Portland State University Mission Statement: Revision Process and Outcome.
Summary:
ORS 350.075 (previously ORS 351.735) gives the Higher Education Coordinating Commission the
responsibility to “approve the mission statement adopted by a governing board of a public university.” The
HECC approved the following mission statement for Portland State University (PSU) at the June 11, 2015
Commission meeting:
Portland State University's mission is to enhance the intellectual, social, cultural and economic qualities of
urban life by providing access throughout the life span to a quality liberal education for undergraduates and
an appropriate array of professional and graduate programs especially relevant to metropolitan areas. The
University conducts research and community service that support a high quality educational environment and
reflect issues important to the region. It actively promotes the development of a network of educational
institutions to serve the community.
In 2015, PSU was engaged in a campus-wide strategic planning process which included a revision of the
University’s mission statement. The Portland State Board of Trustees approved the revised mission
statement, in addition to a new 2015-2020 university strategic plan, on December 10, 2015.

The revised mission statement is attached in Appendix A. The university strategic goals are also included for
informational purposes only.
Staff Recommendation:
Staff recommends approval of the revised Portland State University mission statement.
