Overview
• Review of federal resources available for creation of housing and services
• Some are population specific (i.e. families only)• Recent changes made to some programs
Federal
• Supportive Housing Program (SHP)– Pays for the development of supportive housing and
services– States, units of local government, other governmental
entities such as public housing agencies (PHAs), and private non-profits can get SHP
– Helps homeless individuals and families
Federal
• Shelter Plus Care (S+C)– Pays for rental subsidies if support services are
provided– States, local government units, and PHAs can apply
for funding– Helps homeless people with a disability and their
families
Federal
• Emergency Solutions Grant (ESG) funds:– Shelter and outreach activities– Prevention and re-housing activities (new)– Short- or medium term rental assistance (new)
• Assists homeless individuals and families• $160m FY2008

• HUD-VASH (Veterans Administration Supportive Housing)
• Newer program designed to provide veterans with supportive housing
• 10,000 vouchers funded

• Housing Opportunities for People with AIDS (HOPWA) funds:– Housing and services for people living with HIV/AIDS– $300m FY 2009
• Two types of HOPWA $– Formula – allocated based on # of AIDS cases– Competitive – for model projects or programs

• HOME Investment Partnership Program– Largest Federal block grant to states and local
governments – Creates affordable housing for low income people– Provides home purchase or rehab financing to eligible
homeowners and new homebuyers

• Housing Choice Voucher Program (Section 8) provides:– tenant based subsidies – project based subsidies
• Tenant pays 30% of the total rent • Income must be 50% or less of AMI

• Section 811 – Supportive Housing for People with Disabilities
• Serves very low-income people (less than 30% AMI)
• With at least one household member 18 years older with a disability
• FY2009 $250m
