Powerful leadership is distributed because the work of instructional improvement is distributed. Instructional improvement requires that people with multiple sources of expertise work in concert around a people with multiple sources of expertise, work in concert around a common problem; this distributed expertise leads to distributed leadership.

Schools that are improving seldom, if ever, engage exclusively in role-based professional development-that is, professional learning in which people in different roles are segregated from one anotherpeople in different roles are segregated from one another.

Instead, learning takes place across roles. Improving schools pays attention to who knows what and how that knowledge can strengthen attention to who knows what and how that knowledge can strengthen the organization.
