The Government of Maharashtra intends to implement proposed World Bank assisted ‘State of
Maharashtra’s Agribusiness and Rural Transformation (SMART) project. The Department of
Agriculture is the nodal department with Maharashtra Village Social Transformation Foundation
(MVSTF), Maharashtra State Rural Livelihoods Mission (MSRLM), and Maharashtra Agricultural
Competitiveness Project (MACP), Department of Marketing, and Department of Cooperation as other
participating entities.
The project aims to transform Rural Maharashtra through “SMART” interventions in Agriculture and
sectors, assisted by World Bank. Over the years, Government of Maharashtra has been consistently
putting efforts and resources through various central and state government schemes, programs and
projects for development and transformation of agriculture and rural sectors and actively seeking
private sector participation in these initiatives.
Overview of the project:
The project development objective is to support the development of inclusive and competitive
agriculture value chains, focusing on smallholder farmers and agri-entrepreneurs in Maharashtra.
The project would achieve the objectives by
- Supporting Enterprise Growth and Expanding Market Access
- Effective delivery of Agribusiness Reforms and Risk Mitigation initiatives.
- Inclusive development strategies
- Market information services
Systemic and Transformational Impact
- Empower women enterprises towards economic and livelihood development.
- Building institutional capacity to leverage private sector financing and technical expertise in
project focus areas.
- Developing private sector stakeholder consortiums to coordinate actions and scale up private
investments into agribusiness and allied sectors.
- Convergence of relevant government schemes in enterprise promotion, water management,
skills training and agri-support toward outcome-based approach.
- Enhance capacity of the implementing entities, producer collectives, enterprises and other
value chain participants for coordinated action.

- Improve market reforms enabling competitiveness and Increased farmers
- Collaborate public and private sectors leading to income enhancement.
- Synergize initiatives for food safety and nutrition
SMART project would like to engage specialists who can actively contribute in preparation of the
Project Implementation Plan (PIP) and related Project Manuals. The Specialists/associates would
also be required to initiate the project activities as per the approved PIP.
MVSTF is recruiting for the following positions for SMART Project. The following Specialists/associates
are to be engaged on contract basis for 11 months and their contract may be renewed periodically
subject to the performance of the individual consultant and the requirements of the project.

Terms of Reference: Market Analyst (MA)
Project background:
The Government of Maharashtra’s proposed World Bank assisted ‘State of Maharashtra’s Agribusiness
and Rural Transformation (SMART) project’ with project development objective is to support the

farmers and agri-entrepreneurs in Maharashtra.

producers and enterprises with complementary investment in technical services and risk management
capabilities, (iii) Supporting the development of modern supply chain; improved information and
communication technologies (ICT) based farm information and intelligence services, and alternative
marketing channels, and (iv) Improving producers and entrepreneurs’ access to knowledge and
technologies.
Scope of Position
- Market Analyst will support development of Market information and intelligence for project
components including development of Market Access Plans (MAPs); productive partnerships;
develop systems of information collection, analysis, and interpretation that will help the
participating agencies,
- MA will analyse and appraise business proposals through financial forecast, resource
allocation, efficiency, productivity, quality, and risk analysis.
- MA will have to liaise with various agencies, departments and district level units in planning
and implementation of the above mentioned project activities w.r.t. to agribusiness and rural
transformation components.
- MA will develop market information analysis dissemination strategy for project stakeholders.
SMART 6
- The MA will be an important link between the participating agencies and project
stakeholders.
Qualifications, Experience, Skills
Essential
A) Educational Qualification
- Market Analyst must possess a Post-Graduate degree in Economics/Marketing/PGP in Agri-
Business Management/PGD in Marketing or Agri-Business Management/ related field from
any recognized university/ approved/recognized Institutions.
B) Working Experience
- Minimum experience of 07 years of professional experience in the areas of Market
research/planning, Agribusiness and Value Chain development with focus on market access,
market surveys involving agricultural markets/products for developing commodity profile
reports, study and analysis of market trends, development and implementation of market
access plans for corporate/SME/FPO.
- Good understanding of the World Bank’s operational policies, processes and procedures
- Ability to think strategically and engage with diverse set of stakeholders
- Ability to develop multi-sectoral management information system for projects
- Demonstrated capacity to undertake operational and analytical tasks, work in teams, coach
junior staff, and share knowledge.
- Track record of dealing effectively with external and internal clients.
- Demonstrated ability to work independently with limited supervision on a wide range of
social development activities, and achieving results with agreed upon objectives and
deadlines.
C) Computer Skills
- Must have experience of using Internet based applications, using and working with advanced
word processing/spreadsheet including MS Word, MS Excel and MS Powerpoint and other
related applications.
D) Language
- Fluency in spoken and written English language is essential. Knowledge of Marathi language

- Experience of providing technical support to and capacity building of organizations with
strong analytical skills, and the ability to synthesize complex concepts and to communicate
them effectively;
- Ability to work effectively in teams as well as independently;
- Good communication and social skills; the candidate must show initiative, synthesis,
organization and personal dynamism and self-motivated, as well as capacity to work with
teams and prepare adequate planning and activity reports.
- Field experience is highly desirable.
E) Age: Age of the candidate should not be more than 50 years as on 1st November, 2018
Key Job Responsibilities
- The principal task will be to assist the project authorities for preparation of this proposed
project with specific reference to:
o Formulating work plan for required market studies on a periodic basis in discussion
with project management team with proper understanding of project objectives
o Design / assist in the development of questionnaires and moderator guides to collect
necessary data
o Conducting in-depth data analyses using traditional and advanced methods
o Making presentations—answering queries & clarification for a robust project structure
- Work closely with the project preparation team, and other related service providers hired by
the project in preparing the project documents and implementation plan, specifically providing
necessary analytical inputs for identification of focus areas for intervention; and identifying
and developing the needs of the state;
- Assist the project management in project preparation in the planning, scheduling and
coordination of activities pertaining to markets and value chain development for the project,
this would include, among others-
o Strategies and operational modalities for the development of alternate marketing
channels in the state,
o Support with necessary data analysis and in development of communication collaterals
in support of the Strategies and operational modalities for promotion of the activities
of Agri-Business Promotion Facility that promotes investments in agribusiness, foster
backward and forward linkages in the value chain;
- As part of approval process, prepare detailed product & market related review reports on the
proposed investments under ABPF that may seek financial support under this project,

- Prepare, plan, analyse, and appraise the proposals in development of market access plans
under this project;
- Prepare a road map for effective functioning of the agricultural markets in Maharashtra
- Work closely with the selected Agencies in developing a system and its functioning for effective
dissemination of market information for the benefit of the farmers and other stakeholders and
also conceive & lead roll out of market intelligence including price forecasts of important
commodities
- Assessment of the agribusiness sector with special focus on value chain to identify constraints
and potentials and recommend measures to correct the constraints and to effectively exploit
the potential. Identify new agribusiness models that are suitable for project area
- Assess the factors influencing comparative and competitive advantage of Value Chains and
recommend measures for enhancing competitiveness.
- Ensure that the successes and failures of the new agribusiness models are understood through
the analysis of key issues and are timely disseminated to the entrepreneurs.
- Participate in the development of work plans, program reviews, and assessments, monitoring
activities, learning and evaluations.
- Assess and document the performance of local sub-sector and industries involved the value
chain of the product (e.g., farmers and producers of final and intermediate goods, such as
processors, input suppliers, freight forwarders, transporters, and so on), based on existing
documents, secondary research and field visits.
- Conduct training to the project team and the service provider’s teams on consultations as
appropriate in discharge of this role.
- Lessons learned and best practices concerning markets are to be documented and
disseminated to relevant stakeholders / value chain participants.
- Assist in setting up of MIS and M&E system for the market and value chain development
activities.
- Support the project management in coordinating with relevant participants (e.g. market
committees, processors, exporter, banks etc.,) who would be potentially interested in the
development of the market, value chains in the project area
- Any other related task as assigned by the Project Director/Chairperson of the PCC.
Knowledge Dissemination
- Preparation of knowledge materials and products linked to market information and
intelligence on agriculture marketing, agribusiness, value chains and cluster development.

- Dissemination of best practices and cross learning across clusters, districts and states
- Participate in workshops and learning/exchange forums as needed
Travel Requirement
- The MA will be required to undertake field-visits and tours as per the project requirements,
with prior approval of the Project Director as the case may be.
Duration of the Assignment
- The contract period of the MA is intended for entire duration of the project. However,
continuity of the MA beyond one (11) Months from the date of joining the service as MA, shall
depend upon his/her performance. MA will have to serve the SMART Project on full time basis
under the overall command of the Project Director. The Resignation/Termination shall be as
per the contract agreement/HR Policy of the SMART Project.
Remuneration, payment terms and leave:
- Depending on the qualifications, experience, competency, and the remuneration/pay package
of the last assignment, the consolidated fixed monthly remuneration of the MA will be
determined and mutually agreed, which could be upto Rs.24.00 lakh per annum. However,
for outstanding candidates the range may be extended to some extent.
- This annual rate shall be inclusive of all taxes, health/service related insurance, all
allowances, cost of accommodation and food at Mumbai, conveyance to attend the office etc.
Taxes as applicable will be dealt with as per applicable laws. The remuneration may be
enhanced on an annual basis, based on the HR Policy of the SMART Project.
- The MA will be eligible for annual paid Leave of 12 (twelve) working days, excluding 2 (two)
days of restricted holidays. Leave of absence for more than total 14 (fourteen) working days
in a year will be treated as leave without pay. Nevertheless, casual leave of more than 5
working days at a stretch will not be granted to consultants.
Facilities to be provided by the client: PCU/SMART will –
- Give access to all the required documents, correspondence, and any other information
associated with the project and as deemed necessary.
- Provide desk space with one laptop computer, along with Internet Data Card (maximum 4 GB
per month)/office internet facility may also be provided depending on the intensity of the
service, as determined by PD-PoCRA/Chairperson of PCC.
SMART 10
- Provide conveyance arrangements for official travel within the Mumbai city on pool basis,
whenever available and for field visits approved by the PD. The MA will have to arrange
his/her own conveyance facility for attending the office.
Reporting and Performance Review:
- MA will report to the Chairperson of the Project Coordination Committee (Project Director -
PoCRA) on a day to day basis. The quality of service and performance of the MA will be
reviewed by PD and will be reported to Government of Maharashtra on a periodic basis and
the periodic performance review will be done as per the HR Policy of the SMART.

especially on firm level interventions (G2B) and on cluster based policy advocacy.

D) Language

Key Job Responsibilities
- The Enterprise Development and Resource Generation Specialist (EDRGS) will inter alia be
responsible for overall formulation and implementation of the enterprise cluster initiative of
the project. The EDRGS would monitor and supervise and develop guidelines, carry out final
screening of business plans and recommend the meritorious proposals to the Project Director
for financial support under the project. The EDRGS would also be instrumental in training and
capacity building of the State level PCU team and other project staff.
- EDRGS will engage with the financial institutions to develop resource generation options for
the CBOs and assist them in development of robust business plans
- EDRGS will closely work with project team to develop and oversee entrepreneur development
and resource, making need based changes to the work plan and vetting it, regularly reviewing
work and suggesting mid-course corrections, if any, required.
- Development of formats, templates, mobilization protocols, SOPs, operational manuals etc.
SMART 13
- EDRGS will train the state level PCU staff and selected district/cluster level staff in enterprise
cluster protocols, principles of association, cooperation, joint effort gains, economies of scale,
experiential learning, self-help, group dynamics, synergies of togetherness and on the
regulatory framework of cooperation/ societies etc.
- EDRGS will train the state level PCU team to help clusters/CBOs define their vision, mission,
and strategies with respect to identified key challenges of the Cluster.
- EDRGS will finalize the reporting arrangements, structures, channels and formats for cluster
level institutes, and participating agencies, including from cluster to state level reporting and
ensure that all the reports are submitted timely. Based on reports, EDRGS would appraise the
PD-PoCRA/Chairperson PCC.
- EDRGS would document the case studies, success stories and innovative models emerging from
the enterprise clusters initiative of the project and disseminate them at various platforms.
EDRGS may be required to draft press notes in consultation with the Communications
Specialist on major milestones achieved in the enterprise clusters initiatives.
Knowledge Dissemination
- Preparation of knowledge materials and products linked to entrepreneur development and
resource generation for agriculture marketing, agribusiness, value chains and cluster
development, productive alliances, public-private partnerships.
- Dissemination of best practices and cross learning across clusters, districts and states

- This annual rate shall be inclusive of all taxes, health/service related insurance, all allowances,
cost of accommodation and food at Mumbai, conveyance to attend the office etc. Taxes as
applicable will be dealt with as per applicable laws. The remuneration will be enhanced on an
annual basis, based on the HR Policy of the SMART Project.

Procurement Risk Assessment as per World Bank Procedures; preparation of the Procurement
Manual for the Project as per new procurement guidelines (July, 2016) and procedures of the
World Bank; preparation of initial Procurement Plan for first 18 months for the prioritized
procurement activities in consultation with Project Team; preparation of first procurement
Documents such as Request for Proposals for Consultancies and Request for Quotations for
Goods & Equipment & civil works, if any which will come under prior review by World Bank;
Providing procurement procedures related inputs for preparation of Project Implementation
Plan and Operational Manuals.
- The assignment will involve planning, supervision, coordination and control over the
procurement of goods, works, non-technical services and Specialists/associates as per World
Bank procurement procedures and to ensure that all the procedures agreed with the Bank are
properly followed during the project period for all procurement activities under the project by
obtaining timely clearances as per WB procurement audits / reviews.

Procurement of Goods & Works and Consulting Services:
- Supervise and Provide guidance to project staff members regarding finalization of the technical
specifications / BOQ / drawings for goods & works and the Terms of Reference
(ToR) for services;
- inviting Expressions of interest (EOI) for services through advertisements, their evaluation and
finalization of the Shortlist of eligible consultants;
- Preparation of the Invitation for Bid (IFB) document / Request for Proposals (RFP) for various
packages based on the standard bidding / proposal documents of the World Bank, issue the
advertisement in newspapers or send RFQ to identified eligible suppliers / contractors.
- Issue the RFP document to the shortlisted consultants, coordinate the pre-bid / proposal
conference, prepare the Minutes of conference along with addendum/ clarifications and
circulate the same to all the bidders/applicants;
- receive, open and undertake the technical and commercial evaluation of the bids/technical &
financial proposal as per the WB procedure; in case of consultancy services, conduct limited
negotiations as per WB procedures, prepare draft initialed negotiated contract and minutes of
negotiations; Prepare and sign the contract document to the winning bidder/ consultant and
provide the feedback to unsuccessful suppliers/consultants.
- Publish the contract award notice; Monitor the contract management, issuing contract
amendments, etc.
- Perform any other duties assigned by the PD from time to time
Knowledge Dissemination
- Preparation of knowledge materials and products linked to World Bank procurement
framework (new) for agriculture marketing, agribusiness, value chains and cluster
development, productive alliances, public-private partnerships.

Duration of the Assignment
- The contract period of the Procurement Expert is intended for entire duration of the project.
However, continuity of the Procurement Expert beyond one (11) Months from the date of
joining the service as PE, shall depend upon his/her performance. The Procurement Expert will
have to serve the SMART Project on full time basis under the overall command of the Project
Director, PoCRA/ Chairperson PCC. The Resignation/Termination shall be as per the contract
agreement/HR Policy of the SMART Project.
Remuneration, payment terms and leave:
- Depending on the qualifications, experience, competency, and the remuneration/pay package
of the last assignment, the consolidated fixed monthly remuneration of the ESS will be
determined and mutually agreed, which could be upto Rs.24.00 lakh per annum. However,
for outstanding candidates the range may be extended to some extent. If suitable candidates with
above mentioned experience are not available, then candidates with a minimum of 08 years’
relevant operational experience and proven track record in working on projects covering a

Terms of Reference: Agribusiness and Value Chain Expert
Project background:
The Government of Maharashtra’s proposed World Bank assisted ‘State of Maharashtra’s
Agribusiness and Rural (SMART) Livelihood project’ with a goal to enhance the enterprise
formation, increasing access to markets; and promoting climate resilience and resource use
efficiency. The project will achieve the proposed PDO by (i) Supporting the development of
inclusive and competitive agriculture value chains, focusing on smallholder farmers and agri-
entrepreneurs in Maharashtra, (ii) Expanding access to new and organised markets for producers
and enterprises with complementary investment in technical services and risk management
capabilities, (iii) Supporting the development of modern supply chain; improved information and
communication technologies (ICT) based farm information and intelligence services, and
alternative marketing channels, and (iv) Improving producers and entrepreneurs’ access to
knowledge and technologies.
Qualifications, Experience, Skills
Essential
A) Educational Qualification
- Agribusiness and Value Chain Expert must be a Post-Graduate in Agribusiness/
Agribusiness Management /Agricultural Marketing & Cooperation/ Agribusiness
Economics or a closely related field from any recognized university/ approved Institution.
B) Working Experience
- Agribusiness and Value Chain Expert must have at least 08 years of professional
experience, with a minimum experience of 05 years in Agricultural Marketing,
/Agribusiness, and/ Value Chain Development, specifically in the development of market
linkages
C) Computer Skills
- The Agribusiness and Value Chain Expert must have experience of using Internet based
applications, using and working with advanced word processing/spreadsheet including
MS Word, MS Excel and MS Power Point and other related applications.
SMART 48
D) Language
- Fluency in both spoken and written English languages is essential. Knowledge of Marathi
language is highly desirable.
Desirable
- Experience of working in project(s) assisted by any international/national organization and/or
any international/national NGO institution and/or experience in working in private sector
agribusiness companies;
- Experience of providing technical support to and capacity building of organizations with strong
analytical skills, and the ability to synthesize complex concepts and to communicate them
effectively;
- Ability to work effectively in teams as well as independently;
- Good communication and social skills; the candidate must show initiative, synthesis, organization
and personal dynamism and self-motivated, as well as capacity to work with teams and prepare
adequate planning and activity reports.
E) Age: Age of the candidate should not be more than 50 years as on 1st November, 2018
Key Job Responsibilities
- The principal task will be to assist the Department of Agriculture and PCC-SMART for preparation
of the proposed project with specific reference to agribusiness in components on investment
promotion agency, facilitating (agri) enterprise cluster development and investment support for
enterprise cluster development.
- The ABVCE will work closely with the project stakeholder and various participating departments
in the project, in planning and implementation of project activities like agri enterprise cluster
development, post-harvest management, agribusiness and value chain development activities
effectively, implementation of the single window agency and ease of doing business.
- Assess and document the performance of local sub-sector and industries involved in the value
chain of the commodities (e.g., farmers and producers of final and intermediate goods, such as
processors, input suppliers, freight forwarders, transporters, and so on), based on existing
documents, secondary research and field visits;
- The ABVCE will devise ways and means on how Agriculture and Marketing in the project area can
connect to and benefit from the interventions to be set up under this project, like scouting of needy
agri-preneurs and directing them to Agribusiness Incubator for incubation support.
- Conduct training to the project team and the service provider’s teams on consultations,
identification and selection of clusters, cluster strategy, governance, management etc.
SMART 49
- The ABVCE will carry out a SWOT analysis of identified agri enterprise clusters in the project
districts, product and market segmentation for the clusters, gap analysis, competitive positioning
(of the clusters) analysis and work on opportunities for institutional collaborations.
- Assist in setting up of MIS and M&E system for the project components under the SMART project
- Perform any other duties assigned by the PD-PoCRA/Chairperson PCC from time to time
Knowledge Dissemination
- Preparation of knowledge materials and products linked to agribusiness and value chain with
Community based organisations besides agriculture marketing, agribusiness, value chains and
cluster development, productive alliances, public-private partnerships.
- Dissemination of best practices and cross learning across clusters, districts and states
- Participate in workshops and learning/exchange forums as needed
Travel Requirement
- The Agribusiness and Value Chain Expert will be required to undertake field-visits and tours as
per the project requirements, with prior approval of the Project Director, PoCRA/ Chairperson
PCC as the case may be.
Duration of the Assignment
- The contract period of the Agribusiness and Value Chain Expert is intended for entire duration of
the project. However, continuity of the Agribusiness and Value Chain Expert beyond one (11)
Months from the date of joining the service as ABVCE, shall depend upon his/her performance.
The Agribusiness and Value Chain Expert will have to serve the SMART Project on full time basis
under the overall command of the Project Director, PoCRA/ Chairperson PCC. The
Resignation/Termination shall be as per the contract agreement/HR Policy of the SMART Project.
Remuneration, payment terms and leave:
- Depending on the qualifications, experience, competency, and the remuneration/pay package of
the last assignment, the consolidated fixed monthly remuneration of the ABVCE will be
determined and mutually agreed, which could be in the range of up to Rs.24.00 lakh per annum.
However, for outstanding candidates the range may be extended to some extent. If suitable
candidates with above mentioned experience are not available, then candidates with a minimum
of 8 years’ relevant operational experience and proven track record in working on projects
covering a broad range of procurement management issues in the agriculture marketing,
agribusiness, value chains and cluster development.
SMART 50
- This annual rate shall be inclusive of all taxes, health/service related insurance, all allowances,
cost of accommodation and food at Mumbai, conveyance to attend the office etc. Taxes as
applicable will be dealt with as per applicable laws. The remuneration will be enhanced on an
annual basis, based on the HR Policy of the SMART Project.
- The Agribusiness and Value Chain Expert will be eligible for annual paid Leave of 12 (twelve)
working days, excluding 2 (two) days of restricted holidays. Leave of absence for more than total
14 (fourteen) working days in a year will be treated as leave without pay. Nevertheless, casual
leave of more than 5 working days at a stretch will not be granted to consultants. However, in
exceptional circumstances, PD-PoCRA/Chairperson PCC may relax this condition.
Facilities to be provided by the client: PCU/SMART will –
- Give access to all the required documents, correspondence, and any other information associated
with the project and as deemed necessary.
- Provide one office cubicle along with one laptop computer, along with Internet Data Card
(maximum 4 GB per month)/office internet facility may also be provided depending on the
intensity of the service, as determined by PD-PoCRA/Chairperson of PCC.
- Provide conveyance arrangements for official travel within the Mumbai city on pool basis,
whenever available and for field visits approved by the PD-PoCRA/Chairperson of PCC. The
Agribusiness and Value Chain Expert will have to arrange his/her own conveyance facility for
attending the office.
Reporting and Performance Review:
- Agribusiness and Value Chain Expert will report to the Chairperson of the Project Coordination
Committee (Project Director - PoCRA) on a day to basis. The quality of service and performance
of the Agribusiness and Value Chain Expert will be reviewed by PD-PoCRA/Chairperson of PCC
and will be reported to Government of Maharashtra on a periodic basis and the annually
performance review will be done as per the HR Policy of the SMART.
