Europeana builds on four layers of information:

Public Domain (needs to be indicated if the content is in the Public Domain) All Creative Commons Licenses (can be selected if the provider is the copyright holder and wants to grant certain rights to users) Rights Reserved - Free access (to indicate that the work can be accessed freely on the site of the provider) Rights Reserved - Paid access (to indicate that the work can be accessed conditional on payment on the site of the provider) Rights Resreved - Restricted access (to indicate that there are restrictions: partial availability, only for members, etc) Unknown (to indicate that the rights status of a work is unknown)

New Europeana Data Exchange Agreement

The CC0 Public Domain Dedication 1.0 Universal has three layers:

Layer #3: a promise not to exercise

Layer #2: a license without restrictions

Layer #1: a waiver of all rights in the licensed work

Subject matter under CC0 can be used without any restrictions in different jurisdictions, as if it was in the Public Domain
