Recommendations1. Adherence to and implementation of the main UN Agreements and Conventions on Road Transport

• Convention on the Contract for the International Carriage of Goods by Road (CMR), of 19 May 1956 and the Protocol to this Convention of 5 July 1978.• Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention), of 14 November 1975• International Convention on the Harmonisation of Frontier Controls of Goods, 21 October 1982• European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), of 30 September 1957• Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for such Carriage (ATP), of 1 September 1970

Recommendations4. In order to promote intra-LAS trade and facilitate international road transportation in the LAS region, also the following bottlenecks should be addressed:

• Impediments at the level of logistics: infrastructure, transports, support services to international trade;• Lack of information on international markets and business opportunities;• The complexity of national and international administrative procedures related to foreign trade, such as those of customs clearing, banking, ports, etc.;• Lack of managerial staff and technicians specialized in international trade, logistics and transport;

5. Carry out a feasibility study to plan a network of ancillary infrastructure and safe and secure parking places in the LAS region, in particular nearby the border crossings, but also along the most important national and international corridors

On road transport corridor with length of 2500 km, between 12-50 safe and secure parking places depending on traffic density

Total investment costs for 25 safe and secure parking places with a capacity of 200 places each amounts 90,000,000 USD

Recommendations6. Set up a strategic committee to study the recommendations and come up with a short strategy to be endorsed by the LAS or AULT or any other relevant party
