IRT requirements, Joint Pub 3-40, dated only three months ago, clearly states that no aircraft may fly over, or land on a foreign territory without a diplomatic clearance and that the clearance may be denied if an aircraft is contaminated by weapons of mass destruction. Hence, one may conclude that the ability to decontaminate an aircraft or helicopter is critical to any service with a flying mission in performance of its wartime mission.
