Modernisation Priorities
Our vision is to create a system that enables people to manage and resolve disputes fairly and speedily across the civil jurisdiction. We have four civil projects planned over the life of the programme:

Online Civil Money Claims project vision
A digital by default service that allows users toresolve money disputes in a simple, accessible and
proportionate way
We have committed to delivering two things:
• to deliver a simple, largely automated and streamlined new court procedure for money claims below £25k.
• to deliver a streamlined digital pathway, mainly in accordance with current procedural structures, towards a paperless trial for civil money claims above £25k.

What we have done so far:
• Created a system allowing online issue of, and response to, online civil money claims under £10,000 for litigants in person and made it widely available in “public beta” in March 2018. So far over 27,000 claims have been issued and 90% of users are satisfied or extremely satisfied with the service.
• Created a system allowing online issue by a small group of legal representatives. This is allowing us to test and develop functionality to meet users’ needs before it is rolled out.
• Added an online settlement tool, to allow people to get redress quickly and simply

Who we engage with:
• Users are at the centre of everything that we are designing and we work closely with them to iterate and refine the service.
• We have demonstrated the service at reform showcases and attended session with professional engagement groups.
• We have had meetings with the Bar Council and Law Society around sign posting and guidance within the service.
• We regularly attend the Litigant in Person Engagement Group working with the advice sector, particularly around collection of data.

What we will do over the next 12 months:
• Expand our online civil money claims service, including the legal representatives’ version of it so that it is available to all users.
• Continue to release features to users so that they are able to complete an end to end journey digitally through the service – removing the need for a paper file.
• Continue to engage with users to understand their needs so that we can iterate and improve the service.

In 2019, we will begin to implement improvements to:
Civil enforcement
We will improve the information we provide to both parties from the point a county court judgment is made; and piloting the online issue of writs and warrants.
Possession
We are conducting research to understand how we can simplify and digitise the process for possession cases and to encourage earlier engagement and signposting to the support that is available. Once common capabilities have been delivered in other services we will timetable delivery of a new service for possession claims.
