INTRODUCTION

Since t h e In t e r - I s l and S t e m Navigat ion Company t e rmina ted s e r v i c e i n 1949, Hawaii h a s been wi thou t commercial i n t e r - i s l a n d m a r b e passenger t r a n s p o r t a t i o n . Curren t ly , r e s i d e n t s and v i s i t o r s wish ing t o t r a v e l between t h e i s l a n d s have t o r e l y on t h e s e r v i c e s o f f e r e d by two l o c a l a i r l i n e s . La te ly e f f o r t s have g o t t e n underway t o p rov ide i n t e r - i s l a n d t r a v e l e r s w i t h s a f e , e f f i c i e n t and economical mar ine t r a n ~ ~ o r ' t a t i o n . The s u c c e s s of any proposed system--ferry, h y d r o f o i l , e tc . - -wil l depend upon i t s a b i l i t y t o s a t i s f y t h e needs of p r o s p e c t i v e u s e r s . It i s t h e i n t e n t i o n of t h i s su rvey t o d i s c o v e r what components t h e people of Hawaii f e e l any i n t e r - i s l a n d t r a n s - p o r t a t i o n system should inc lude .

OBJECTIVE

To o b t a i n r e l e v a n t , p e r t i n e n t , and t ime ly in fo rma t ion r e g a r d i n g t h e p u b l i c ' s p re fe rences f o r an i n t e r - i s l a n d t r a n s p o r t a t i o n system, upon

,- which t h e Governor's Task Force may make j u s t i f i a b l e recommendations.

PROCEDURE

A two-part survey q u e s t i o n n a i r e was preyared t o o b t a i n in fo rma t ion r ega rd ing p u b l i c op in ion on i n t e r - i s l a n d t r a n s p o r t a t i o n . Both p a r t s (A & B) reques ted t h e same demographic i n fo rma t ion , and bo th p a r t s con ta ined a s e c t i o n where t h e r e sponde~ l t could v o i c e op in ions and comments concern ing e x i s t i n g and proposed i n t e r - i s l a n d t r a n s p o r t a t i o n systems.

On t h r e e consecu t ive days , J u l y 5 , 6 and 7, q u e s t i o n n a i r e s were

- -. d i s t r i b u t e d t o passers-by a t Ala Moana Shopping Center . During a two-day pe r iod , J u l y 12 and 1 3 , ques t ionna i r e s -were d i s t r i b u t e d a t Rahala P h l l . During ano the r two-day p e r i o d , J u l y 19 and 20, t h e q u e s t i o n n a i r e s were d i s t r i b u t e d a t P e a r l Ridge Shopping Center . A t each l o c a t i o n p o t e n t i a l respondents approached a booth and vo lun tee red t o f i l l ou t one form of t h e

*- ques t ionna i r e . Two i n t e r v i e w e r s were s t a t i o n e d a t t h e booth t o a s s i s t respondents i n f i l l i n g o u t t h e forms and r eco rd comments and op in ions . In no i n s t a n c e were t h e i n t e r v i e w e r s allowed t o s o l i c i t r e sponses . A t each l o c a t i o n t h r e e s i g n s were pos ted e x p l a i n i n g t h e n a t u r e of t h e su rvey .

kF te r t h e d a t a were assembled, i t was t a b u l a t e d by computer u s i n g a program provided by t h e Survey Research O f f i c e of t h e U n i v e r s i t y o f Hawaii.

DISCUSSION AND RESULTS

Two hundred people f i l l e d out quest ionnaires during t h e seven day period.

Based upon t h e responses t o question 1 on survey form "B", Maui is t he most popular Is land with business and pleasure t r a v e l e r s a l i k e (see f igure 1) .

Responses t o quer t ions 3-8 on form "B" a r e ranked below i n o rder of most frequent choice t o l e a s t frequent choice.

Responses t o items 1-13 on survey form "Ar1 i nd i ca t e vehic le s a f e t y is t h e most des i rab le fea ture f o r t he i d e a l i n t e r - i s l and t ranspor ta t ion system, while t he capacity t o t ranspor t l a rge equipment, such as boa t s , was l e a s t des i rab le (see t a b l e 1 ) . For a breakdown of various demographic chara- c t e r i s t i c s as r e l a t e d t o t he d e s i r a b i l i t y of c e r t a in fea tures r e f e r t o t a b l e s 2-13. The mean response was used t o gauge t h e degree of d e s i r a b i l i t y f o r each o f the designated fea tures .

Comments and opinions o f respondents :

Cost is t h e most important considera t ion when t r a v e l i n g i n t e r - i s l a n d . - Of 167 respondents, 45% were s a t i s f i e d with e x i s t i n g l o c a l a i r l i n e s , 55% were no t . Refer t o t a b l e 1 4 , f o r reasons of d i s s a t i s f a c t i o n .

O f 190 respondents f o r each system, 76% were f a m i l i a r with t h e pro- posed Hulten Ferry, 24% were n o t ; 17% were f a m i l i a r with t h e Semi submersible s h i p concept, 83% were not ; 80% were f a m i l i a r with t h e Kentron Hydrofoil, while 20% were no t .

This same ques t ion was asked dur ing t h e r ecen t survey conducted on Oahu. 45% o f those responding t o t h i s ques t ion expressed s a t i s f a c t i o n with t h e e x i s t - ing i n t e r - i s l a n d t r a n s p o r t a t i o n f a c i l i t i e s , \chile 55% expressed d i s s a t i s f a c t i o n (see t a b l e s 17-20 f o r demographics as r e l a t e d t o degree o f s a t i s f a c t i o n ) .
