SIRPStormwater Integrated Resource Plan

7

Planning for a Flood Resilient Future

■ Identify areas of Edmonton that have the highest risk of impact from flooding

■ Develop drainage infrastructure and program improvements

■ Educate homeowners on the actions they can take to reduce their risk

8

SIRP Flood Mitigation Strategies – 5 Major Themes

SLOW

MOVE

RESPOND

PREDICTSECURE

SLOW.We slow the entry of stormwater into the drainage network by

absorbing it in green infrastructure and holding it in ponds,

creating space in the collection system during storm events.

• Ponds ($470M), Low Impact Development ($420 -570M)

MOVE. We move excess water safely away from areas at risk, quickly

and efficiently.

• Tunnels, Trunks and Sewer Separation ($300M)

SECURE.We help secure individual properties in higher risk areas

against sewer backups, overland flooding and river flooding.

• Enhanced Flood Proofing ($60M), Outfalls and Control Gates ($30M), Inflow and Infiltration Reduction ($100M)

PREDICT.We predict and manage the movement of stormwater through smart

sensors and technologies that integrate into the collection system.

• Monitoring and Controls ($70M)

RESPOND.We respond through the fast rollout of flood barriers, traffic diversions and

public communications to protect life, safety and property.

• Emergency Response Equipment ($45M)

9

Corrosion & Odour Reduction Strategy (CORe)

10

Address Root Causes of Sewer Odour

■ Prevent the formation of hydrogen sulphide gas in the sewer system■ Control the release of foul air from the sewer system■ Adapt the system using real-time monitoring technologies, research and improved inspection data

Project Management

■ Integral in delivering projects• Plan & execute the design• Construction & commissioning

■ Focus on adding rigour to core PM functions• Closer schedule & cashflow

forecasting monitoring & accuracy review

18

Procurement

■ High Standards (legal, ethical & professional)

■ Sourcing, Contract Execution and Negotiations

■ Avetta & Special Requirements (grant funded projects)

■ Continuous improvement (welcome feedback)

19

Procurement – Governance Framework

20

Procurement Policy – Guiding Principles

22

Engineering Master Agreements

■ Open prequalification competitive bid for Engineering Master Agreement’s posted on May 25, 2018 and closed July 20, 2018

■ Multiple Agreements awarded for one or more disciplines■ 5 year term (Jan 1, 2019 to Dec 31, 2023) with option to extend

■ Bid opportunities may also be posted on government public procurement portals in compliance with trade agreements (eg. APC, Sask Tenders)

24

Summary

■ Significant work to be done in 2020 and beyond

■ Drainage Construction will focus on rehab and odour projects delivery and not in tunneling

■ Continue to identify both operational and capital delivery efficiencies
