GM01 Praposal IdeaTo build a pan-European innovation hubs and network of Security and Intelligence Service Practitioners and Partners that

deliver solutions utilizing emerging technologies, EU innovations and best-practices that enhances EU nations’ capacity and capability to assure EU citizens and organisations safety and security.

What(Target) and Why(Impact)?• To build a pan-European innovation hubs and network of Security and Intelligence Service Practitioners and Partners by

implementing EU joint governance and practice framework.

• The solutions targeting uptake security innovations, tools and best practices that helps EU nations to stay forefront and resilience to cutting-edge and hybrid threats.

• One stop pan-EU hubs and resource that helps the practitioners and network to utilize future and cutting-edge solutions for their day-to-day operations and businesses.

• Cooperation with EU member states and commissions that enhances harmony and support the actual needs of security and intelligence services.

• Type of Action: Coordination and support action with possible EUR 5 million

• 3.5 million for Parts a) and b), 1.5 million for Part c)

• Duration: 5 years

Developing tools, solutions and framework utilizing cutting-edge innovations and best-practices

• Asks EU Digital Innovation Hubs (DIH) including cutting-edge technologies, big data and AI

modelling of the prompt effects of a RDD or a nuclear explosion in urban and rural environment. And, finally, pre-commercial deployment of ESTE Nuclear tool for crisis responders (End-Users).

PCP4EMS idea/content

Goal• Design and run a Pre Commercial Procurement (PCP) Process

→ based on outcomes of iProcureSecurity project• An identified challenge/gap in the EMS sector shall be solved with a new

technological innovation → this innovation is designed and created with potential buyer organisations during four PCP phases

• Submission Deadline 27.08.2020

PCP Phases• Phase 1: To finalise the tendering documents package for a call for tenders to

build security-relevant prototypes based on the technical input resulting from Sub-topic 1 of this Topic.

• Phase 2: To implement the call for tenders for research and development services

• Phase 3: To conduct the competitive development of the prototypes following the PCP principles including, at least, a design stage, an integration and technical verification stage and a validation in real environment stage.

• Phase 4: To consolidate the results of the evaluation of the developed prototypes, extract conclusions and recommendations from the validation process, and to define a clear strategy for the further uptake of solutions.
