Before the attacks in America on September 11th 2001, the idea that someone would attack or commandeer a ship or a port and use it as a weapon would have been considered ridiculous by an average mariner or average port personnel.

In the hijacking of ”Achille Lauro” on the 7th of October 1985 the original purpose of the terrorists was to go armed to Israel with the cruise ship.

The case of USS ”Cole” in Yemen on October 12, 2000 was an attack against the war ship.

Destroying of the M/T ”Limbourg” on October 6, 2002, was a clear terrorist attack against a merchant ship; the meaning of the group was to get attention.

Of course there has been similar kind of attacks during the wars round the world, for example M/V ”George Schumann” and 18 more in the Red Sea and Gulf of Suez between July 9, and September 20, 1984.

LEGISLATION

IMO has made amendments to the Safety of Life at Sea(SOLAS) Conventions and created a new Ship and Port Facility Security (ISPS) Code.To be included also in the International Convention on Standards of Training, Certification and Watch-keeping for Seafarers 1995 (STCW-95).

SHIPS AND SHIPPING COMPANIES

For the ships and shipping companies the implementation of the ISPS Code is easier, because they already have the ISM Code (International Safety Management).

In the ISM System You have for example included actions against stowaways.

Also counter measures against piracy, which can be quite similar with terrorism, are in ISM System.

Every Shipping Company musthave according to ISM Code one or more Designated Persons Ashore and now they must name a Company Security Officer.

Every vessel also have a Safety Officer, and according the ISPS Code there must be now a Ship Security Officer.

The Company and the crew must make a Ship Security Assessment in every vessel to recognise possible risks on that ship.

After that, the Ship Security Plan based on the Ship Security Assessment has to be made.

ISPS Code also requires regular security training including drills in different kind of situations and handling of the security equipment.

New SOLAS amendments also expedite the schedule of the fitting of the AIS (Automatic Identification System) to the vessels 300 GRT and over.
