McKinney- Vento Homeless Education Act
What is McKinney-Vento?
The McKinney-Vento Home-less Education Assistance Act is the federal law that governs educational rights of children & youth in homeless situations.
The No Child Left Behind Act of 2001 reauthorized the McKinney-Vento Homeless Assistance Act. In an effort to strengthen accountability at both the state and local level, the reauthorization includes the requirement for every school district in the country to designate a homeless liaison.
Homeless children have the right to a free, appropriate public education.

If you are experiencing homeless-
ness, please talk to your child's
school counselor to learn more
about the services and supports
available for your student.
If you or your child:
• live in a shelter
• temporarily live with relatives or
friends because you lost your housing or cannot afford housing
• live in a campground, car,
abandoned building, or other inadequate shelter
• do not have a permanent address
and/or permanent housing
• live on the street
• an unaccompanied youth living with
out your parent or guardian
You have the right to:
• immediately enroll in and attend
school without having health and
school records with you
• enroll in school where you are
living or the school attended when
permanently housed... if in your child's best interest
• transportation options to and
from school of origin
• participate in school related activities and receive other needed services • utilize a dispute resolution process if you have a grievance
Davenport Community School District’s Homeless Education Program provides services to stu-dents experiencing homelessness so they are prepared to come to school and learn...every day.
Davenport Community School District has a Homeless Education Liaison who works with schools and families to overcome barriers that may pre-vent a student from coming to school every day, ready to learn. The Dav-enport Community School District follows the McKinney-Vento Home-less Education Act and has a desig-nated homeless liaison for the entire district and a homeless point of con-tact assigned in each school building. Homeless students are given access to the same public education as non-
homeless students, including pre-school education.
The district homeless liaison also provides training on services availa-ble to homeless students to district employees and members of the com-munity. If your organization is inter-ested in a presentation contact Ellen Reilly-Christie at the number on this brochure.
The District Homeless Education Liai-son coordinates a variety of services for students in transitional living situa-tions that meet the definition of home-less according to the McKinney Vento Homeless Education Act. Those ser-vices include assistance with transpor-tation, free meals, and referrals for oth-er services. Where other types of sup-port or services are needed, the home-less liaison works with community based organizations and agencies who specialize in what is requested or iden-tified as a need students.
