1 IntroductionThis Environmental Construction Method Statement (ECMS) documents the requirements for worksassociated with the establishment and construction of the Buchanan Interchange (Stage 1).
This document:
addresses the requirements of the Minister’s Condition of Approval #30for the Hunter Expresswayproject,
reflects the requirements of the Hunter Expressway Alliance (HEA) environmental managementsystem (as detailed in the Construction Environmental Management Plan),
incorporates the management measures from the relevant sub-plans and
describes the environmental management measures relating specifically to the constructionactivities and potential environmental issues.
This ECMS has been prepared as a practical environmental management tool for use by all HEApersonnel and subcontractors and incorporates the assessment of the environmental and communityrisks for these works. The specific environmental and community management controls developedand detailed in the ECMS, include the following key information:
Key site and management personnel - responsibilities and contact details.
Operating hours.
Construction details – activities, staging and schedule.
Objectives and targets – monitoring requirements, criteria and procedures.
Action tables/plans – inspection and test plans with actions, responsibilities, training, timing,reporting, monitoring/auditing and checklists.
Site Drawings - Site layout, monitoring locations, erosion controls, noise barriers, discharge pointsand limits of clearing.
1.1 Overview of activitiesThe proposed Buchanan Interchange is located along John Renshaw drive at the existing intersectionof John Renshaw Drive and Buchanan Road at Buchanan. At this location, the Hunter ExpresswayAlliance proposes to construct a grade separated interchange consisting of two overpass bridgesforming an elevated roundabout structure over the Hunter Expressway mainline carriageway andentry/exit ramps to the Hunter Expressway mainline carriageway. Local road works are also proposedalong Buchanan Road, John Renshaw Drive and George Booth Drive to facilitate the construction ofthe Hunter Expressway due to the close proximity of the proposed interchange to George Booth Drive.
Currently, significant volumes of through traffic and local mine traffic use John Renshaw Drive as it iscurrently the main travel route from Newcastle through to Kurri Kurri and beyond. Similarly, thecurrent intersections at Buchanan Road/John Renshaw Drive and George Booth Drive/John RenshawDrive receive significant traffic volumes.
Construction of the Buchanan Interchange will be undertaken in two stages. The first stage (Stage 1)involves the construction of a temporary deviation (side track) to the east of John Renshaw Drive.This, in turn, will allow future construction of the grade separated interchanges (Stage 2) as currently

the existing road locations clash with the proposed road and bridge structures. The temporarydeviation will allow through traffic to continue along John Renshaw Drive. In addition a temporarydeviation will also be constructed for Buchanan Road to the east of its current alignment. Again thiswill allow through traffic to continue along Buchanan Road.
This ECMS only covers works related to these Stage 1 works and will be updated to include futurestages of works as necessary.
1.2 ECMS overviewThe General Construction ECMS 1 will be required for all construction sites.
This activity specific ECMS provides only specific requirements for the Buchanan Interchange. Whenundertaking this work, this ECMS will need to be used in conjunction with ECMS 1: GeneralConstruction which will apply for the non-specific requirements for the site.
The Site Supervisor in consultation with the QA Manager will determine which ECMSs are required foreach work site. Refer to the overview map contained in Attachment B of ECMS 1 for an overview ofall ECMSs. Specific environmental constraints are further identified in the maps contained inAttachment A.
The ECMS site-specific Environmental Control Plans (ECPs) include site-specific drawings on acadastral and air photo base with site boundary overlain, general traffic controls and site-specificenvironmental management action tables. ECPs are to be read/ implemented in conjunction with theECMS document and relevant reference documents and are for day-to-day reference for managingactivities on the individual sites. The ECPs have been designed as A0 drawings for attachment to siteshed walls. This ECMS includes the following:

The PESCP is for the initial activities required for the site and will be updated as works progress.
1.3 Key reference documents to ECMS
The following detailed management plans and reports have been prepared in conjunction with theECMS to assist in the mitigation of specific environmental issues for the works. This ECMS providesthe required detail for day-to-day worksite activities and the management plans and reports will bereferred as needed for specific information requirements:

Other management sub plans have been prepared in accordance with the MCoA for a number ofenvironmental aspects of the project and provide project wide protocols, procedures and managementmeasures to be adopted to minimise potential impacts from the works. The issues relevant to the sitefrom each of these sub-plans have been considered in preparing this ECMS.

2 Scope of worksThis ECMS covers stage 1 construction of the temporary deviation works for the BuchananInterchange. As stated, the ECMS will be updated to include future stages of works as necessary.
2.1 Key elements
The key elements of this work are shown in Table 2.1.

Step Activity Description
1. Site access A site access is proposed on the south side of the John Renshaw Drivedeviation. This location is favoured because it is on the outside of the curve,affording desirable sight distances to and from the access (Safe IntersectionSight Distance for 60 km/h of 105 metres). It is also situated so that any potentialimpacts on the operation of the Buchanan Intersection are minimised. A left turnlane is provided to allow trucks to make the manoeuvre safely on the down-hillapproach. The proposed access will be restricted to left-in and left-out turns.
The site access will be located in consultation with the Alliance Traffic Managerin order to ensure that safe access to site is maintained and that the existinglevel of road safety for public road users is maintained.
2. Installation ofworksiteseparationmeasures(concrete barriers)
Worksite separation is required in order to create safe work sites for constructionpersonnel. Concrete precast type “F” kerbs will be placed at approved locationsin order to create the worksite separation. The precast kerbs will be delivered onsemi-trailers and unloaded into position using mobile cranes. Temporary trafficcontrol measures will be required during this work.
3. Sedimentationand erosioncontrol measures
Erosion and sedimentation control plans will be developed in consultation withthe Alliance Environment Manager. In conjunction with the site clearing and treeremoval activities, the erosion and sedimentation controls will be installed inorder to ensure the water run-off from the site is captured and released inaccordance with water quality guidelines for the project. Emphasis will be placedon maintaining separation of “clean” and “dirty” water. An erosion and sedimentcontrol plan has been prepared for the site and is located in Attachment B.
4. Site clearing andtree removal
Before site clearing and tree removal commences the approved clearing areawill be clearly marked out and communicated to the site team. Detailed servicesinvestigations will be undertaken on site where required by local serviceproviders. Any works requiring excavation of the ground will be completed inaccordance with the Ground Disturbance Permit system.
Site clearing and tree removal will be undertaken using chainsaws and handtools along with excavator mounted tree felling equipment, truck and woodchippers. All material will be stockpiled for later use or removed from site.

5. Topsoil stripping Excavators and tip trucks will be used during top soil stripping. Topsoil will bestockpiled in designated areas for later reuse or removed from site. Weedytopsoil will be designated for treatment or removed from site.
6. Removal ofexisting pond andunsuitablematerial
Water in the pond shall be pumped downstream and any mud/silt collected in thebase of the pond shall be tested for potential re-use / disposal off-site.
7. 1050mm diametercross drainageline
A cross drainage line will be installed prior to the commencement of any furtherworks to ensure the separation of clean water from site water.
8. Side trackembankmentconstruction
Cut material shall be transported via dump truck to the worksite and used to formthe bulk earthworks.
9. Side track flexiblepavementconstruction
Flexible pavement will be constructed using imported and site sourced materialsto form the underlying layers of the side track pavement. Plant and equipmenttypically used for this type of construction are excavators, graders, tip trucks,rollers, and water carts. Asphalt wearing course layers will be placed usingasphalt pavers, smooth drum and multi tyre rollers and semi-trailer type or rigidtippers for delivery of asphalt from the offsite asphalt plants.
10. Road marking andstreet furniture
Road marking and street furniture will be installed in locations separated fromlive traffic where possible however, due to the nature of the locations of the itemsand the requirements for traffic switching, some of the works will be undertakenimmediately adjacent to live traffic. Detailed planning and risk assessments forthese activities will be undertaken in order to maintain a high level of safety forall personnel involved with the works.
Items required to be installed include signage, traffic barriers, line marking,reflectors and any other elements as specified in the detailed side track design.Plant and equipment typically used are hand held tools and equipment and smallexcavators and light vehicles.
11. Intersectionlightingadjustments
In order to maintain existing levels of lighting at the intersection with GeorgeBooth Drive and John Renshaw Drive, adjustments to current street lightingarrangements will be required. Works involved will included minor road crossingsand light pole relocations.

2.2 Staging of works
Construction of the Buchanan Interchange will be undertaken in two stages as follows:
Stage 1 – construction of the temporary deviations to John Renshaw Drive and Buchanan Road.
Stage 2 – construction of the grade separated interchanges and associated bridge structures.
2.3 Timing of worksStage 1 of the Buchanan Interchange works (construction of the temporary deviation) will commencein August 2010 and be completed in March 2011.
2.4 Hours of operationNormal construction hours apply to the activities included in this ECMS. These hours are:
Monday to Friday 7:00 am – 6:00 pm
Saturdays: 8:00 am – 1:00 pm
Sundays & Public Holidays – no work
Where work is required outside these hours, an application will be made to DECCW in accordancewith the out of hours protocol in the Noise and Vibration Management Sub Plan.
2.5 Site rehabilitation and restorationAt the completion of construction, construction site compounds and facilities will be demobilised.Appropriate replanting with local native species will be undertaken in accordance with the LandscapeManagement Plan, prepared in consultation with Councils affected landowners and the CommunityLiaison Group.

8 Document controlProject document control is detailed in the PMP and project filing and numbering is defined inManagement Procedure HEA-MP-GL-OPS-001-00. When the document is reviewed a new revisionnumber is assigned by the Environmental Manager.
The current revision of the ECMS and specifically the ECP will be available and displayed in siteoffices for ongoing implementation and amendment as conditions or approval change.

Objectives: To manage vegetation clearance and control weed infestation in worksite disturbed areas, and manage any fauna encountered during construction works.
Performance Criteria: • No disturbance to flora or fauna outside the clearing limits
• No increase in weed distribution or introduction of new weeds

Objective: To minimise dust generation and manage emissions from construction activities to prevent impacts on surrounding receivers. Performance Criteria:
• Depositional dust goals of max 4 g/m2 per month, subject to monthly background levels, as per DECCW guidelines.
• No complaints received from nearby residents or local road users.

Consult with local residents before works begin (i.e. site clearing and major earthworks nearby) and notify of the nature and timing of the work.

Dust suppression activities
Regularly control dust emissions using water sprays on water carts over unsealed trafficable areas, earthworks and stockpiles, and other surfaces as necessary. Ensure carts are available and maintained at all times.

Water can only be extracted for dust management or other construction related activities from sources approved by the Environment Manager. For example, sediment basins, local creeks where allowed. All water movements are to be covered by a water movement permit1.

Clean any dirt tracked onto public roadways from construction vehicles using brooms or a street sweeper.

Suspend work if excessive dust generation from surface dirt accumulation occurs until dust emissions are controlled.

Vehicle, plant and equipment
Cover loads and secure tailgates from construction vehicles prior to leaving worksite to prevent loss of load on public roads and areas accessible to the public. Any spillage is required to be removed within 24 hours.

Restrict and monitor construction traffic using local unsealed roads to 40 km/h. Install signage. Control access to all construction areas to specific entry/exit points and confine vehicle movements to designated construction areas.

Provide facilities, such as rumble grids at site exit points to minimise tracking mud, dirt or other material onto a public road or footpath. Ensure wheels and undercarriage of trucks are clean prior to the exiting the worksite. (See the flora and fauna section for more detail on these measures).

Service construction plant, vehicles and equipment regularly and maintain in top condition so that existing exhaust emissions standards are met or surpassed.

In the event of visible smoke emissions from equipment lasting longer than 10 seconds duration, have equipment taken out of service and adequately repaired or tuned so that smoke is no longer visible for periods exceeding 10 seconds.

Revegetate temporary stockpiles to stabilise the soil and minimise wind erosion. SS, SE

On high wind days, either reprogram construction activities work that could cause a nuisance or danger to people or property, or relocate to areas removed from sensitive receptors.
