3. Discuss and analyze the perceived risks and benefits of CBHE provision as well as issues of quality

Cross-Border Higher Education (CBHE): Focus on provider mobility

Franchising: an existing programme, which has been developed by the exporting institution is conducted at a receiving institution

Validation: exporting institution assesses and validates a programme that has been developed by the receiving institution

CBHE in Europe in its infancy; providers are scattered; Southern MS main receivers; Anglophone, public universities major exporters.

Regulatory frameworks highly heterogeneous, but only weakly related to the incidence of CBHE activity; less regulation governing exporting CBHE activities.

Assumption: Quality and quantity of provision in receiving country seem key factor, which makes CBHE attractive for both exporters and recipients alike.

General lack of information on quality assurance.
