Concept of "technically connected activities""For ancillary activity, technically linked to a core business within one of the categories listed in Annex I of the Legislative Decree 372/1999, shall mean a business: (see Circular Min Amb. 13/07/2004)
a) held by the same operator;
b) the principal activity conducted on the same site or a site adjacent and directly connected to the site of the primary means of functional technological infrastructure for the conduct of the principal;
c) the details have some involvement with the technical procedures for carrying out the main activity.
1919
Concept of "technically connected activities"
So a plant can have:
- Only one IEA (AIA);- One IEA (AIA) and other separate and sectoral permits; - Two or more AIA (and any other separate and sectoral permits).
2020
The "philosophy" of the IEA (AIA)see Recitals of the Directive 2008/1/EC
• (8) Different approaches to control emissions into air, water or soil may promote the transfer of pollution between the various environmental media rather than protecting the environment as a whole.
• (9) An integrated approach to pollution control is to prevent, wherever possible, emissions to air, water or soil, taking into account the waste management and, at least, to reduce them to a minimum to achieve a high level of environmental protection as a whole.
• (18) emission limit values , parameters or equivalent technical measures should be based on Best Available Techniques (BAT), without prescribing the use of a technique or specific technology, but taking into consideration the technical characteristics of the installation concerned, its geographical position and local environmental conditions.
• (24) ... the public should have access to information on the operation of the plants and their potential effects on the environment ...

Best: the most effective techniques to achieve a high level of environmental protection as a whole.Techniques: the techniques used and the ways used to design, construct, keep, operate and close a plantAvailable: the techniques developed on a scale which allows implementation under economically and technically viable in the relevant industrial sector, taking into consideration the costs and benefits, regardless if they are used or produced in the Member State in question, provided that the operator can have access on reasonable terms.

1. Principle of the integrated approach: ... take into account the so-called cross-media effects is an essential step to prevent and control in a coordinated manner the various forms of pollution.
2. Compliance with environmental quality standards and LAWS: the IEA (AIA) must, however, operate in an environment of compliance with environmental quality regulations ...
3. General principles of Article. 3, paragraph 1 of Legislative Decree no. 59/05: general principles to be taken into account in determining the conditions for the EIA (AIA):a) appropriate measures must be taken to prevent pollution, in particular by applying best available techniques;b) there must be no significant pollution events;c) should be avoided the production of waste, where possible;d) the energy must be used efficiently;e) the necessary measures to prevent accidents shall be taken and limit their consequences;f) must be avoided any risk of pollution upon definitive cessation of activities and the site restored in accordance with current regulations relating to land reclamation and environmental restoration.

Annual report
• The Annual Report is a direct consequence of the provisions in the Plan Monitoring and Control (PMC) in the permit IEA (AIA).
• The Legislative Decree 152/06 provides that the data needed to verify compliance with the conditions provided for in the AIA must be communicated to the Competent Authority, with frequencies and mode defined in the Integrated Environmental itself.
• The annual report, in its general form, valid for all activities listed in Annex VIII of Part II of Legislative Decree 152/06 and subsequent amendments, consists of an excel file and a brief commentary on the relationship of the reported data. The excel file contains a set of tables suitable to accommodate the data provided in the plan of self-monitoring and control.

The new IPPC DirectiveThe new IPPC Directive
• Approved (by the European Parliament in 2 ^ reading), on 07/07/2010, the directive on emissions which goes to update and bring together seven different Directives including Directive 2008/1/EC (IPPC).
• The Directive sets stricter limits in 2016 for emissions of nitrogen oxides, sulfur dioxide and dust. These limits, however, could not be applied to plants to cease all activities in 2023, or 17,500 hours of work after 2016.
• The new power plants and energy will have to comply with the new rules by 2012, but there was an agreement on the possibility for Member States to use national plans for a number of transient combustion plants, including fossil fuels, and so you have until July 2020 to comply with new rules.
