The Eurostat (ESS) Laboratory

to assist Eurostat and its partners ESS in timely answering newly emerging statistical needs
to promote innovation and facilitate integration between different domains of European Statistics

Reconciliation of macro and micro data sources on household’s economic resources Objective:
Enhance the household perspective by complementing average measures of I, C, Wwith distributional indicators
Guidelines for a coherent approach for I and C by working on EU-SILC and HBS
Parallel approach: Questionnaire comparing macro-micro sources first results Dec 2011
Central feasibility study of matching NA with EU-SILC & HBS first estimates mid 2012
Co-secretariat to the joint OECD-Eurostat Expert Group on Disparities in a NA framework
Share and discuss results, methodologies and practices in relevant fora
Produce distributional information consistent with NA on a regular basis

Valuation of social transfers in kind in household surveys
Objective: Development of across countries comparable estimates of social
transfers in kind at the micro level to improve income distribution statistics from household surveys
Incremental approach staring in December 2011: Comparision of definition and practices across relevant statistics
(ESSPROS, health, education, etc.)
Development of proposals to address differences / reconcile practices
Co-operation with NSIs
EU-SILC first, possibly later HBS and other household surveys

Improve the coverage of the quality of life dimension in European statistics
Objective: Development of indicators to cover quality of life dimensions in
line with the recommendation of the SpG to the ESSC
Approach based on data integration (early 2012): Comprehensive inventory of relevant data Analyses of relevant micro data, aggregation techniques Development of approaches to integrate data from different
sources END post: deadline for application 20 November 2011

Approach based on data analyses: Focus on particular sub-populations (based on EU-SILC data) Consistency checks between data and metadata (national quality reports) Test of different methods for accuracy measurement Reconciliation between EU-SILC longitudinal and cross-sectional components NSI consultations bilateral and through relevant EU-SILC fora
