FMCSA Grants Basics

FMCSA’s Mission - Reduce crashes, injuries and fatalities involving commercial motor vehicles through education, innovation, regulation, enforcement, financial assistance, partnerships and full accountability.

FMCSA Grants – 1 formula and 3 discretionary grant programs, offering financial assistance totaling $374 million in FY2018. Represents 56% of FMCSA’s entire annual budget.

Eligible Entities (differs slightly for each grant program)

– States, D.C., Puerto Rico, 4 U.S. Territories, local governments (e.g., county, city, township, & Federally-recognized Native American tribes), institutions of higher education (IHE= public, private), and non-profit organizations.

• Motor Carrier Safety Assistance Program (MCSAP) Formula Grant – represents 80% of FMCSA’s total grant funds ($299 million) “Lead agency” – 50 States, D.C., Puerto Rico, 4 U.S. Territories Establish uniform & reciprocal system to enforce CMV regulations Now includes New Entrant Safety Assurance & Border Enforcement grants*

• High Priority (HP) Discretionary - $42.1 million in FY2018, supplement to MCSAP funding Innovative Technology Deployment (ITD, formerly CVISN) grant* Performance Registration and Info System Mgmt (PRISM) grant* Safety Data Improvement Program (SaDIP) grant*

• Commercial Driver’s License Program Improvement (CDLPI) Discretionary - $31.3 million in FY2018 to improve State CDL compliance

• Commercial Motor Vehicle Operator Safety Training (CMVOST) Discretionary - $1 million in FY2018 to support CDL training schools

IHE Work Under MCSAP

• MCSAP Formula Grantees – Reimbursed by FMCSA for personnel, equipment, outreach, data collection & analysis expenses, and other costs to carry out their CMV safety activities and projects. Roadside inspections of CMVs

Traffic Enforcement (CMVs & non-CMVs)

Motor carrier compliance reviews

Safety Audits of New Entrant Carriers

CMV Safety activities at the border

Public education, outreach, & research (e.g., seat belt surveys)

Data quality improvements by MCSAP state agencies

Inspection & Crash Data Analysis for State’s Safety Plan Development

16 States & DC currently partner with colleges & universities to support their MCSAP activities.

University Work Under HP Grant

• High Priority Grant - supports innovative & impactful projects to advance FMCSA’s safety mission. Funding available for enforcement projects, innovative national projects, to increase public awareness & education, to demonstrate new technologies, and to reduce CMV crashes.

4 awards to universities for outreach & education

Nature of awards is very implementation focused…safety nexus

Always hope for more variety/innovation in HP applications

University Work Under CDLPI Grant

• Commercial Driver’s License Program Improvement Grants -ensuring only medically-qualified & properly-tested individuals receive commercial learner’s permits (CLP’s) & commercial driver’s licenses (CDLs)

• Current/emerging CDLPI priorities– Implementing Medical Examiner’s Certification Integration Rules (I & II)

– Implementing the Drug & Alcohol National Clearinghouse Rule

– Implementing the Entry-Level Driver Training Rule

– Implementing Employer Notification Service (“ENS”) Programs

• A look at FY2018 Awards….– 28 State awards, e.g., facial recognition pilots, ENS, human trafficking

– 11 awards to non-profits for judicial outreach, IT projects, training

– No FY2018 awards to universities…an opportunity for participation
