Mini-case: Earthquake in Central America!Earthquake hits Central American city. Inter-agency assessment team

calls for both immediate shelter & longer-term housing responses.

Local NGO, VPP, obtains donor funding to: clear debris from devastated neighborhood procure/distribute low-cost Chinese tents for homeless set up voucher system for housing repair kits (homeowners will

use vouchers to obtain kits at building material supplier; supplier to be reimbursed by VPP
