3.0 SCOPE OF WORK 3.2 ii) Self Actuated pressure Control Valve (Monitor), FCV and SSV separately as indicated in the
P&ID.3.3 The skid shall be complete in all respects, ready for installation and commissioning at the respective
site. There shall be minimum work to be done at site. All field mounted instruments shall be supplied loose to avoid damages of same during transportation of the skid. However, PCV, FCV, Slam Shut, Ultrasonic flow meter, and flow Profiler shall be duly mounted on the skid. The flow computer shall be fully configured and all the necessary data as per data sheet should be recorded in FC to minimise site work. The details regarding installation of metering skid, shall be clearly described in the “Installation Manual” especially made for metering skid installation and the same shall be submitted while despatching skids to various sites.

3.39 Flow profiler shall be provided at the ultrasonic meter inlet to eliminate swirls and cross current setup by the pipe fittings, valves or regulators preceding the meter inlet piping where specified. 3.2.1 Each metering stream shall at least include the following equipment:
� One Pneumatic (Gas over oil Actuated)/manual, inlet double block and bleed integrated isolation valve, (with open/close proximity switches and solenoid valve for remote operation). This valve shall be equipped with a by-pass for line pressurisation. This by-pass shall be composed of one isolation valve and one manually operated globe or plug valve.
The CONTRACTOR shall specify the valve stroke time required to avoid unacceptable acceleration torsion in the ultrasonic meters.

4.0 DESCRIPTION OF THE GAS PRESSURE LETDOWN SKID
Process data for the gas pressure letdown skid are given in the Process Design Basis.
The gas pressure letdown skid shall include the necessary equipment to perform safely the operation for which it is designed. It shall be equipped with, but not limited to (see also the relevant P&ID):
� One process connection at inlet (600 # according piping classes).� Two process connection at outlet (600 # according piping classes).

6.0 INSPECTION AND TESTING
6.4.2 The Ultrasonic meters shall be ‘flow calibrated’ with natural gas and shall have calibration certificate duly signed by weights and measures authority such as NMI, PTB or other reputed National Standard laboratory of its country of origin such as Trans Canada Calibrations, (TCC) Canada ,Colorado Engineering Experiment Station Inc.(CEESI) USA ,South West Research Inc. (SWRI) USA. Accuracy with

wet flow calibration shall be demonstrated within ±0.3% for multi path type under flow conditions in the turndown ratio of 1:40. Gas metering system integration, testing, validation and including third party "wet' calibrations (only for the ultrasonic meters with its associated upstream / downstream meter runs) should be done in flow labs as detailed above

The flow metering system shall consist of Multipath Transit time Ultrasonic flow meters.
We highly recommend the use of USM with minimum 4-path. The use of 2-path meter would jeopardise the reliability of the metering system which is cash register for GAIL. Ultimately it’s the decision of the customer about the minimum path requirement for USM. But one should keep in mind that the popularity of USM in GAIL is due to the fact that the installed USM meters performance at GAIL is exceeding expectations and all the USM in critical service are 4-path meters only.

Alternatively, swing bolts with pin arrangement shall be provided for the closure, if specified in the data sheet. The swing bolts shall be of one piece construction without welding. Since both QOC and option of Swing bolt is given in the tender, we recommend to use QOC in place of swing bolt arrangement. Please confirm only QOC is acceptable as per vendor list.

NOTES:
1. Set Point of the regulator shall be adjustable. Vendor shall furnish the adjustable range of the pilot.
2. Accuracy of the pressure regulation shall be better then 1.0 % of the set pressure for the entire inlet pressure and flow range.
3. Active Pressure regulator valves shall be fail open type. Monitor valves shall be fail close type.
4. Pressure drop across the valve shall be selected by the vendor considering the Maximum Pressure drop considered across the skid, given set points (staggered set point of the two regulators and the slam shut valves) and the given inlet pressure conditions.
5. Regulator shall be sized to deliver the maximum flow at minimum pressure condition and the minimum flow at the maximum pressure condition.
6. The Inlet pressure variation is possible for all the flow rates and the PCV to be sized accordingly.
7. In case valve noise level for the worst case of the given process conditions exceeds 85 d BA (flange to flange of the valve), vendor shall provide and include the noise treatment with silencer/ expander.
8. The Pilot shall be supplied suitable for the set point of complete output pressure range. If one pilot could not cater the complete range, then separate pilot to be provided to cater the complete range.
