Expression of Interest For
Conducting various energy conservation activities under “School/Engineering
Colleges/ Institutions (Diploma, ITI etc) General Awareness Program” in the
State of Uttarakhand
1. Uttarakhand Renewable Energy Development Agency (UREDA), State Designated Agency
for implementation of Energy Conservation Programmes in the State of Uttarakhand, invites
Expression of Interest (EOI) for conducting various energy conservation activities under
“School/Engineering Colleges/ Institutions (Diploma, ITI etc) General Awareness Program”
in the State of Uttarakhand
2. Uttarakhand state having population of about 85 Lakhs distributed in 53485 Sq. Kms. of area.
State have 13 district out of which 11 District are hilly districts. Uttarakhand had a long tradition
of learning and culture. Education in Uttarakhand is provided by a large number of public and
private institutions. The language of instruction in the schools is either English or Hindi. There
are mainly governments and private schools and institutions including primary schools, high
schools, inter college, ITI, degree colleges and technical institutions. The main school
affiliations are CBSE, CISCE or the State Government syllabus defined by the Department of
Education of the Government of Uttarakhand. In the state there are about 70 Govt. Polytechnic
Institute and many ITI institutions.
3. Students are the largest upcoming group and their involvement in energy efficiency programs
will be very essential. The students of schools/institutions should be aware of the energy
conservation measures and latest energy efficiency technologies available in the market. Seeing
this UREDA with support from BEE is going to conduct following energy conservation
activities for school/ITI/Diploma institutions:
1. Development of Materials on Energy Conservation for incorporation in the ITI and
Diploma Engg. College Curriculum
2. Debates on energy efficiency and conservation at ITI, Diploma Engineering College
(Polytechnic) & Engineering College level and Quiz Program at school level
3. Establishment / Strengthening of Energy Clubs in Schools
4. Development of Tip Sheets/ Brochures on Energy Conservation on efficient use of
utilities for ITI and Diploma Engineering students
5. Other awareness programs like print/ electronic/ printing publicity etc. and exposure
visits of students.
4. The interested bidders are hereby requested to submit your detailed Expression of Interest on the
attached prescribed format on or before 28 April, 2018 (by 12:30 PM).

5. The financial proposals of only the shortlisted firms will be open.
6. The EOI document may be obtained from the office of the UREDA Head Quarter against
payment of Rs. 500 (Five Hundreds Only) towards Non-refundable Application Fee, through
DD drawn in favour of “Director, UREDA” obtained from any Schedule Commercial Banks
and payable at Dehradun or cash. The EOI document can also be downloaded from the website:
www.uk.gov.in However Application Fee shall have to be paid along with the EOI submissions
failing which the EOI will be rejected.
7. UREDA reserves the right to reject all or any of the proposals without assigning any reason
thereof.

2. The last date of receipt of the offer is as indicated above. Offer shall be accepted up to 12:30
P.M. on above mentioned date. Offers received after due date and time will not be considered. If
due to any reason the due date is declared a Holiday the offer will be opened on next working day at
the same time.

4. The bidders shall submit the technical bid on the formats as enclosed at Annexure-1. All the
technical bid formats should be completely filled and the desired annexure(s) should be enclosed
with the related formats in support of their technical eligibility for the said works.
5. The financial bid shall be submit on the format as enclosed at Annexure-2. Correction, over-
writing and alteration in the offer should be initialed and dated by the bidder otherwise the offer is
liable to be rejected. The offer shall be typed or written in ink. Any offer written in pencil shall not
be considered, wherever the rates are mentioned, these offers only units mentioned against each
article failing which they are not likely to be considered.

6. Method of Submission

4.2 The Bidders have the option of sending their Bid either by registered post; or speed post; or
courier; or by hand delivery, so as to reach UREDA by the Bid Deadline (last date and time
of submission of bid). Bids submitted by telex / telegram / fax / e-mail shall not be
considered under any circumstances. UREDA shall not be responsible for any delay in
receipt of the Bid. Any Bid received after the Bid Deadline shall be returned unopened.
4.3 It may be noted that Technical Bid (Envelope I) shall not contain any information/document
relating to Financial Bid. If Technical Bid contains any such information / documents,
UREDA shall not be responsible for premature opening of the Financial Bid.
7. The Earnest Money as mentioned at Sl. No. 1 (general informations), will be refunded to the
unsuccessful bidder within one month after finalization of the offer or earlier whereas in case of
successful bidder(s) it will be treated as security deposit. This security amount will be released
after completion of work.
8. The financial bid shall be opened on the date and time indicated above in the office of
Director, UREDA, in the presence of such technically shortlisted bidders who choose to be
present at the time of opening. Further it is to inform clearly that only the financial bid(s) of
the technically qualified/shortlisted bidders will be opened on the prescribed financial bid
opening date.
9. The acceptance of a offer/bid will rest with the Director, UREDA, Dehradun. He is also
authorized to reject any offer without assigning any reasons thereof. The work order will be
issued to the lowest bidder who quoted the lowest amount against the sum of all the
mentioned energy conservation activities.
10. No foreign exchange will be provided by the department.
11. Offer will be valid for a period of 6 months from the date of opening of the bid. The offer with
validity of less than 6 months shall not be considered.

12. Time for completion of work: The work will be completed within the period of 4 months from
the date of issue of work order.
13. In the event of the breach of the conditions of the work at any time on the part of the bidder the
work may be terminated summarily by Director, UREDA, Dehradun without compensation to the
bidder.
14. If the bidder fail to provide the services for as described in scope of work within the period
specified in the EoI/work order, UREDA may at its discretion allow an extension of time subject to
the recovery from the bidder a sum equal to the 1% of the cost of work which the bidder has failed
to complete for delay of each week and upto the maximum of 10% of the cost of work, beyond
which the extension shall not be granted and the earnest money deposited by the bidder shall be
forfeited by UREDA
15. When a bidder is unable to complete the work within the specified or extended period, UREDA
shall be entitled to arrange the completion of work from elsewhere without notice to the bidder
but on his (i.e. bidders) account and risk, the work of any part thereof which the bidder has
failed to complete or if not available, the best and nearest available substitute there of, or to cancel
the work of such work and bidder shall be liable for any loss or damage which UREDA may
sustain by reasons of such failure on the part of the bidder. But the bidder shall not be entitled to
any gain on such purchases made against default.
The recovery of such loss or damages shall be made from any sum occurring to the
bidder under this or any other work with the Govt. If recovery is not possible from the bill and
the bidder fails to pay the loss or damages within one month, the recovery shall be made under
law in force.
16. The price quoted shall remain fixed during the period of work.
17. Any changes in the constitution of the firm/company shall be notified by the bidder in writing to
UREDA and such change shall not relieve the bidder from any liability under the work.
18. The bidder shall sign with stamp on each page at the end in token of acceptance of all the terms & condition and it will be attached with the offer.
19. The successful bidder shall not assign, sublet or transfer the work or any part thereof to any party.
In the event bidder contravening to this condition UREDA shall be entitled to place the work
elsewhere on the bidders risk and cost and the bidder/firm shall be liable for any loss or damage
which the department may sustain in consequences of arising out of such replacing of the work.
20. Direct or indirect canvassing on the part of the bidder or his representatives will be a
disqualification.

21. If a bidder imposes conditions which are in addition to/or in contravention with the conditions
mentioned herein, his offer is liable for summary rejection. In any case none of such conditions will
be deemed to have been accepted unless specifically mentioned in the letter of acceptance of offer
issued by the UREDA.
22. Legal proceeding, if any, arising out of the work shall have to be
lodged in courts situated in Dehradun, Uttarakhand and not outside.
23. If at any question, dispute or differences whatsoever shall arise between UREDA and the bidder in
connection with this agreement except as to matters the decision for which has been specifically
provided, either party may forthwith give to the other notice in writing of the existence of such
question, dispute or difference and same shall be referred to the arbitration. This submission shall
be deemed to be submission to arbitration within the meaning of The Arbitration and Conciliation
Act 1996 and rules made thereafter or any statutory modifications thereof for the time being in
force shall be deemed to apply to the arbitration proceedings under this clause. The award of the
arbitrator shall be final and binding on the parties. Work under the agreement shall continue during
the arbitration proceedings, unless the arbitrator otherwise directs.
24. UREDA may at any time, by notice in writing to the bidder either stop the work altogether or
reduce or cut it down. If the work is stopped all together, the legitimately incurred by him as on
preparation of the execution of the work up to the date on which such notice is received by him.
such expenses shall be assessed by UREDA, If the work is cut down the bidder will be paid for the
work as so cut down, but in neither case will be paid any compensation whatsoever for the loss or
profit which he might have made if he had been allowed to complete all the work included in the
bidder.
25. If any force measure arises during the work i.e. beyond the control of bidder, UREDA may
consider for time extension for that period. However no price escalation will be considered.
26. Any work not covered in the scope of the work but essentially required for proper completion of the
work shall be carried out by the bidder for which no any extra cost will be paid.
27. If the bidder fails to deposit prescribed security/earnest money etc. or fails to execute the
agreement within the specified period, such a failure will be treated as a breach of terms and
conditions and shall make the firms liable for the forfeiture of the Earnest Money/Security and also
debarring from business with UREDA on the basis of merits of the case.

II. DETAILS OF WORK/SCOPE OF WORK
The selected firm/consultant/bidder shall be required to complete the following all energy
conservation activities within the time period as described in “Payment conditions” mentioned
at section no. III:
Activity No. – 1: Development of Materials on Energy Conservation for incorporation in the
ITI and Diploma Engg. College Curriculum
Description of work:
There is a need to convince Technical Boards (Diploma & ITI) for introducing a module on
energy efficiency and conservation in the existing curriculum. The concept may be introduced by
modifying existing text of some selected subjects in the curriculum. Active involvement of
Technical Boards is needed for an effective implementation.
The selected firm is required to complete the following activities under Activity No.1:
i. The selected consultant/firm will identify the gaps in the existing syllabus of Diploma & ITI
in coordination with concerned authority and recommend suggestive places, wherein the
topics related to energy efficiency can be introduced in the existing syllabus and identified
text books.
ii. The consultant/firm will develop material in support of requisite proposed topics under the
guidance of constituted Committee having representations from State Technical Board, ITIs
and Diploma Engineering Institutions, energy managers from industry, UREDA as formed
by UREDA.
iii. The consultant with necessary support from UREDA will organize the meeting of a
committee where the consultant will present the gaps in the curriculum wherein the topics
related to energy efficiency can be introduced in the existing syllabus and identified text
books. The develop material will be discuss before the constituted committee.
iv. The final material will be developed by the consultant/firm after incorporating necessary
feedback and comments from the constituted committee.
v. The final copy will be submitted to UREDA in form of hardcopy (two color set with proper
spiral) and softcopy (editable and non-editable format in CD)

Activity No. – 2: Debates on energy efficiency and conservation at ITI, Diploma Engineering
College (Polytechnic) & Engineering College level and Quiz Program at
school level
Descriptions of work
Students are the largest upcoming group and their involvement in energy efficiency programs will
be very essential. Some of the ways of involvement of students will be debates at college levels and
quiz at school level.
The selected firm is required to complete the following activities under Activity No.2:
i. The debate competitions on energy efficiency and conservation at ITI, Diploma &
Engineering College level and Quiz Program at school level will be organized by selected
consultant/firm.
ii. Debate competitions: The debate competitions shall be held at three levels, i.e. ITI levels,
Diploma Engineering College levels and Engineering College levels. One debate
competitions will be organized at each level. The top 3 winners at each level will be given
certificate and memento. The cost of certificate and memento will be bear by selected
consultant/firm.
iii. Quiz competitions: Two quiz competitions each shall be held at 2 levels i.e at upto 10
standards and above 10 standards level. One quiz competition each for upto 10 standards
will be held at Kumaon & Garhwal region. Similarly one quiz competition each for above 10
standards level will be held at Kumaon & Garhwal region. Top three students in each quiz
competitions will be given certificates and memento. The cost of certificate and memento
will be bear by selected consultant/firm.
iv. The selected firm/consultant will than submit the activity completion report with
photographs of different competitions (two color hardcopy with proper spiral and softcopy in
editable and non-editable format in CD).
Activity No. – 3: Establishment / Strengthening of Energy Clubs in Schools
Descriptions of work:
Eco/energy clubs have been successfully running at some schools. This success model needs to be
adopted in all school. In order to attract school students and motivate school teachers in to energy
efficiency and conservation, it is essential to strengthen the existing and newly established Eco/
Energy clubs in various activities such as development and preparation of mission pledge, posters,
banners, home activity charts etc. ECO/Energy Club activities will include energy model making,
awards to students and awards to teachers and celebration of Urja Divas (Energy Conservation
Day) on 14th December.

The selected firm is required to complete the following activities under Activity No.3:
i. The consultant/firm in concern with UREDA will identify around 20 schools (upto 10th or
12th standards) that are interested in creating energy clubs in the school or where the
eco/energy club is already created.
ii. The energy club in all such schools will be created. Atleast 30 students will be required to
join energy club in each schools.
iii. An amount of Rs 15,000 will be provided each to 20 selected schools for creating
energy clubs. The amount of Rs 15,000/- each for creating energy clubs in selected 20
schools (total amount is Rs 3,00,000/- for 20 selected schools) shall be provided by the
consultant/firm and thus the consultant/firm is required to submit the receipt of this
amount issued by the consent schools to UREDA.
iv. The consultant will provide training to the students of energy club of each schools in
conducting preliminary energy audit in schools/homes, development and preparation of
mission pledge, posters, banners, home activity charts and also in executing door-to-door
energy conservation & efficiency campaigns etc. In support of this, the consultant/firm will
be required to submit the activity completion report (also contain the above sub-activity as
mentioned at sl no. i, ii, iii) with necessary photographs (two color hardcopy with proper
spiral and softcopy in editable and non-editable format in CD).
Activity No. – 4: Development of Tip Sheets/ Brochures on Energy Conservation on efficient
use of utilities for ITI and Diploma Engineering students
Descriptions of work:
Knowledge on efficient operation of utilities needs to be imparted to ITI and diploma engineering
college students through tip sheets by providing information on basic fundamentals and best
practices on efficient use of utilities like pumps, boilers, heaters, Chillers, fans and other utilities.
The selected firm is required to complete the following activities under Activity No.4:
i. Tip sheets on Energy Conservation on efficient use of utilities for ITI and Diploma Engineering
students (English & Hindi) will be developed by consultant/firm.
ii. The consultant/firm shall be required to first submit the draft of the prepared tips sheet to
UREDA before the final printing for suggestions/comments and approval.
iii. The consultant/firm shall have to print 1500 copies (each in English and Hindi) of tip sheets/
brochures on Energy Conservation.

iv. These tip sheets will be dispatch by the consultant/firm in coordination with UREDA to all ITI
and Diploma Engineering colleges of the State. The consultant/firm will submit the work
completion report to UREDA
Activity No. – 5: Other awareness programs like print/ electronic/ printing publicity etc. and
exposure visits of students.
Descriptions of work:
The students of schools should be aware of the energy conservation measures and latest energy
efficiency technologies available in the market. The energy saving tips sheets, electronic media and
exposure visits of students etc could be the available energy awareness options.
The selected firm is required to complete the following activities under Activity No.4:
1. The consultant/firm will organize 4 Nukkad Natak (2 each in Kumaon and Garhwal region)
in energy efficiency and conservation in coordination with UREDA.
2. The consultant/firm will have to make wall painting on the outdoor walls of atleast 25
selected schools having slogans/pictures related to energy conservation & efficiency. The
slogans should be made in both Hindi & English.
3. The consultant/firm will make painting/posters based on energy conservation & efficiency
themes on atleast 25 buses of the school/colleges/institutions.
4. In support of all abovementioned 3 sub-activities, the consultant/firm will be required to
submit the activity completion report with necessary photographs (two color hardcopy with
proper spiral and softcopy in editable and non-editable format in CD).
