Subject: Stop Sign on Valleycreek Drive (Ward 10)

OVERVIEW:
• Staff have conducted a review of traffic along Valleycreek Drive to
determine whether additional traffic control is warranted.
• Based on the review of the traffic data on Valleycreek Drive, an all-way
stop is not justified at any of the intersections on this roadway.
• Valleycreek Drive is included in the Neighbourhood Traffic Management
Guide point assessment priority list and will be reviewed and re-scored
on a regular basis.
Recommendations:
1. That the report from Michael Parks, Manager, Traffic Engineering Services,
Works and Transportation Department dated May 29, 2009 re: Stop Sign on
Valleycreek Drive (Ward 10) be received; and
2. That additional traffic control not be installed on Valleycreek Drive at this time.
Background:
On November 10, 2008, staff received a concern from local residents regarding vehicle
speeds and aggressive driving on Valleycreek Drive. As a result, staff were requested to
review the need for additional traffic control on Valleycreek Drive.
Current Situation:
Valleycreek Drive is a typical two-lane roadway with a regulatory speed limit of 50 km/h.
Fifty-six residential houses have direct frontage onto Valleycreek Drive with a number of
streets that collect onto it as well. See Figure 1 for the aerial view of Valleycreek Drive.
Collision History
A review of the three-year collision history on Valleycreek Drive revealed three reported
collisions occurring since January 2005. All three collisions occurred at different points
along the stretch of Valleycreek Drive (from Highvalley Circle to Huntspoint Drive) and
do not demonstrate a trend at a specific location. Of these three collisions reported,
none were caused by speeding vehicles or were preventable with the installation of an
all-way stop.
Existing Siqnaqe
In accordance with Council approved guidelines, staff has installed a "Caution: Watch
for Children" sign on Valleycreek Drive, north of Cottrelle Boulevard. The purpose of this
sign is to warn drivers of the unexpected presence of children on or near a designated roadway. Placement of these signs at entry points into neighbourhoods conveys the
message to drivers as they transition from higher speed roads into residential areas.
All-wav Stop Review
On Thursday, May 7, 2009 staff conducted an all-way stop review at the intersection of
Valleycreek Drive and Prince Edward Boulevard between the hours of 7:00a.m. to
9:00a.m. and 3:00p.m. to 6:00p.m. During the peak hour from 8:00a.m. to 9:00a.m., a
total of 97 vehicles were recorded. The volume split was calculated as 86% on the
major roadway (Valleycreek Drive) and 14% on the minor roadway (Prince Edward
Boulevard). Based on these results, the peak hour volume is well below the required
minimum of 350 vehicles and the volume split was also not satisfied and therefore does
not meet the requirements for the installation of an all-way stop. A sight line review was
undertaken at the intersection to ensure that sufficient sight distance is available for
vehicles stopped on Prince Edward Boulevard. Staffs review revealed that there are not
sight line concerns at the intersection.
Speed Data
On February 4, 2009, staff installed a Vehicle Actuated Traffic Calming Sign (VATCS) on Valleycreek Drive between Cottrelle Boulevard and Prince Edward Boulevard. Speed
data and traffic volumes were collected from the sign on two different occasions.
Between February 4, 2009 and February 19, 2009 the speeds from 12,000 vehicles
were collected. The average speed was determined to be 48.3km/h and the 85th percentile speed was 58km/h.
The second data set was collected between March 27, 2009 and April 27, 2009. Speeds
from 38,800 vehicles were gathered and the average speed was calculated as 47.1 km/h
with an 85th percentile speed of 57km/h.
The average speeds on Valleycreek Drive are comparable to many similar roadways in
Brampton. Sporadic speeding is evident but is difficult to enforce or deter.
Neighbourhood Traffic Management Guide
The Neighbourhood Traffic Management Guide (NTMG) provides the City with a
consolidated strategy to respond to a wide range of public concerns related to traffic in
residential neighbourhoods. The strategy includes the development and ongoing
maintenance of the Traffic Calming Priority List. This is a tool to quantify traffic related
issues and rank locations based on current conditions. The ranking of any particular
roadway is determined by taking many factors into consideration. These factors include
traffic volume, speed, cut-through traffic, average number of collisions over three years,
presence or absence of school frontage, parks, sidewalks and other pedestrian
generators.
Valleycreek Drive, between Cottrelle Boulevard and Huntspoint Drive, has been
evaluated using the NTMG point assessment, which resulted in an overall total score of
52 points (compared to 196 points scored for Clarence Street which underwent traffic
calming improvements in 2008). The priority ranking for Valleycreek Drive is 55th. Please find attached an updated copy of the Point Assessment and Priority Ranking. Valleycreek Drive will be regularly reviewed and the point assessment and priority
ranking updated on a regular basis.
Summary:
Based on our review of the existing traffic data on Valleycreek Drive, additional traffic
control is not justified at this time. However, Valleycreek Drive is included in the
Neighbourhood Traffic Management Guide point assessment priority list and will be
reviewed and re-scored on a regular basis.
