The American Quarter Horse Association has officially awarded the finals of its 2012 Challenge Championships to Prairie Meadows Racetrack & Casino.
The event, which has now been approved by the IRGC, will take
place on Saturday, October 27, which will be closing night of Prairie Meadows' 2012 quarter horse meet.
"This will be the biggest horse racing event ever to come to Iowa," said Tom Lepic, president of the Iowa Quarter Horse Racing Association. "This will definitely give Prairie Meadows the
nationwide recognition that we need.”
“We will have a lot of horses here at Prairie Meadows for the
quarter horse meet trying to qualify for the finals. It will be a first-rate event that will bring many new people to Iowa."
The Challenge is quarter horse racing’s version of thoroughbred racing's Breeders' Cup. It consists of six races worth more than $1 million combined. Horses qualify to run by winning regional challenge races in the United States as well as Canada, Mexico,
and Brazil.
The biggest race is the $350,000 Bank of America Championship Challenge at 440 yards, which has been won in the past by World Champions Down With Debt, SLM Big Daddy, Tailor Fit, and Streakin Sin Tacha.
Darrell Hare, Director of Racing for the AQHA Challenge, said Prairie Meadows was chosen because of its facilities, which will
include a new 168-room hotel, and the prominence of its quarter horse program.
"They've become a major influence in the country, Hare said. They have a strong desire to get a national presence and this will bring top championship-type horses to them.”
Prairie Meadows and the IQHRA spent nearly a year working on the proposal. Along with the Challenge Championships, the
AQHA will hold its four-day convention at Prairie Meadows. And Prairie Meadows will precede the Challenge Finals Night with its own Iowa Champions Night, consisting of stakes races for Iowa-breds, on Friday, October 26.

IQHRA BOARD MEETING MINUTES OCTOBER 9, 2011

The meeting was called to order by President Tom Lepic
APPROVAL OF MINUTES: The past minutes were reviewed. Motion to approve the minutes made
by Butch Wessels, seconded by Terry Thorson. Motion carried.
TREASURER’S REPORT: The treasurer’s report was reviewed. Motion to approve the treasurer’s
report made by Wyetta Hammer, seconded by Jim Harvey. Motion carried.
PRESIDENT’S REPORT: Tom discussed the track surface for our 2011 meet and reported there was
no bias with equal number of winners from the inside to outside post positions. Although the number of
horses backside was down from last year, our average before scratches was 7.98 only down
approximately 1 horse per race from 2010. Overall, it was a very positive meet and more new trainers are
expected next year. Tom has also been meeting with the IRGC, Stewards, and Prairie Meadows to talk of
eliminating the “coupling” of race entries. The thoroughbreds are also in favor of this proposal. No
decisions have been made yet. Tom then introduced Troi Mulford and requested she give us an update on
the treasurer position. She reported the software has been successfully downloaded, and she has been
imputing lots of data. Janet Rinehart was unable to be treasurer because of health problems and Troi was
appointed interim treasurer earlier this summer. Janet will be resigning the treasurer’s position effective
today but would like the opportunity to remain as Stallion Auction Chairman for the 2013 auction.
Motion to have Troi Mulford as treasurer of IQHRA made by Terry Thorson, seconded by Butch Bain.
Motion carried. Motion made by Leonard Reed to approve the purchase of a laptop computer to be
owned by IQHRA and used by the treasurer. The cost is $623.00, motion seconded by Wyetta Hammer.
Motion carried. Janet requested that a thank you letter be sent to Willie Mabre for her help working with
Janet this past summer.
SALE: Chairman Terry Thorson reported there were a total of 37 consignments, 10 exchanged owners
with 5 of those yearlings. There was a net income of $4,374.66. He reported it was a struggle getting
consignments and necessary workers to help. He believes there needs to be a serious discussion about
having a futurity resulting from the sale and there could possibly be a better race to spend the added
$37,500 sale futurity money. Butch Bain believes the economy played a large part, the lack of yearlings
is a result of breeding decisions made 2 years ago. Mark Guy thinks the sale should continue. Discussion
followed. Terry would like to have a follow up sale committee meeting at 10 a.m. before the next
November meeting.
YOUTH DAYS: Fenton Nelson received the AQHA Youth Days experience, traveled and participated
in Indiana. Each youth received a scholarship ranging from $2,000 to $500. Brenda thanked those who
helped and referred applicants to Youth Days. She looks forward to Youth Days 2012.
STALLION SERVICE AUCTION: Tom and the committee have had great response from stallion
owners and farms. New stallions are being added daily and he hopes to bring up not only the quantity but
quality of those stallions offered in the 2012 auction. If anyone has suggestions for a particular stallion,
please check with Tom, or one of his committee members and they will call to see if the stallion would be
available.
OLD BUSINESS: Tom has spoken with Butch Hammer concerning 3 absences. Although Butch had
only missed a couple of meetings in the last 10 years as President, he wanted to take a “back seat” and
give the new president and board time to “chart their own course” without imposing. He is more than
willing to answer any questions and help in any way to continue the success of IQHRA.
ELECTION PROCEDURES: Tom reviewed the dates and procedures for the election of officers and
directors. A letter will be sent to every voting member (as of September 30, 2011) explaining when and
how to return “letters of intent” for either an officer or a Board of Directors position. Ballots will then be
mailed to members, with instructions on returning ballots so they can be tabulated by an independent
CPA firm. Results of the balloting will be announced at the Annual meeting in January.
NEW BUSINESS: Tom has been in meetings with Prairie Meadows concerning hosting the Challenge
races at Prairie Meadows in October 2012. One of the main hurdles will be having Arizona change its
regional qualifying races to allow enough time between their races and the finals. If we host the finals,
this will possibly change the dates of our 2012 meet to allow an extra 1-2 weeks of racing. Our 2012
meet will start approximately the same as this year. We will not be able to move the meet up because it
will conflict with the thoroughbred dates. There has been discussion of having races 4 days a week till
Labor Day and then having races 3 days a week till mid October. What days of the week are still being
worked on with Prairie Meadows. Discussion as to which days are more advantageous followed.
LOBBYIST: Sandra reported that the horse racing bill passed last year will be opened again this January
when the legislature discusses the online poker and account wagering segments. Anytime a law is
brought up there is always the danger any parts of the law could also be changed. She will be monitoring
this when it occurs to make sure the horse racing days and monies allocated are not changed. Tom has
met with Sandra and has recommended that there be a decrease in her salary. Motion made by Bob Urich
to pay Sandra a total of $10,000 payable quarterly, seconded by Terry Thorson. Motion carried.
HORSEMAN’S REPRESENTATIVE: The position of horseman’s representative to Prairie Meadows
is up for election. There is discussion at Prairie Meadows Board if the representative is to be selected by
members of the PRM board or be selected by the horse groups themselves. Jack Peters and Linda
Juckette have applied for the position. Jack and Linda were both invited to our meeting to answer
questions and express their views on what they will do as the horseman’s representative for the horse
groups.
Following the discussions the board thanked the applicants, and by a vote of 8-3 the IQHRA board voted
to send a letter to the Prairie Meadows Board supporting Jack Peters as the horseman’s representative.
PURSE STRUCTURE: A total of 59 Iowa bred horses raced in Classic Night. Forms were handed to
the board to read. (See attached) It was recommended that we keep the supplement to Iowa breds in
open races at 50% and to add additional money in the Iowa Stallion futurity and derby races. The board
will meet in November to further review and discuss the handouts.

PRESIDENT’S REPORT: Tom reported that the preliminary reports from Prairie Meadows
shows that the percentage of supplemental money paid out to Iowa bred owners had increased
during the 2011 meet.
SALE: The committee met earlier this morning. Chairman, Terry Thorson, reported that the
general consensus was the sale continues in 2012. It would be difficult to stop the sale and then
start it up again a few years later. The committee also requests that the sale futurity be $37,500.
Terry will be contacting the Fairgrounds to set some tentative dates that will coincide with our
2012 meet. One possibility mentioned was Sunday, September 9, 2012. Terry discussed possible
changes in consignment deadlines, and ways to improve the sale. The sale results have been
posted on the website.
YOUTH: Brenda said she has been notified that the youth have been requesting the scholarship
monies be sent to their colleges and is gratified that the Youth Days program is able to help. She
will try and get Fenton to speak at next year’s banquet and tell of his experiences at the National
Youth Days experience. She also hopes AQHA will have the experience in conjunction with the
Challenge races.
STALLION SERVICE AUCTION: Board members received a current list of stallions offered
at the 2012 auction. Syndicate stallions will not be available. Tom encouraged board members to
actively promote the auction. Benefits to purchasing a breeding include stallion awards and
Double Gold Futurity and Derby eligibility. The final catalog will be mailed out early in
December. The board discussed advertising options in the magazines.
OLD BUSINESS: The letter to eligible members requesting nominations for Board of Directors
has been sent. Persons wanting a position must have their letter of intent and a biography sent or
emailed by November 25th. Chris Hovey will contact Jacobsen and Company CPA firm as to the
cost of certifying the election results and procedure. Brenda inquired as to placing horses for sale
on our website. John Hernandez would be able to put photos and information on the website as a
membership benefit for all current members wanting to sell their horses.
STAKES PURSES: Tom has met with Prairie Meadows to discuss stakes and purse structures.
Prairie Meadows is fine with raising the Terrace Hill and Future of Iowa supplement percentages
to bring them in alignment with our other Iowa bred races. The Iowa Stallion Futurity and Derby
for 2012 were discussed. Tom has suggested that the purses be raised to $40,000 added money
for the futurity and $30,000 for the derby. This will come out of our carryover, purse monies.
Motion to approve the changes made by Jim Harvey, seconded by Butch Bain. Motion carried.
HORSEMAN’S REPRESENTATIVE: Tom announced that Jack Peters has been elected by
the Prairie Meadows board as the Horseman’s representative. Jack thanked the Board for their
support, and spoke on the election process, advance deposit wagering, the hotel opening in the
summer of 2012 and the decision by Prairie Meadows management to have horse racing on
Sunday afternoons. Prairie Meadows past and future marketing of the horseracing was discussed.
The Board feels that the Quarter horses will be well represented by having Jack as the horseman’s
representative.
LOBBYIST: Sandra will be meeting with Tom to distribute our PAC money to those legislators
supportive of Quarter horse racing. Advance deposit wagering will open the horse racing
legislation in 2012. Tom and the Board recommend we hire Sandra to monitor the legislative
session and make sure unwanted changes or amendments don’t occur in the bill. Tom will meet
with Sandra to discuss fees.
RACING CALENDAR & CHALLENGE RACES: Tom spoke on hosting the Challenge races
for 2012. Prairie Meadows has filled out the application along with Lone Star and Evangeline.
There has been good support from trainers around the country for Prairie Meadows to host the
races. We should know by December 1st if Prairie Meadows will be selected. Prairie Meadows
has requested 2 separate racing calendars be approved by the Iowa Racing and Gaming
commission depending if we will host the Challenge. Both schedules were discussed with the
Board. Tom discussed the monetary cost of hosting Challenge races. The track and affiliate
selected must be able to guarantee $300,000 to AQHA. Prairie Meadows has agreed to pay
$175,000 with the remaining $125,000 the responsibility of IQHRA. After all expenses are paid,
if a profit is made by Prairie Meadows and the IQHRA, the proceeds will be split 60%-40%.
Because of the legislative change in purse percentages, and the removal of the developmental
money previously paid by Prairie Meadows, our average decrease in overnight races will be $500.

NEW BUSINESS: Terry Thorson discussed a possible change in Sale dates if we host the
Challenge races. Possible dates discussed were October 7th and October 14
th. Terry will be
getting in touch with the Fairgrounds to check on the availability of those dates.
John Hernandez has been offered a job at Hialeah Park in Florida. He will be in Florida for their
Quarter Horse meet starting December 10th 2011 and ending February 18
th 2012.
John will be able to work off his computer and maintain his responsibilities to the IQHRA. Jack
Peters spoke on the integrity John has with the betting public and both the Thoroughbred and
Quarter horse racing associations through his employment with Prairie Meadows and IQHRA.
John Lawless spoke of his positive influence during the past racing season. During his absence,
John Hernandez will be maintaining the website, publish the November newsletter and work on
publicity for IQHRA. He will also be here for the Annual meeting and Stallion auction January
7th 2012. Motion to approve John’s absence and continue his salary made by Butch Bain,
seconded by John Lawless. Motion carried. The Board will be reviewing employee positions at
the closed board meeting in January following the Annual meeting.
