Balkan Masters Indoor Championships, 2016
It’s both an honour and pleasure for me to greet the best masters in the world of athletics, participating at the second edition of BAVACi. The simple fact that nearly five hundred veterans have registered for participation at the games in Bucharest 2016,
already means that Balkan athletes feel the need of more gatherings and representative contests. The Balkan countries, have given birth and development possibilities to many of the greatest stars in the crown of the Queen of sports, are proud with the achievements of all those, who never “left their spikes on the hanger”, even after the end of their active sports career. There is nothing more inspiring than seeing people of ages between thirty and ninety on the track in a battle for victory!
The numerous prizes, medals and cups, won time after time by many of them, now have another meaning – they become the symbol of the unbreakable spirit and the recognized need of a healthy and civilized lifestyle in contemporary society. The society, which has the need of sports at any age, giving people vitality and longevity.
Congratulations to the athletes, who would never accept to be labeled as “EX”! Their resilience and love for sports is an inspiring example for the generations to follow. Congratulations and sincere gratitude to our friends from the Romanian Athletics Federation and all Romanian veterans, who offered their hospitality to the BAVACi 2016 and have done everything possible to continue with the tradi-tion of Balkan indoor championships, initially given start in Istanbul 2015.
I have no doubt that we are going to watch heated, but honest and beautiful battles. We will applaud not only the victories of the best ones, but the efforts of all participants as well.I believe that our good will and all efforts will tame the expressive Balkan temperament and help overcome any temporary obstacles within the Balkan Athlet-ics Organization and that Bucharest 2016 will become the starting point for even closer and friendly interrelations, as well as for a more correct, transparent and fruitful governance.
In the name of our favourite sport, indispensable for all of us, no matter the age, to all guests and participants at the BAVACi 2016, I wish most pleasant days in Bucharest and lots of emotions on the track!

Dear Balkan athletes,
Please allow me on behalf of Romanian Athletics Federation, which I am honored to preside to wish you a warm “Welcome!” to Balkan Masters Indoor Championships, 2016. I wish you great athletic re-
sults, according to your efforts and training and I can ensure you that the Local Organizing Committee made a great effort for you to have the best competing conditions at this world class Championships.
By introducing combined events for the first time in Balkan masters athletics, by organizing, also for the first time in The Balkans, of long winter throwings for masters athletes and by integrating cross-country in a coherent and “round” compe-tition we created for you a European and World highest level Championship including all the events of such a complex meet-ing despite of a much shorter duration (only one day and a half).
Organizational efforts were correlated to such a task but we consider that developing of masters athletics in The Balkans should get an impulse and consistent support from athletics federations because masters athletics is a part of the sport we all love, athletics.
Four years ago Romanian Athletics Federation celebrated the 100’s anniversary because, I have to mention that, RAF and IAAF were both founded in 1912. So, we can say without being wrong that Romanian athletics was born in the same time with World modern athletics. The situation is the same with Ro-manian masters athletics that has and uninterrupted tradition since 1986.
Romanian Athletics Federation takes an active role in The Balkans to honor such a tradition, to promote the sportsman-ship spirit, to modernize on all levels athletics movement in this region as these present Championships (indoor, outdoor, cross-country) prove for themselves.

Dear friends in athletics,
The tradition of Balkan stadia championships for vet-eran athletes started back 26 years ago now expands steadily to cover indoor competition. A first step was made in Istanbul in 2015.
I am more than pleased to see that almost five hundred masters from ten Balkan federations have now answered the Romanian CAV invitation and the BAVA Council call to meet in Bucharest this spring on the occasion of the 2nd edition of BAVACi. After a number of uncertainties regarding the scale of participation it finally occurs that one meeting a year is rather too little to satisfy the Balkan family of athletes’ willingness to meet and compete together.
I would like to extend a special welcome to those masters coming to Bucharest despite adverse conditions at home originating from scarcity of resources or otherwise. The love of athletics strengthened their hearts and enables them to share again in the Balkan family what is ultimately joy of life and fellowship.
By the overwhelming vote of the BAVA affiliates in Thessaloniki last year a turning point was made in the management of the association. I see this change as a drive towards transparency, better cooperation between affiliates in mobilizing existing resources and, last but not least, clean sport and fair-play. Our target should be to make high level championships affordable to as many masters as possible in our member countries.
My motto: Let us enjoy and praise what we have! - and my belief is that we can find plenty in the Balkan family of masters. The Romanian hosts have done everything in their power to make these championships a positive reference for future events. They took the soon to follow EMA Ancona model as a challenge and did their best to make it at least a draw. Those participating in both events will be in a position to judge if they managed.
I look forward to successful championships now in Bucharest and to a larger reunion of our family at the stadia champion-ships in September.

Over 90 years ago, the idea of or-ganising athletic meetings be-tween and involving the states in the Balkans was meant to
help restore understanding among the people from this part of Europe.
The plan for the creation of the Balkan Games was first raised in 1921 during a session of the Hellenic Amateur Athletic Association and grew out due the inability of the Balkans nations to compete success-fully in international athletic meetings.
More important, the desire for unity and cooperation in the Balkan peninsula played also a singnificant part in their foundation.
The idea matured throughout the 1920 and was put into practice in 1929. In the following years, new editions of the Games were organised despite financial difficulties. Strenous efforts were also

put to achieve social and political refor-mation in the region.
Athletes played an important role in trans-Balkan cooperation and fellowship. They tried and in the end succeeded in opening up new channels of communica-tions between their nations. They tried to bring the Balkans people together and promote peace and collaboration. They tried to promote friendship and respect. Moreover, in this context, organising championships in which Balkan athletes could compete among equals, improve their performances, break national re-cords and equip themselves for success-ful competitions at European and world level, was seen as a needed idea.
The same ideals resonate strongly than ever today as here, in the Balkans, people with different backgrounds have to talk more with each other, to make themselves aware about the similarities
they have with each other, before the differences, to compete in a fair-play way against each other. The Balkans region, which traditionally has been referred to as the prototype of fragmentation and disin-tegration, now stands a chance to emerge as yet another regional order in the making where a culture of cooperation prevails. And sport and athletics could play an important role in this regard.
And the second edition of the Balkan Veterans Athletics Championships Indoor aims to keep alive this beautiful tradition of friendship, fair play, competi-tion among athlets.

The second edition of Balkan Masters Indoor Cham-pionships held in Bucharest is, in fact, a complex Championship aligned to the level of EMACi and WMACi. This competition includes not only the
indoor events of the first BAVACi edition, but also Outdoor Throwing events, Cross-Country championship and Combined Events Championship as shown in the followings and also in the Preliminary Timetable document.

One can fins in this overview the description of the facilities used for all these Events.
CHAMPIONSHIPS FACILITES1. Indoor Events including RelaysThis Championships will include standard Indoor event as scheduled in “Timetable” document. The facilities for these events are the following.
1.1. MAIN HALLThe Main Hall was completely renewed during the Winter 2014 – Spring 2015. The track is top condition and all the other facilities are also top, mint condition.
The main hall is composed of the following sectors:
» Sprint sector – 60m x 8 lanes » Long/Triple Jump sector – 45m approach run area » High Jump sector – arranged in the Sprint sector
(left and right side jumping) » Pole Vault sector – 45m approach run area » Round track - 4 lanes of which lane 1 is 184m long
and lane 4 is 200m long.
Note! The round track has a total length of 184m on lane 1 and this creates difficulties to athletes for sprint events like 200m and 400m. All other events are not affected by this size. That is why heats for fast athletes will not use lane 1 but only lanes 2-4.
The Main Hall includes also auxiliary areas like:
» Locker-rooms (men, women) including showers and toilets
» Call Room area » Medals ceremony area » Results display area » Administrative area
The Main Hall has a capacity of 400m seats (14 rows x 18 seats + 12 x 12 seats plus the upper area lodge).
1.2. THROWINGS HALLThe Throwings Hall is dedicated to Shot Put and has a main competition area and also a warm-up area isolated from the main competition area by a net.
1.3. WARM-UP HALLThe Warm-up Hall is placed next to the Main Hall in the same building and it has 80m length and 4 lanes. The area also includes a long/triple jump sector for warm-up.
Facilities of the Main Hall and auxiliaries are presented with pictures in this overview.
2. Long (winter) Throwing EventsThis Championships will include long throwings that cannot be organized inside a hall. These are: discus, hammer, javelin.
These events will be organized on “Iolanda Balas” Stadium the location that was used for BAVACS 2014.
All the Sectors are in top condition.

3. Cross CountryThe location for Cross Country Championships will be “Herăstrău Park”, the same location used for Balkan Veteran Athletics Cross Country Championships 2014. The “sector” take benefits of the beauty of the Bucharest biggest park and also was chosen because is not completely flat and offers a nice, decent challenge for athletes.
4. Indoor Combined EventsThe Combined Events competition will be organized separately, with separate events dedicated to these complete athletes.
Facilities for Combined Events are included in the main indoor facility because all (component) individual events are organized Indoor.
Age-groups by birth dateFor these Balkan Championships the age group is determined for each athlete according to WMA Rules of Competition, rules 141.1 and 141.2. Throughout the Competition an athlete shall compete in the age group for which he qualifies on the first competition day and in no other age group except as allowed by specific team and relay rules. These age groups according to birth date are the followings:

Athletics is not a sport. It is a passion, love with temper, an engagement, a promise to self, an inexhaustible source
of happiness, worries, fears, failures and fulfillments. Is, in fact, a marriage. “Till death do us part...” Betrayals and mis-tresses are excluded. Or, certainly, happy situations. Cross-training is their name.
And who is the one not liking to remember about the life time love? Well, masters athletes have one more enjoyment instead of just browsing the photo albums with snapshots of events and festive ceremonies. The work, the thrill, the success or failure are recorded in Athletics Competitions Memory.
In that everlasting space of the athletic memory one can find legendary results, impetuous fights, drama and exuberant happiness of self self-improvment, or records sometimes at world class.
Each culture, civilization and nation cher-ishes and carefully preserves its history. The same way athletics community treasures with great care the history of its battles (to be read competitions). One that needs to find out about self needs to know where one is coming from.

More than satisfying a simple curiosity (how did they do then?) this is the re-spect that we considered we must show to some unique and exceptional ath-
letes and to all that contributed, more or less, to masters athletics edifice.
These two projects (Balkan and Roma-nian) involved work, a lot of work, but more than that a lot of enthusiasm. Enthusiasm that we encourage and we would like to also induce. Having the processing procedures and all the technical equipments available we can offer our support (free of charge) for any similar initiatives in The Balkans. its value. Afterwards you will tell to the one that reached 40 that only at age 60 one might begin the golden age of the creator in this domain. And to the one age 60 you must tell (if he succeeded or not, and who does really succeed?) that one should think when writing to the unborn reader…” (Book of wisdom. AGE GRADING OR PERFORMANCE WITHOUT AGING

Well-well, but what do you say to ath-letes? Their golden age is totally different from time perspective. It would be bad to be the sixth also. From mz point of view. But it isn’t. So, what? What can you tell them at 40, 60 or 80 years old?
You tell them „age grading” or evaluat-ing athletics performances by age. It is common sense that an age 60 athlete performances should be compared with athletes of the same age and same gender. Of course. But one might wonder how valuable is a result obtained at this
age? If it’s a world record of that age group than certainly it is an exceptional result. But not athletes are world record holders.
It is easy to understand that a world record at age 80 is quite something and a better absolute value result obtained at age 40 can be less that it.
SHORT HISTORYIn order to ensure a correct and realistic referential system WMA (World Masters Athletics or WAVA – World Association of Veteran Athletes according to the old name) collected masters athletes the re-sults from over 200.000 competitions at all levels. Initially in the 70’s this proce-dure was strictly used to evaluate results of masters athletes in combined events (ex: decathlon points). Afterwards the statistical database was used to model the performance evolution curve with aging and becoming wiser. The reference site for this is www.arrs.net – Association of Road Racing Statisticians.
First official age-grading tables were published by WMA in 1989 and after-wards updated on a regular bases. Last complete update was done in 2006 and in 2011 small corrections were added. The main use of these tables is still evaluating point for masters athletes combined events (Decathlon, Heptath-lon, Pentathlon). Even if is not used on a regular bases, age grading is sometimes the base procedure to determine the best performance of a masters athletics competition and get the “big prize”.
HOW DOES IT WORK?Pretty simple. For each event, age group and gender it was determined by statisti-cal methods how much the performance is diminished by aging. For instance, for M4-44 age group (male, from 40 to 44 years old) for 100m flat the associated coefficient is 0.9578. That means that the performance will be diminished to 95.78% of that best capabilities of the athlete in his golden age.
As said previously, these tables are peri-odically updated by WMA and published in the “News” section of the organiza-tion site. Using such a coefficient that determines the age “correction” one can calculated two values: equivalent re-sult and the percentage of maximum performance (world record).

For instance, a women athlete age 51 runs 10.000m in 44min-5sec. The corresponding correction factor for this age group and event is 0.8655 (check the tables). Multiplying 445 (2645 seconds) with this factor we get 38min:09sec (2289 seconds) which is the equivalent time age-graded. That is the perfor-mance that a women athlete should register in her golden age to get the same value performance.
Second value that one can calculate is represented by the Performance Level Percentage level (PLP). For the example above the world record of that age group is 35min:05 (2105) and this is 79.58% of the result we discuss (44min:05sec – 2645 seconds). So, the PLP is 79.58%. One generally accepted evaluation of this percentage is the following
» 100% = world record (top) » > 90% = world level » > 80% = national level » > 70% = region level » > 60% = local level » > 0% = an athlete
We need to mention that some gaps of this method exist. Totally exceptional cases of athletes that do not agree to age created some problems to this model. For instance, in 2006 at age 46 Marlene Ottey (Jamaican origin – redundant mention) run 100m flat in 11.44s at European Championships (open) in Gothenburg, Sweden. This will correspond to an equivalent result of 10.122s for seniors age (23-30) and this creates a small problem because the world record (open) held by Florence Griffith-Joyner „Flo-Jo” since 1988 is “only” 10.49s.
This might be considered as the world record of W45 age group is more valuable than the one of the senior women. WMA Committee in charge of editing the tables discussed in this ar-ticle considered that some of the results are exceptional cases not representative for the general model and eliminated such results from the statistical procedure calculations.
QUI PRODEST?Whilst aging it it expected not to be able to run at the same speed as we were young, event so, I know some cases… well, generally speaking this is the case. And this can create disap-pointment or frustration. O natural reaction. But the tables say that the problem is the referential system, not the athlete. By calibrating the athletic performance with age grading motiva-tion can be raised.
Another advantage is that athletes can compare one with another regardless of age or gender. Why is this an advantage? Because they like to do this from time to time, but please keep this secret because they all run “just for fun”. Certainly, as mentioned previously such a comparison is useful if one wants to award the big prize in a competition using a system that is fair for all ages and genders.
Evaluating self performances is another use. Whilst aging one can see that intensive training were successful or not by checking the age-graded values and not trying to improve the absolute value of the results. Maybe I am not happy with my
performances that do not dramatically improve in absolute val-ue but doing this it might just happen someday that I become the world record holder. And I also have some examples here… but they now themselves!

Time results must be typed in HH:MM:SS format (hours, min-utes, seconds) or MM:SS or SS.TT (seconds, tenths of seconds) depending on the event type. Distances or heights should be typed using the point (“.”) as a decimal separator (DD.TT).
After the selection of the event, inputting the age and gender press the “Calculate” button and the form will calculate the requested values: equivalent result for open (seniors age group), IAAF points (where available) and PLP (performance level percentage).

and donated the amount to many orga-nizations, such as Inima Copiilor, Hospice Casa Speranţei or ViitorPlus. Unlike the majority of fundraisers in that communi-ty he does not run, swim or bike to raise funds, but uses his passion for photogra-
phy. From 2013 onwards he photographed competitors to all popular sport events and then gave the images away with no watermark, high resolution and especially with no obligation of any kind, only asking them to contribute to the causes that are close to his heart. And it worked…
“I don’t consider myself a photographer. I don’t do it as a job, but as a passion. I didn’t tried to persuade somebody to donate. But I made available for athletes the photos that I took, for free, with no watermark and no advertise like is used to do. I don’t take professional sports photos, I focus mostly on creating memories by taking snapshots of the competitors in as many situations as possible.
Probably this concept was catchy over the general intensive commerce of photos from sports events. Athletes, and not only, prefer to donate instead of paying for their pictures taken at a certain event. Donations come from people that know me or acknowledged my fundraising campaign”.
