Chapter 17A Special Inspections & Tests
An Overview
• Special Inspections and Tests shall be
provided by “Approved Agencies” employed
by the Owner (& NOT Architect of Record /
Structural Engineer of Record or Contractor):
Responsibility for special inspection belongs
to “Approved Inspection Agencies” and
only indirectly to “Special Inspectors”, employed by the agencies.

inspector” was changed to “approved
agency.”
The IOR is responsible for verifying the
individual who performs the special
inspections for the approved agency is
accepted by the architect/structural engineer
and OSHPD and is appropriately qualified to
perform the special inspections.

Approved Agency Responsibilities
(CBC 2016 Section 1704A.2.4)
Approved agencies shall keep records of all special
inspections and tests.
The approved agency shall submit reports of special
inspections and tests to the building official and to the
Registered Design Professional in responsible charge.
Note in a majority of OSHPD projects, the RDP in
responsible charge is the Architect and Structural
Engineer of Record.
All reports shall indicate that work inspected or tested
was or was not completed in conformance to approved
construction documents.

Approved Agency Responsibilities (Continued)

Discrepancies shall be brought to the immediate attention
of the contractor for correction.
If they are not corrected, the discrepancies shall be
brought to the attention of the building official and to the
Registered Design Professional (RDP) in responsible charge
prior to the completion of that phase of the work.
A final report documenting required special inspections and
tests, and correction of any discrepancies noted in the
inspections or tests, shall be submitted.

Ceiling support and bracing wires shall be spaced a minimum of 6” from pipes, ducts, conduits and equipment that are not bracedfor horizontal forces.

• In general, NO!
• Fabricated Item ONLY include structural elements, components, supports, and attachments for which structural provisions of the CBSC require Quality Assurance/Quality Control (QA/QC), as defined in the CBSC 2016 Section 1702A.1.
• Manufactured equipment which are not subject to QA/QC by structural provisions of the code are not considered to be fabricated item for the CBC 2016 Section 1704A.2.5: Pump is not considered a fabricated item;
Skid mounted pump assembly will be considered a fabricated item (since skid requires QA/QC)

OSHPD shall enforce quality control provisions in the Code

Fabricator shall be approved by OSHPD on a project by project basis.
Fabricator shall submit a “Certificate of Compliance” for the fabricated items.

and

2. Mechanical and Electrical components (e.g. those listed
in ASCE 7-10 Table 13.6-1) can be justified by reference
to ANSI approved seismic design standards.

• Manufacturer shall provide “Certificate of Compliance” for components with Special Seismic Certification in accordance with ASCE 7-10 Section 13.2.2.

How does OSHPD deal with Special Inspection of
Pre-Fabricated Equipment/Components Skid?
Depends:
1. Inspector need to be at fabricator’s shop where code requires continuous special inspection.
2. Exception to the CBC 2016 Section 1704A.2 waive inspection requirements for work of minor nature.
3. OSHPD does not require inspection at fabricators shop for components/skids with OSP.
4. Skid with bolts only does not require inspection in accordance with exception to the CBC 2016 Section 1705A.2.
5. Single pass fillet welds up to 5/16” can be inspected in the field (the CBC 2016 Table 1705A.2.1 Item # 5).
