has been engaging with States/ UTs to develop each district as export
Hub. Towards this is to have a District level export committee and initiate preparation
and implementation of a District Export Action Plan (DEP) specific to each district
through an institutional structure at the district level. There is a District level export
promotion committee (DLEPC) constituted for Uttara Kannada at the district level to
look into various issues and promote the exports from that district. Preliminary
meetings have also been held. The District Export Plan would include, the support required by the local industry in
boosting their manufacturing and exports with impetus on supporting the industry from
the production stage to the exporting stage. The DEP would also include strategy to
address issues including logistics and infrastructure issues. In this backdrop the district
export action plan for the district of Uttara kannada a preliminary draft note for export
action plan is as below. After more stake holder consultation, interaction with other
agencies and ground level inputs, specific product gaps in facilities infrastructure
technology skills human resource common facility centers lab facilities would be
identified and addressed with further deliberations in the DLEPC meetings.

Uttara Kannada District as Export Hub:
Uttara Kannada District is one of the biggest districts of the State with abundant natural
resources. The district has varied geographical features with thick forest, perennial
rivers and abundant flora and fauna and a long coastal line of about 140 KM in length,
with the Arabian Sea to the west.
Uttara Kannada district was formerly known as North Canara. The city of Karwar is the
administrative headquarters of the district. Karwar and Sirsi are the major cities of the
district. Kumta, Bhatkal, Yallapur and Dandeli are other major towns in the district. The
district is known for a number of beaches and water falls.
The district's agroclimatic divisions include the coastal plain (consisting of Karwar,
Ankola, Kumta, Honnavar and Bhatkaltaluks) and Malenadu (consisting of Sirsi,
Siddapur, Yellapur, Haliyal, Joida, and Mundgod taluks
The general profile is as below:
The main geographic feature of the district is the Western Ghats or Sahyadri range,
which runs from north to south through the district. Between the Sahyadris and the sea
is a narrow coastal strip, which varies from 8 to 24 kilometres in width. Behind the
coastal plain are flat-topped hills from 60 to 100 meters in height, and behind the hills

are the ridges and peaks of the Sahyadris. East of the Sahyadris is the Balaghat
upland, part of the vast Deccan plateau. Moisture-bearing winds come from the west,
and yearly rainfall averages 3,000 millimetres (120 in) on the coast, and as high as
5,000 millimetres (200 in) on the west-facing slopes of the Sahyadris. East of the crest
is the rain shadow of the Sahyadris, which receive as little as 1,000 millimetres (39 in)
annually. Much of the rain falls in the June–September monsoon. Five major rivers drain
westwards from the crest of the Sahyadris to the sea; from north to south, they are the
Kali, Gangawali, Aghanashini, Sharavati and Venkatapur. These rivers form numerous
waterfalls, In the lowlands, these rivers form wide estuaries, extending several
kilometers inland from the coast.
Nestled in beautiful scenic locales, Uttara Kannada is also home to one of India’s six
atomic plants and a greenfield naval base project-Seabird. The coastal belt of Uttara
Kannada also has one of Karnataka’s largest ports, Karwar, with a capacity of 75000
million tonnes liquid storage and 30000 MT warehousing. The region also cultivates
plantation crops like areca nut, coconut and cashew along with kokum.
Uttara Kannada lends itself to agro and processed food products Large coastlines with
suitable climatic conditions help the agro and horticulture products in the district. The
rich biodiversity in the region is ideal for organic farming too. The other sectors
flourishing here include Aromatic and Herbal Processing Industry, Tile, Coir,
Engineering and Construction along with Fisheries.The forest cover in the region is a
whopping 75.65%. It has 6.62% of land remaining along with 7.31% of uncultivable
land, and about 10.41% is used for agriculture. amongst this cereals and commercial
crops occupy 80.42% and 7.93% of the net sown land respectively. It also cultivates Fruits
like Mango, Watermelon, Banana, Pineapple and Spices like Pepper & Cardamom. The
Plantation crops like Areca nut, Coconut and Cashew nut and growing Kokum, Bamboo
species, Karanja, Jatropa, and Simaroba is a thrust area in the region.
The rich bio-diversity in the region is ideal for Organic Farming too. There are
established processing unit for Cashew, Pineapple, Coconut and Vanilla and high
potential for processing of Areca nut, Cocoa, Pepper, Cardamom and other Spice
Crops.

Culture: Folk Arts like Suggikunitha, Holi Dance, Hulivesha, Siddi Dance are famous
and traditional. Yakshagana is also famous in the District .Project Seabird – Greenfield
Naval Base is located near Karwar in the districtMadhukeshwar Temple at Banavasi,
UlaviChannabasaveshwar Temple at Ulavi, Siddivinayaka Temple at Idagunji,
Mahabaleshwar Temple at Gokarna, Mathobara Temple at Murdeshwar, Marikamba
Port city Karwar is one of the important ports of the state: •Total length: 355 meters
•Capacity: 75,000 MT (liquid cargo), 30,000 MT (warehouse) •Seabird Project,
Greenfield Naval Base located near Karwar

and marketing of different products. 10. Tourism opportunity :Long Coastline , Waterfalls, Temples , Forest
trekking and rich culture like Yakshagana, traditional dances etc

Cashew :
India is an important producer, consumer and exporter of cashew. Karnataka is one of
the prominent states in cashew production. Uttara Kannada district contributes
significantly. Cashew in the district not only adds revenue to farmers but also addresses
the environmental concerns by planting more trees in the barren waste lands. Much of
import of raw cashew also comes from Africa for processing and exports. It’s an
important crop of export potential. The plantation needs to be rejuvenated and promoted
along the coast line. Processing and common facility centre needs to be addressed in
association with stakeholders.
Arecanut: Arecanut is an important cash crop of the district. Sirsi Supari is having GI tag. Arecanut
Cutting Industry needs to be developed in the district. There are 8 types of arecanut
cutting which provides scope for thriving cottage industry. Arecanut presently auctioned
and tendered finds its way to UP and Gujurat where the cutting industry thrives. Cluster
approach may be adopted in promoting the activity. Arecanut and value added products
can be explored for exports.
Pepper: Pepper is an important spice in the district Adopting a hub and spokes model for pepper
collection and processing within the district with facilities exports . Establishment of an
Export park focusing for pepper and other spices with required facilities such as
sterilization and packaging units in Uttar Kannada was greatly help . This will lead to
inflow of pepper from neighbouring districts also resulting in retaining and attracting
revenue also.

Medicinal/ Ayurvedic and Aromatic Plants:
Being forest and evergreen area it has rich reserve for medicinal, ayurvedic and
aromatic plants and has potential for extracts and value added products. There is only
one Extraction and Processing Unit for the district in Ankola. Much potential need to be
harnessed. Some of the important are Garcinia Indica, Garcinia Gambozia. Garcinia
Indica( popularly as Kokum).
Kokum:
Garcinia Indica is indigenous to Western Ghats region. Of the 35 species found in India
17 are endemic. Of these seven are endemic to Western Ghats and six in Andaman
and Nicobar islands and four in north eastern region of India. It is grandma’s cure for
acidity and is promoted in Ayurveda.
It is a small fruit like cherry tomato which is red in colour and deepens to purple on
ripening. The sun-dried version is called aamsul, kokum or kokam, and is used mainly in
Maharashtrian, Konkan and Gujarati cuisine. When added to food it imparts a pink to
purple colour and sweet/sour taste. It is a preferred substitute for tamarind in curries
and other dishes. It is also used in making kokum sherbet. The fresh fruit is preserved
with sugar to make bright-red squash that is diluted with water and bottled for sale as a
beverage. The extractse kokum in its juice form are known to relieve other gastric
problems like indigestion and flatulence due to its anti-bacterial property. Kokum kills
the harmful bacteria and protects the good bacteria of the gut, thus helping to ease
stomach troubles.The seed of Garcinia indica contains 23–26% Kokum butter, which
remains solid at room temperature. It is used in the preparation of chocolate and sugar
confectionery.Medicinal and cosmetics applications. The rind of the fruit is a good
source of hydroxycitric acid which has been claimed to modify lipid metabolism.

Mango:
• Export of Ankola ishad (Kari) Pulp- presently only one unit working- Oriental
canneries, Ankola,
• Export of Alphonsa Mango from Mundgod Block
Pineapple:
Pineapple grown in the area between Banavasi and Sagar has only one processing
unit. Development of processing facilities will give value added products.
Coconut:
Being integral to the plantation in the district it gives an opportunity for export of host of
value added products like activated carbon etc. Co- ordination work with Coconut Board
and other stakeholders is required.
Jackfruit:
Jackfruit is widely grown in the coastal districts of Karnataka and Uttara Kannada district
is one of the major producers. The fruit with value added form like frozen or in powder
form or in tender frozen etc with processing centers would greatly help in realizing the
potential for exports
Other Crops:
Vanilla, Cocoa, Cardamom have significant crops which need attention. Establishment
of Cocoa processing centre at the district similar to Campco in Dakshina Kannada was
one of the suggestions.
Marine Export:
The district has long coastline and marine catch. But there are issues volume of fish
catch and of sustainable fishing. Dry fish is one of the potential products from this place.
Tourism :
The district with long coastline, beaches, thick forest of Western Ghats, lot of greenery,
mist of rain, waterfalls provides a great opportunity for tourism. It also offers great
trekking opportunities. Rich culture and traditional dances including famous
Yakshagana and famous temples offers great opportunity for promotion of tourism. It
can also be a destination for Health and wellness tourism.

Broad Strategies:
• With major coverage of forest area in the district, Spice and Non timber
forest products (NTFP) needs to be promoted.
• In addition processing of produce and value added products of cash
crops and plantation crops, promotion of organic products, ayurvedic
products and plant extracts will give immense potential for the district for
both domestic and overseas markets
• There is only primary processing. No secondary processing or tertiary
processing is there in the district. It needs to be developed for different
commodities.
• Aim to achieve significant export of multiple products with processing and
value addition. Established Common facility centers, Labs testing facilities
wherever not there.
• Training and skill development
• Work with chamber of commerce, trade associations and also importantly
Co-operative societies, Tribal Welfare Societies, TSS, LAMPS, TRIFED
etc and other agencies.
• Development of the Port in the district.
