Welcome Letter
Welcome to the 2015 Unemployment Insurance Integrity Technology Symposium in Washington, D.C.!
The UI Integrity Center of Excellence (Integrity Center), a collaboration between the U.S. Department of Labor, the New York State Department of Labor, and the National Association of State Workforce Agencies (NASWA), is excited to welcome you to this inaugural technology information sharing forum. States, in partnership with their technology vendors, will highlight successful integrity practices and technology solutions that support prevention and detection of UI fraud and improper payments. We also welcome the vendors participating in the Exhibitor Showcase and encourage you to spend time learning more about the tools and products available to help states address fraud and improper payments.
The Integrity Center has engaged states at all levels to gain a better understanding of the specific issues facing states in detecting and combating UI fraud. The plenary sessions and workshops you will attend over the next two days reflect much of the latest thinking and technology currently in use by states. We invite you to take time to share your challenges and technology-enabled integrity strategies with other attendees while you are here. Information sharing among states is a powerful way to advance state strategies to reduce UI fraud.
We are excited to share some of the latest efforts underway by the Integrity Center. We will update you on the work we are doing to develop a better understanding of how states are approaching UI fraud issues and will provide updates on a variety of training modules that are under development and designed to increase state capacity; the development of new data analytics tools; and activities to bring new data sources to states for cross-matches. This work is being guided by the Integrity Center’s Steering Committee and NASWA’s Integrity Advisory Council. We thank everyone who is participating and assisting us in this effort.
Your active participation in the Symposium is important to the UI system broadly, and we thank you for being here. We believe you will find the content and exposure to the exhibitor showcase valuable. There will be opportunities to network with your peers, and you will find your time here well spent. If you are new to the D.C. area, we also hope you have some extra time to explore this amazing town and its historical sites, museums, and nightlife.

Data analytics is the process of examining data to uncover unknown patterns, correlations, or other useful information for making better decisions. Predictive modeling uses data mining tools for forecasting probabilities and trends. Hear what Medicare/Medicaid Services, Florida, and New Mexico are doing with data analytics and predictive modeling tools to combat fraud.

Speaker Bios
David Mader, Controller and Acting Deputy Director for the Office of Management and Budget, was confirmed by the United States Senate on July 17, 2014. He previously served as Senior Vice President for Strategy and Organization at Booz Allen Hamilton, a position held since 2007. From 2004 and 2007, he was a Principal at Booz Allen Hamilton focusing on strategy and organization. From 2003 to 2004, Mr. Mader was the Managing Director of the Public Sector practice of Sirota Survey Intelligence. Before joining Sirota Survey Intelligence, Mr. Mader held various senior executive positions at the Internal Revenue Service from 1971 to 2003, including Acting Deputy Commissioner, Acting Deputy Commissioner for Modernization and CIO, Assistant Deputy Commissioner, and Chief for Management and Finance. Mr. Mader received a B.S. from Mount St. Mary’s University. He is the recipient of both the Distinguished and Meritorious Presidential Rank Awards, the Treasury Secretary’s Honor Award and is a Fellow in the National Academy of Public Administration.
Gay Gilbert, Administrator, USDOL, Office of Unemployment Insurance, joined the U.S. Department of Labor, Employment and Training Administration (ETA) in November 2000 and currently serves as the Administrator of the Office of Unemployment Insurance overseeing the nation’s federal-state Unemployment Insurance program.
Previously, Gay served as the Administrator for the Office of Workforce Investment in ETA providing federal oversight and leadership for America’s workforce investment system, including employment and training programs under the Workforce Investment Act and direction and support for the nation’s locally driven one-stop delivery system. She also served as the Director for ETA’s Business Relations Group and headed the Employment Service.
Prior to joining the U.S Department of Labor, Gay was a senior official for the State of Ohio overseeing workforce programs and unemployment insurance
for over ten years. Gay also served as Assistant City Attorney for the City of Columbus, Ohio, and eight years with the West Virginia Department of Human Services.
Gay has the following degrees, Bachelor of Arts, Michigan State University, Master of Social Work, West Virginia University and a Juris Doctor, Ohio State University.
Scott B. Sanders, Executive Director, National Association of State Workforce Agencies, joined NASWA in October 2014. He previously served as Commissioner of the Indiana Department of Workforce Development (DWD) since May 2012 and was a member of the cabinet of Governor Michael Pence and Governor Mitchell Daniels. DWD managed and implemented training and employment programs for Hoosiers, collaborated on regional economic growth initiatives for Indiana, coordinated the adult education system, and oversaw the unemployment insurance system.
Prior to his appointment as Commissioner, Scott served as the Deputy Commissioner of Systems Information and Analysis from July 2010 to April 2012, and was the agency’s Chief Financial Officer from November 2006 to July 2010. He also served as the Chief Financial Officer for the Bureau of Motor Vehicles from May 2005 to November 2006.
Scott has many years of financial management experience prior to his role at DWD. Before joining state government, he was with First Commonwealth, Inc., a managed health care company, based in Chicago, IL. There he served as President from 2002-2004 and as Chief Financial Officer from 1995-2002. Following the purchase of First Commonwealth, Inc. by Guardian Life Insurance Company of America, Scott continued as Second Vice President.
Scott earned his bachelor’s degree from Miami University and his master’s in business administration from Northwestern University’s J.L. Kellogg Graduate

School of Management. Scott resides in Washington D.C. as well as in Indianapolis, Indiana with his wife, who is an instructional coach for the Metropolitan School District of Pike Township. His son is a graduate of the United States Naval Academy, an officer in the U.S. Navy and is forward deployed in the Middle East; his oldest daughter is a graduate of Butler University and is a 7th grade math teacher; and his youngest daughter attends Ohio University in Athens, Ohio working to become a certified child life specialist.
Randy Gillespie, Project Director, NASWA, UI Integrity Center of Excellence, comes to NASWA with a solid background in unemployment insurance operations, IT systems and financing. Prior to his current role, Randy served as Deputy Commissioner and Chief Financial Officer for the Indiana Department of Workforce Development where he oversaw the financial aspects of workforce development and unemployment insurance, including administrative funding, supplemental budget requests and Indiana’s unemployment insurance trust fund. Randy also oversaw the implementation of Indiana’s modernized UI IT system and was responsible for the tracking and reporting of performance metrics in the UI operations area. Prior to his roles in state government, Randy worked as a construction Project Manager in Las Vegas, NV.
Randy holds an undergraduate degree in Business Management from University of Nevada, Las Vegas and a Dual Master’s Degree in Public Financial Administration and Public Policy Analysis from Indiana University (SPEA). Randy is a native of Henderson, NV. He currently resides in Zionsville, IN, with his wife and 3 children.
Jim Van Erden, PHD, Senior Policy Advisor, NASWA, is an economist and national expert on workforce and economic issues with a diverse background in both the public and private sector arenas. He has broad-based management and organizational leadership skills in the Government, NGO, association,

and for profit consulting environment. Jim joined NASWA in 2011 as a Senior Policy Advisor. He provides policy and programmatic analysis and advice on the Unemployment Insurance program and on a variety of Workforce System issues. He also directs research and development projects on UI and workforce programs, including the UI Integrity Center.
Prior to joining NASWA, Jim was Senior Vice President, Federal Human Services for the Lewin Group, Vice President, Civilian Services for DTI Associates, a KRATOS Company, Vice President, Membership and Enterprise Development, Goodwill Industries International, Inc. and Senior Vice President, Workforce Development for the National Alliance of Business. He also served in various positions at the USDOL including Administrator of the Office of Work-based Learning, Director of the Bureau of Apprenticeship and Training, and Chief Actuary of the Unemployment Insurance Service
James Konicki, Director of Unemployment Insurance (UI) Integrity and Quality Control, New York State Department of Labor, has been with the Department since 1991. In his role he manages and coordinates the integrity, quality control, confidentiality, as well as reporting and analysis functions related to UI operations. He is responsible for the intergovernmental relationships with a focus on improving and enhancing UI capabilities. Mr. Konicki oversees the National UI Integrity Center of Excellence for New York and is a member of the Federal-State Oversight Committee for the Internal Revenue Service’s Questionable Employment Tax Practices program. Prior to assuming his current role he served in various compliance, project, and managerial positions and oversaw the work of New York’s Joint Enforcement Task Force on Employee Misclassification. Mr. Konicki held financial management and accounting positions in private industry and the not-for-profit sector prior to joining the Department. Mr. Konicki holds a Bachelor of Science Degree in Accounting from Canisius College. He has served on the Board of numerous not-for-profit and charitable institutions.

Speaker Bios
Celina Bussey, Cabinet Secretary of the New Mexico Department of Workforce Solutions, was reconfirmed earlier this year by the New Mexico State Senate after being appointed by Governor Susana Martinez in January 2011. Prior to her appointment as Cabinet Secretary, Ms. Bussey served as the Executive Director for the Northern New Mexico Independent Electrical Contractors, Inc. (IEC). She was also the State Director of Apprenticeship with the then New Mexico Department of Labor. Born and raised in Albuquerque, Ms. Bussey received a bachelor of arts in political science and communications from the University of New Mexico. The Secretary’s vision includes the Department of Workforce Solutions as a leader in and a facilitator of a competitive workforce for the benefit of all New Mexicans.
Ben Bakas, Bureau Chief of Benefit Operations, Florida Department of Economic Opportunity, Reemployment Assistance Program, graduated from Wingate University in 2001 and began his career at DEO in 2008 as a supervisor for the Customer Support Unit. He was actively involved in the implementation of Florida’s Connect modernization project. Mr. Bakas currently manages the FIRRE Unit along with Benefit Operations, Benefit Payment Control, and Program Development and Support.
John Sacco, Application Development Manager for Florida’s Department of Economic Opportunity, graduated from Florida State University in 2007 and began his career at DEO in 2009 as a claims and benefits analyst. He played a key role in implementing the original FIRRE program in 2013 while working as a subject matter expert on Florida’s Connect modernization project.
Raymond Wedgeworth, Director of the Data, Analytics and Systems Group in the Center for Program Integrity, Center for Medicare and Medicaid Services, has over 15 years of experience in both the private and public sectors in health care
research, finance, and health information systems. As a result, he has had the opportunity to lead many ambitious efforts to advance the performance of healthcare programs and systems. Throughout the course of his career, Mr. Wedgeworth has developed several comprehensive research techniques, tracking systems and databases, to ensure the integrity of health care systems. Over the past year, Mr. Wedgeworth oversaw the continued development and implementation of several systems and predictive analytics techniques related to the detection and prevention of fraud, waste, and abuse. His group serves as the focal point for analytics and systems associated with fraud, waste and abuse.
Ronald L. Marino, Assistant Commissioner of Income Security, New Jersey Department of Labor and Workforce Development, oversees the operations of five divisions: Unemployment Insurance, Fraud Prevention and Risk Management, Employer Accounts, Temporary Disability Insurance and Disability Determination Services. He has been involved with all facets of Unemployment Insurance for over 40 years, serving in a senior management capacity in various Unemployment and Disability programs for the past 18 years. Ron has extensive knowledge and experience in both claimant and employer related operations. Ron is a member of the Steering Committee, and the UI Integrity Advisory Council.
Bradford E. Ward, Director of Office of Investigations, Texas Workforce Commission, where his responsibilities include Benefit Payment Control Investigations, Labor Law Investigations, Collections and Civil Actions, and the Special Investigations Departments. In June 2015, the National Foundation for Unemployment Compensation and Workers Compensation (UWC) presented Brad a 2015 UI Integrity Award. Prior to joining TWC, Brad served for 30 years in the U.S. Air Force, retiring as a colonel in May 2008. Brad is a member of the UI Integrity Advisory Council.

Speaker Bios
Jerry Ramos, Director of Benefit Payment Control Investigations, Texas Workforce Commission, oversees the UI Benefit Payment Control Investigations department. Jerry has been with the Commission for 27 years; 22 of those years with the Labor Law Department and five with the UI Program.
Ann Shirra, Chief of UI Integrity with the Georgia Department of Labor, has more than 25 years of workforce development leadership in policy, evaluation, and employment services. She now heads up an investigative team to combat UI fraud and identity theft. Ann has been recognized with an Outstanding Customer Service award from the Georgia Department of Labor, and her teams have been honored by the Governor for exceptional customer service and teamwork. At the national level, Ann has served on the NASWA Executive Committee and now is a member of the UI Integrity Advisory Council.
Mason Posilkin, Special Agent USDOL Office of the Inspector General, Washington Regional Office, has served in this position since 2011. His duties include investigating crimes against state unemployment insurance (UI) programs in Virginia, Maryland and Washington, DC. Mason served as the lead and associate case agent on several multi-victim fictitious employer UI schemes. These cases resulted in several years of incarceration for the case subjects and millions dollars in restitution to the state UI programs. During the investigations Mason and co-case agents conducted subject interviews, analyzed IP addresses of UI claims and served search warrants to gather evidence. Most recently, he served as the lead investigator on UI fraud case in which a convicted felon on probation created several fictitious employers to file claims against. As a result of this investigation the case subject was sentenced to 46 months incarceration. Mason also works with state UI officials to proactively identify fraud. He is a lifelong Washingtonian and holds a bachelor’s and master’s degree from the University of Maryland at College Park.
Dan Devoe, Chief Investigator, Office of Special Investigations, Washington State Employment Security Department, received his undergraduate degree from the Evergreen State College in Olympia, WA, where he studied justice administration. Dan received his Master’s in Organizational Leadership from Chapman University in 1999. After serving 26 years as a sworn officer of the Washington State Patrol and retiring as a lieutenant in 2004, Dan joined the Washington State Department of Licensing as Administrator in the Motor Vehicle Dealer & Manufacturer Services division. He then joined the Employment Security Department in 2013. In his spare time Dan enjoys family, and being consumed by his status as an amateur landlord. When it all gets to be too much, he seeks rejuvenation via “wind therapy” on his motorcycle.
Robert Cormier, Assistant Special Agent in Charge, USDOL Office of the Inspector General, Philadelphia Region, is a native of suburban Philadelphia, has worked for the USDOL, Office of the Inspector General for over 11 years the last five of which as the Assistant Special Agent in Charge for the Philadelphia Regional Office. Prior to coming to the DOL-OIG, Robert worked as a Senior Border Patrol Agent assigned to the US Border Patrol’s Special Operations Team known as BORTAC for 9 years. Robert earned his BA from Drexel University, is a graduate of the Federal Law Enforcement Training Center’s Criminal Investigator Training Program, and was the Honor Grad from the US Border Patrol Academy. Among his supervisor duties with DOL-OIG, Robert serves as the Regional Firearms and Defensive Tactics Coordinator for the Philadelphia Region. Over the last 11 years, Robert has developed a strong working relationship with the State of Pennsylvania’s Department of Labor & Industry and the State of Delaware’s Department of Labor to address and combat UI fraud. Robert is fluent in Spanish and moonlights as a high school football coach on his free time.

Mathew Broadhurst, Special Agent, USDOL Office of the Inspector General, Miami Resident Office, was born and raised in South Florida, Mathew began his career with the USDOL, Office of the Inspector General as a student intern and has since held the position of Special Agent for over five years. Mathew has been instrumental in highlighting both internal and external controls needed to protect the integrity of the unemployment compensation program. Mathew has developed effective relationships with state unemployment agencies, law enforcement counterparts and the U.S. Attorney’s Office leading to high profile unemployment insurance identity theft investigations. Mathew’s successful efforts have stopped the potential loss to the unemployment trust fund in multiple states totaling over $10 million. Mathew graduated summa cum laude from Florida Atlantic University where he earned a Bachelor of Arts degree in criminal justice. Mathew was recognized as the Honor Graduate of the Federal Law Enforcement Training Center’s Criminal Investigator Training Program and Inspector General’s Investigative Training Program.
Tom Clendenning, Director of Workforce Services, Florida Department of Economic Opportunity, has served in this role since the inception in 2011. Tom is responsible for all Workforce Programs, Unemployment Insurance (UI), and Labor Market Statistics. Prior to this assignment, he served as the Assistant Agency Head of the Florida Agency for Workforce Innovation. In addition, he was the Florida UI Director for over ten years and also served as the Assistant Director of Jobs and Benefits for the Florida Department of Labor and Employment Security. Having started at the local level in the mid-seventies as an Employment Interviewer, Tom has worked in or managed every workforce program including early learning and welfare reform programs. He has been actively involved in UI fraud prevention in both his present and past assignments for many years.
