Why a comprehensive masterplan ?

Many societal challenges are caused by fails in the spatial structure. One can only tackle these challenges by optimizing the spatial structure. A comprehensive spatial plan is the basis for this.

A good spatial plan can strengthen the impact of other state policies.

A territorial spatial plan is a policy document defining the aspired spatial organization of the territory as a whole, answering the societal needs. The plan consists of a long term vision (horizon 30 years), development programs (horizon 15 years) and action plans (horizon 5 years).
