Step 2: selection of a facility (criteria):a major facility, with particularly hazardous

toxic pollutants in its emissions and releases (the largest emissions/releases in qualitative and quantitative terms)

top managers of the facility are ready to implement a policy of open provision of information on its emissions and discharges

a well equipped analytical laboratoryactive public involvement.

information on:sampling pointslist of chemicalsemission limits for water, air and waste

Further stepsCollect data and update the databaseAccess to computerDissemination of the system among

other facilitiesPlanning transition from "end-of-the-

pipe" control to control of a chemical's life cycle at the facility

Further steps

INCREASE THE NUMBER OF FACILITIES

IMPROVE THE REPORTING SYSTEM ON WASTE (types/components)

WORK WITH FACILITIES ON DATA INTERPRETATION

Further stepsdevelopment of PRTRs at local and

regional levels is the most optimal way for introduction of a system of environmental reporting in Russia.

Stakeholder participation: NGOs, facilities, media

develop PRTRs at the base of governmental environmental enforcement bodies or at the base of major industrial facilities-polluters
