The MV2 project and the environment
• The MV2 project is one of the largest infrastructural projects in the Netherlands
• In the Netherlands a lot of discussion about large infrastructural projects
• The public opinion about large infrastructural projects is negative because of the increasing costs
• The government is watching large infrastructural projects very closely
• The project has the ambition to set a ‘best practice’ for large infrastructural projects

Reasons for the MV2 project for using PRINCE2• The project is primarily Business Case driven
• The duration of the project is approximately 10 years, there wasa need for product based planning
• A need for an standard method that is widely accepted in projects
• For the project organisation it was important to have an independent review about directing and controlling the project

Unfreeze-Change-Freeze approach• There was a short time frame for introducing PRINCE2 based
working in the project organisation
• There was the need for a project plan (PID) at the end of September 2004
• No time for large trainings programme's and a long implementation stage; the work was already started
• To introduce PRINCE2 in the organisation the Lewin (1951) approach was used
• Main focus: start with PRINCE2 and coaching on the job

Approach during the Change Period
• Initiating a Project as a learning stage for the implementation
• Short introduction in the methodology with Quick Reference Card and presentations for the project team
• ‘Learning on the job’, direct coaching during work
• Acceptance of PRINCE2 project based working measured with the projectivity check
• Working to a Project Initiation Document with organisation

Aims and objectives of the Accreditation• How PRINCE2 is used in the MV2 project and what is the
maturity level of the project management organisation?
• An independent accreditation of the PRINCE2 maturity level on the Project:
–verified by the APM-Group –based on the OGC’s Project Management Maturity Model as the Standard
• Confirming PRINCE2 is correctly used and that its implementation has been successful?
• Recommendations for further developing the use of PRINCE2 on the Project and increasing the maturity level of the organisation?

Method used - The PRINCE2 Maturity Model• Purpose of the PRINCE2 Maturity Model
–To enable organisations to gauge, by assessment, their maturity in the use of PRINCE2–Provides a focus for improvement–Provides verified evidence of maturity
• How the model is used–Determined by PRINCE2 Registered Consultants–Verified independently by the APM Group–Will be offered for Accreditation by UKAS

• Maturity is measured on 16 ‘Key process Area’s
• Four levels– 0 No identified use of PRINCE2– 1 Initial use of PRINCE2– 2 PRINCE2 is used correctly in individual projects in basic

over al the projects in the organisation

Recommended Maturity Level
The Project Maasvlakte 2is at
PRINCE2 Maturity Level 2
But note:• The recommendation is based on the current situation of the project• To hold or develop the present Maturity level will require constant focus
on the use of PRINCE2. The whole project team must have a proper knowledge and understanding of PRINCE2
• There needs to be a full commitment that PRINCE2 will be used effectively in the execution phase of the project

• The accreditation gives confidence to the stakeholders and then public opinion that the project is effectively setup and controlled during initiation
• The accreditation was important to show to the government that the project is controlled during the initiation stage
• The accreditation helped the project organisation to focus on using PRINCE2 effectively in the project
