VICE CHANCELLOR PAT LEONARD RECEIVES WILLIAM C. FRIDAY LIFETIME ACHIEVEMENT AWARD

The award, presented by the University of North Carolina Association of Student Governments, is given to individuals who have exhibited exemplary service to students of a UNC System institution. Named in honor of William C. “Bill” Friday, the first and

longest-serving president of the consolidated UNC System. Bestowed upon one public figure who has exhibited a lifetime

of exemplary service to the students of the University of North Carolina.

“Vice Chancellor Pat Leonard is greatly revered, respected and loved by the entire Seahawk family,”said UNCW Student Body President Cole Tillett.

“She has profoundly impacted my life and thousands of others.”

RANDALL LIBRARY RENOVATION AND EXPANSION

RATIONALE:The current facility was built in 1969. It was renovated and expanded to 150,000 SF in 1987, when the university had 5,800 students. Currently, enrollment is approaching 17,000 and is likely to be over 20,000 in the next 3 to 5 years. The UNCW 2017 Master Plan indicates a library space deficit now of at least 40,000 SF.

EXPECTED TOTAL COST: $61,830,658

REQUEST: $56,330,658 given that $5,500,000 has already been appropriated for planning and design currently under way.

PHASING of REQUEST: 2019-20: $20,000,000; 2020-21: $20,000,000; 2021-22: $16,330,685.

CARNEGIE RECLASSIFICATION TO“DOCTORAL UNIVERSITY: HIGH RESEARCH ACTIVITY”

RATIONALE: The new Carnegie reclassification recognizes the level of sponsored research already pursued at UNCW and the production of doctorates. A doctoral/research institution in Wilmington will contribute to advance research and knowledge, will expand critical workforce degree production, will turbocharge innovation and entrepreneurship and will expand economic development in a region expected to grow to 800,000 people by 2050 from 420,000 today.

The recurring investments will be used to support new doctorates in areas of expertise that serve the state needs (MISSION); to hire faculty and adjust salaries where appropriate; to support other personnel; to add resources to the library; and to bring UNCW, a high-performing institution with some of the lowest appropriations per capita in the System, in line with the other doctoral institutions in the System.

REQUEST: $15,000,000 over 3 years.

PHASING of REQUEST: 2019-20: $5,000,000; 2020-21: $5,000,000; 2021-22: $5,000,000.
