EURODIACONIA’S ANALYSIS OF THE EU FRAMEWORK The document takes an integrated approach including targets for

health, housing, education and employment Churches and religious organisations are mentioned twice. The two-way process of integration is highlighted The document states that the national strategies must be consistent

with National Reform Programmes (NRPs) and the Europe 2020 strategy.

Looks beyond the EU to enlargement countries The need to simplify procedures for accessing funds has been

highlighted.

SHORTCOMINGS IN THE DOCUMENTx A long term perspective is missingx The education goals are not very ambitious x Targets for Member States are not explicit enough and it is not clear

what happens if Member States do not implement their strategies effectively.

x There is no mention of the issues concerning identification documentation and statelessness

x There is no mention of how to change discriminatory attitudes of majority societies
