2. General
As described in GA/BA Guidelines, all OCS/BAPS accounts should be aligned for
interface between the two systems. Subject to the approval of OCS login ID
application and related Appendices of GA/BA Guidelines, successful applicants will

receive the BAPS login account names and passwords within 3 working days after
acknowledgement of receipt.
3. Parking Application
3.1. With effect from 27 September 2016, OCS users can view and reserve runway slots
up to 14 calendar days in advance of planned air service operations. BAPS also shows
parking availability up to 14 calendar days in advance of planned operations.
3.2. Applications for parking should be made in BAPS. The maximum duration of parking
is 14 calendar days. Applicants should indicate extension application under the Revise
Booking Info function by adjusting the Revised Departure Time. One time extension
request up to 14 calendar days without a valid departure UID will be facilitated.
Extension approval is subjected to stand availability.
3.3. BAPS users should take into account the lead time for processing. OCS generated
UID is valid for 24 hours from receipt. Expired UID implies slot cancellation by the
system and released back to the pool for other users to apply.
3.4. To optimize stand utilization during each SLA, applications are processed on a first-
come, first-served basis with priority given to those releasing parking resources.
Approval is based on the availability of parking stands at HKIA and the ground
services confirmation from HKBAC for related arrival and departure operations.
3.5. All parking applications should be supplemented with a 14-digit UID, i.e.
VHHHAGNXXXX000, assigned for a conditionally approved slot with a prefix “T”
generated by OCS and sent to the OCS users’ registered email addresses. Do not
input “Operator Code” when applying slot in OCS which will create system error.
For departure operations yet to receive a UID, a Booking Departure Time must be

inserted. User is expected to log into BAPS and update the related parking booking
with a valid UID for departure operation once the runway slot is secured from OCS.
Related ground services application should also be arranged for in order to obtain
BAPS booking approval.
3.6. Requests for parking stand booking through BAPS are processed as per following
schedule:

3.7. No merging or overlapping of two or more applications is allowed in BAPS. A new
application is to be submitted should any modification arise.
3.8 Any new requests or modifications for arrival operations should be made at least 2
hours before the slot time, taking into account the lead time required for processing
schedule listed under para. 3.6, otherwise the requests cannot be processed.
4. Hangar Use
4.1. Hangar Use Booking
4.1.1. Maintenance in hangar should be done via BAPS application type “Hangar Use” with
valid and fully completed “Hangar Maintenance Record Form (HMRF)” and
supporting document (e.g. works order) when submitting a BAPS application. All
applicable fields in HMRF are mandatory, should there be inapplicable fields,
applicants are required to denote as “N/A”. In case of insufficient information, user
will receive email notifications and the booking status will be marked as ‘Waiting for

Supplementary Document’. User is required to resubmit a revised HMRF with valid
supporting documents in BAPS within 24 hours from the application’s first
submission time. Applications without satisfactory and complete information will be
rejected promptly after the deadline. Towing to or from hangars without approved
HMRF is not allowed with effect from 1 January 2018 onwards. The latest submitted
version of HMRF will supersede the previous version of HMRF submitted (if any).
4.1.2. Requests for hangar use should be made according to the following procedures:
i) Aircraft with mixed parking use requests: Applicants are required to submit
“Hangar Use” booking request together with completed HMRF and supporting
documents at BAPS. Approval will be made based on availability.
ii) Revision on the approved BAPS application with hangar use booking:
Applicants are required to submit “Revision Request” together with the revised
HMRF and supporting documents at BAPS.
iii) Cancellation of the approved BAPS application with hangar use booking:
Should hangar use is no longer required for the entire booking period,
applicants are required to submit revision request to change the booking type
from “Hangar Use” to “Normal Booking”.
4.2. Hangar Lease Booking
4.2.1. For HKBAC Hangar Lease Aircraft, select ‘Hangar Lease Aircraft’ under Application
Type under Create Booking. Aircraft registration of the aircraft must be accurate and
the duration of parking must be aligned with records provided by HKBAC, otherwise
the booking application will not be processed.

5. Special Booking Application
5.1. Split Booking
5.1.1. One time split is allowed under an approved and valid BAPS booking with confirmed
arrival and departure slot by using the Split Booking function on the original booking.
Valid UIDs must be obtained for all Arrival and Departure legs at the time of split
request. The start and end time of all split requests must be within the original booking
period. Split requests are irreversible after approval. If split requests are rejected, the
booking will fall back to original status with valid slots and approved parking status.
After successful split, unused parking resources will be released in BAPS for
reallocation.
5.2. Oversized Aircraft(s)
5.2.1. GA/BA designated apron area is designed to accommodate aircraft of size up to Code
C of length up to B737-900 (42.11m). In the event of an aircraft exceeding the above
parameters, application for parking stand booking will only be processed for quick
turnaround operation (ground time less than 6 hours) supported by valid arrival and
departure runway slots. Approval is subject to the availability of parking stands.
Together with BAPS application, additional email to bjetslot@hkairport.com is
required for approval.
5.3. De-registration and Re-registration of Aircraft(s)
5.3.1. GA/BA operators are required to submit a completed Undertaking by Business
Aviation/ General Aviation Aircraft Operators to Airport Authority Hong Kong
(“Letter of Undertaking”) (Appendix II) which sets out the rights of AA and
responsibilities of a GA/BA operator for the purpose of arranging for de-registration

and re-registration of the aircraft in Hong Kong in view of a third party who has
acquired the Aircraft.
5.3.2. All fields in Letter of Undertaking are mandatory. GA/BA operators shall complete
and submit the Letter of Undertaking when making a BAPS application. AA reserves
the right not to process the application for parking stand if a GA/BA operator fails to
submit a satisfactory and completed Letter of Undertaking along with its application.
5.4. Types of Operations Exempted from Obtaining Slot Clearances
5.4.1. Some types of operations are exempted from the booking policy per Annex 1 of SC
Guidelines.
6. Parking Slot Compliance
Capacity at HKIA is near saturation. Resources such as runway slots and parking
stands are in high demand. In order to effectively and efficiently manage such scarce
resources at HKIA, approval for GA/BA operations is based on genuine demand.
Under such principle, each user must have approved a runway slot from CAD, parking
confirmation from AA, and ground services arrangement from HKBAC before
commencing an operation to/from HKIA. All GA/BA operators are obliged to comply
with the Penalty Scheme laid out in GA/BA Guidelines, paragraph 4.
7. Parking Slot Monitoring and Penalty Scheme
7.1. All users are reminded to strictly comply with the Parking Stands application
requirements as stipulated in this document with reference to the GA/BA Guidelines.

7.2. To enhance compliance and combat misuse, HKSCO and AA conduct routine
monitoring of runway and parking slots application and utilization, including but not
limited to various discrepancy checks on runway slots and related facilities.
7.3. HKSCO and/or AA may seek clarifications from users for potential misuse listed in
GA/BA Guidelines. Notification of any misuse related to that operation will be sent
via email from slotcomp@cad.gov.hk to OCS users’ registered email addresses. Users
are required to respond to enquiries raised and send all justifications and clarifications
within 14 calender days (1559 UTC) from the receipt of such notice. Late responses
and submissions will not be accepted. Silent confession will be assumed if no
response is received within the set time limit.
7.4. Only the following circumstances supported with documentary proofs will be
regarded as acceptable justifications:
7.4.1. Interruption of air services due to unforeseeable and unavoidable causes, for example
a closure of an airport’s airspace or severe weather, or
7.4.2. Notified aircraft malfunctions with recognized justifications substantiated with third-
party documentary proof where applicable, e.g. engineer’s log or certification on
aircraft malfunction.
7.5. Penalty will be imposed to aircraft in accordance with paragraph 4.3 of GA/BA
Guidelines. The performance register of any aircraft that has operated into Hong Kong
in a particular month will be published on the website of HKSCO no later than the
last working day of the following month. It is the OCS users’ responsibility to notify
aircraft owners of the misuse and penalty points accrued accordingly.

Frequently Asked Questions
BAPS application
1) When should I submit my T-slot(s) to BAPS?
Answer: Users should submit application on BAPS for parking and arrange with HKBAC for
the related ground handling service(s) within 24 hours upon receipt of the slot UID(s)
from the OCS, otherwise the slot(s) will be cancelled. Any new requests /
modification requests shall be made at least 2 hours before the slot time. Otherwise,
the requests cannot be processed.
2) I encounter an error message saying “invalid UID”, what should I do?
Answer: There could be a delay of information flow (up to 15 minutes) between OCS and BAPS.
Please try to submit afterwards. If the error message recurs, you may contact
bjetslot@hkairport.com or hkgslot@cad.gov.hk for assistance.
3) Can I change the info of my booking aircraft registration after submission on
BAPS?
Answer: No. OCS and BAPS applications are aircraft registration-specific. BAPS will verify
all the information submitted by the applicants with the information from OCS.
Change should be done through cancellation and new application.
4) What should I do to change the origin/destination of an approved slot?
Answer: Changes to origin/destination will not affect the slot validity. Users should indicate
the latest route and destination information in the flight plan.
5) Can a cancelled UID be used in a new application?
Answer: NO. All UIDs can only be used once and for one booking for the specific aircraft
originally applied with on OCS. It cannot be reused in a new booking even if the
user initiated a BAPS cancellation. The cancelled UID is irreversible and will be
released back to the pool in OCS.
6) Can multiple bookings for the same aircraft be submitted in one go?
Answer: Yes, as long as the user can provide relevant UIDs, and the BAPS bookings do not
overlap.
7) How to extend parking period?
Answer: Extension without Departure UID is allowed once per BAPS booking. You can revise
by clicking ‘Revise Booking Info.” to raise the request. Extension approval is subject
to real time parking stand availability.

Hangar Use
8) What should we do if maintenance in hangar is required?
Answer: Hong Kong Aircraft Engineering Company Limited (HAECO), China Aircraft
Services Limited (CASL) and Hong Kong Business Aviation Centre (HKBAC) are
licensed to conduct designated aircraft maintenance at HKIA. However, storage of
aircraft in HAECO and CASL hangars are not allowed. Valid and completed Hangar
Maintenance Record Form (HMRF) and relevant documents such as Works Order
should be submitted when submitting BAPS applications for maintenance carried out
at hangars.
9) How to cancel a submitted Hangar Maintenance Record Form (HMRF)?
Answer: To optimize resource allocation, applicants are required to cancel hangar use booking
and initiate a change on the booking type from “Hangar Use” to “Normal Booking”
for apron parking application should hangar use is not required for entire booking
period. If apron parking is unavailable, the related aircraft is not allowed to reposition
from the originally approved hangar location.
Special Booking Application
10) Are there any parking stands available for business jet sized bigger than Code C
or above?
Answer: There is no long-term parking stand available for business jet sized bigger than Code
C or above, BAPS approval is subject to the below criteria and parking stand
availability
.
a) Arrival/ departure operation:
Operation, either arrival (single leg) or departure (single leg) operations, which is
within 3 hours. After which, aircraft with approved hangar use must be towed
away. Otherwise, aircraft must obtain an approved short turnaround operation
with less than 6 hours ground time.
b) Approved maintenance work at hangar:
A completed and valid Hangar Maintenance Record Form (HMRF) should be
submitted for each request via BAPS when submitting a BAPS Hangar Use
application. Relevant documents such as Works Order may be required as
supplementary information.
c) Idle power engine run.

11) What are the procedures to apply as humanitarian flights?
Answer: As stated in SC Guidelines Annex 1, humanitarian flights such as medical
emergencies or air ambulance flights are exempted from obtaining slots. To avoid
delay, the “position leg” prior to or after the mission is also exempted from slots at
HKIA.
Operators should clearly indicate in Item 18 of the FPL. For flights ferrying out for
a mission, they should declare as “medical”. For flights ferrying back to base for next
mission, they may declare as “position out after/for medical” in item 18. Briefing
Office will not conduct slot checking for these flights. A copy of documentary proof
should be sent to slotcomp@cad.gov.hk for record. This is to prevent operations
without slots.
Runway Slots
12) Will the list in Annex 3 of SC Guidelines be reviewed in the future to
accommodate more exempted aircraft types during night period?
Answer: The list in Annex 3 was based on AA’s 3RS EIA Submission in 2011 to the
Environmental Protection Department (EPD). The list is bounded by the Federal
Aviation Administration (FAA) under EIA Submission, and is not amendable by AA.
Aircraft owners are encouraged to contact the FAA directly for noise level update.
With a view to optimize utilization of runway capacity with reference to paragraph 16
of the SC Guidelines and the Notice from HKSCO regarding Night Slots issued on 15
Mar 2019, six night slots for operations between 1600-2059 UTC will be made
available daily for those aircraft types not currently listed in Annex 3 of Schedule
Coordination Guidelines.
Users can request via the "Ask Us" function in OCS. Consistent with the instant
confirmation procedures of slot application via OCS, application via “Ask Us”
function are processed principally on a first-come, first-served basis. A General
Aviation Clearance Response (GCR) will be issued to the OCS registered email
address only when a runway slot is conditionally approved.
13) How to make requests for ad hoc availability (within 2 days)?
Answer: To further maximize the utilization of last minute cancelled slots in the day period by
commercial services, slot requests within two calendar days from the day of
application for GA/BA operations may be considered from time to time depending
on availability of various capacity constraints.
Users can request via the "Ask Us" function in OCS. Consistent with the instant
confirmation procedures of slot application via OCS, application via “Ask Us”
function are processed principally on a first-come, first-served basis. A General
Aviation Clearance Response (GCR) will be issued to the OCS registered email
address only when a runway slot is conditionally approved.

Misuse and Penalty
14) How long in advance should I cancel my application?
Answer: At least 2 days before parking slot time. As stipulated in GA/BA Guidelines,
paragraph 4, cancellation of parking slot less than 48 hours before parking slot time
will be considered as slot misuse under the penalty scheme. Once the OCS slot has
been cancelled, the parking slot will also be cancelled accordingly.
15) Why is my flight marked as “No Show” even though my aircraft has landed?
Answer: The aircraft will be marked as “No Show” if the actual time of arrival exceeds by 24-
hours from the original scheduled arrival time in BAPS. The parking slots as well as
the associated arrival and departure slots in the BAPS application will be released for
re-allocation. Operators should contact bjetslot@hkairport.com for departure
arrangement.

Undertaking by Business Aviation/ General Aviation Aircraft Operators to
Airport Authority Hong Kong
Introduction
1. In accordance with the Guidelines on Slot Application for General
Aviation/Business Aviation at the Hong Kong International Airport published by
the Airport Authority Hong Kong (“Authority”), GA/BA operators should arrange
for runway slots and parking stands before commencing operations at HKIA.
2. The General Aviation / Business Aviation Parking Stand Booking Guidelines
published by the Authority (“Booking Guidelines”) sets out the information that
GA/BA operators should know when arranging for parking stands at HKIA.
3. The Authority notes one of the purposes for which a GA/BA operator brings an
aircraft to HKIA is to arrange for de-registration and re-registration of the Aircraft
in Hong Kong in view of a third party who has acquired the Aircraft (“Acquiring
Party”).
4. This Undertaking sets out the rights of the Authority and responsibilities of a
GA/BA operator in this regard.
5. GA/BA operators are required to complete this Undertaking when making an
application for a parking stand. GA/BA operators shall provide all information
required in this Undertaking. The Authority reserves the right not to process the
application for parking stand if a GA/BA operator fails to submit a completed
Undertaking along with its application.

Rights of the Authority in respect of the Aircraft
10. To minimize disturbance to operations at HKIA, GA/BA operator authorizes the
Authority, and at the GA/BA operator’s own risk, cost and expense to take
appropriate actions concerning the Aircraft, including and not limited to
repositioning the Aircraft in order to free up resources to support other operations.
Responsibilities of the GA/BA Operator
11. In the event that the Acquiring Party (or the local agent acting for the Acquiring
Party) fails to provide a confirmed departure schedule, the GA/BA operator shall
take full responsibilities of the Aircraft during the Aircraft’s stay at HKIA, which
shall include but not limited to the following:
(a) securing confirmed departure runway slot(s);
(b) securing a parking stand;
(c) arrangement for ground handling services;
(d) payment of landing and parking charges;
(e) making arrangement for removal of Aircraft from HKIA; and
(f) ultimate departure of the Aircraft by no later than a date to be fixed by the
Authority.
12. The GA/BA operator shall indemnify the Authority from and against all costs,
claims, expenses, demands and liabilities whatsoever arising out of:
(a) its failure to observe and perform its obligations under this Undertaking; and
(b) the Authority’s exercise of its rights under this Undertaking.
13. Notwithstanding Clause 11, nothing in this Undertaking shall be construed as to
limit the Authority’s rights to recover any loss, damages or costs incurred against
any third party as a result of the Aircraft being brought to HKIA.

14. This Undertaking shall be governed by and construed in accordance with the laws
of Hong Kong, each party hereby irrevocably submits to the non-exclusive
jurisdiction of the Hong Kong Courts.
15. The Authority and the GA/BA operator do not intend that any of this Undertaking
shall be enforceable by virtue of the Contracts (Rights of Third Parties) Ordinance
Cap 623, by any person who is not a party to this Undertaking.

is true to the best of its knowledge and belief.
