Filing Requirements under Section I.3.9 of the Tariff

Section I.3.9: Review of Market Participant’s Proposed Plans

• Requirement: – Each Market Participant and Transmission Owner shall

submit to ISO, in such form, manner and detail as the ISO may reasonably prescribe, (i) any new or materially changed plan for additions to or changes to any generating and demand resources or transmission facilities rated 69 kV or above subject to control of such Market Participant or Transmission Owner, and (ii) any new or materially changed plan for any other action to be taken by the Market Participant …

• ISO-NE Planning Procedure #5 pertains to I.3.9 – There are five parts to this procedure (#5-1, #5-3 to #5-6)

• PP5-1 outlines the requirements, procedures and forms to be used in the submission and review of proposed plans

• Section 2.3: New generation or increases in net station output of less than 5 MW – … (ii) addition of new generation (i.e., not incremental to existing

generation) of greater than 1 MW and less than 5 MW is implemented, the sponsoring Governance Participant must complete the “Generator Notification Form for units or changes of less than 5 MW, Attachment 4 of this procedure

– At least 15 calendar days prior to the requested effective date, the sponsoring Governance Participant must submit this completed notification form to the ISO via email at ProposedPlans@iso-ne.com …

– … the ISO, in consultation with the interconnecting TO or Distribution Company, will determine whether the proposed plan is a level 0, per PP5-3, which does not require a proposed plan application

• If ISO-NE determines level 0 … the Governance Participant may request … activation in the New England Markets or Settlement Only Resource treatment

• Upon receipt of notification form, the ISO or any Governance Participant may request that a reliability review be conducted by the appropriate committee.

Example: Route 7 Rutland Solar PV project

• VEPPI fills out the form – Includes all required data, including feeder

location and relation to nearest VELCO substation • VELCO files the notification on behalf of

VEPPI – But any Market Participant or TO can file the form

• ISO-NE puts the notification form on the next Reliability Committee (RC) meeting agenda

• The RC states whether it agrees with the level 0 designation

• ISO-NE notifies the filer of its determination via a letter about a month later
