Total numbers only of marriages, absolute divorces and annulments are reported by county courts to the Oklahoma State Department of Health (OSDH). Marriage and divorce rates calculated are based on the total number of marriages, absolute divorces and annulments per 1,000 Oklahoma resident population. Data are tabulated on decrees issued in the state of Oklahoma, not by State of Residence. Therefore, marriages, divorces and annulments issued out of state to Oklahoma residents are not included while marriages, divorces and annulments issued in Oklahoma to out of state residents are included. Year of decree is defined as the year the decree was granted.
Statewide total number of marriages and divorces, as well as statewide marriage and divorce rate, were not available for 2001 and 2002 as totals were not considered to be representative of the state. This was due to several counties (Canadian, Cleveland, Comanche, Garfield, Oklahoma, Payne, Rogers and Tulsa) implementing a new software system to record decrees filed and issued. Software design deficiencies left these counties unable to distinguish counts of final decrees issued from initial filings and related actions (such as child support payment adjustments) for a period of time. As a result, these counties may have failed to report or may not be able to accurately report total numbers of marriages, divorces and annulments for this report.
The collection of detailed data on the total numbers and rates of marriages and divorces at the national and State levels by the National Center for Health Statistics (NCHS) was suspended beginning in January 1996 (See Federal Register Notice, Dec. 15, 1995). Limitations in the information collected by the States as well as budgetary considerations necessitated this action. The most recent comprehensive analyses of detailed marriage and divorce data are published in Advance Report of Final Marriage Statistics, 1989-90 and Advance Report of Final Divorce Statistics, 1989-90. NCHS will continue to collect marital status in all of its population surveys and will continue to obtain detailed information on out-of-wedlock births. This change is being made to prioritize programs in a period of tightened resource constraints.
Viewed at either the individual level or the population level, marital status is a key variable in health, demographic, and policy research. As a result, national data on current marital status and on change in marital status is collected through a variety of Federal surveys and data systems. Among these systems are health surveys conducted by NCHS, the Current Population Survey conducted by the U.S. Bureau of the Census, and the records-based vital registration system conducted as a cooperative venture (the VSCP) between NCHS and the States. Within the VSCP, current marital status data are collected from birth certificates in the birth registration system resulting, for example, in data on out-of-wedlock births. Marital status is also collected from death certificates in the death registration system.
NCHS data systems are continually being reviewed in light of resource constraints to assure that efforts are focused on the highest priority data needs. At a time when policy issues related to families are of great interest, NCHS has exercised caution to assure that data systems will be available to support monitoring and research interests in key priority areas. NCHS has systematically reviewed the availability and uses of detailed data on marriages and divorces. This review has led to the conclusion that the data most needed for setting policy (e.g., information on family formation, out- of-wedlock births, children living in single parent families) can be obtained through other sources, such as the birth registration system, other NCHS surveys, and the Current Population Survey.
The discontinuation of collection of detailed data from marriage and divorce certificates will result in a loss of data to researchers who currently rely on this data source for information on annual changes in the collective marriage and divorce behavior of the population, including trends and differentials in the propensity to marry, to divorce, and to remarry after divorce or widowhood. However, much of this information is available on a 5-year cycle from the June Marital History Supplement of the Current Population Survey.

(r) If parties are at least 16 years of age, proof of age and consent of parties in person are required. If a parent is ill an affidavit by the incapacitated parent and a physician's affidavit required.
(s) Doctor's certificate must be filed 30 days prior to notice of intention.
(t) Venereal diseases. In WV and OK, Circuit court judge may waive requirement
(u) Younger parties may obtain license in special circumstances.
(v) Below age of consent parties need parental consent and permission of judge, no younger than 14 for males and 13 for females.

- Ohio- entered into prior to October 10, 1991 are recognized,
