SUMMARY:
The Jarvis Products Corporation Plant is located on the corner of Anderson and Laurel Grove
Roads. In 2012 a second 30,800 square foot building was added to the complex along with access drives
and additional parking. At that time the original detention basin was enlarged to maintain the peak
runoff levels, to the wetlands adjacent to Laurel Brook, that existed prior to the addition of the second
building. The pond was sized with the second building, a 20,000 square foot addition to Building 2,
drives and parking for the second building and future parking for both buildings all included as
impervious area in the runoff computations. The results of the drainage study done for the 2012 project
are as follows:

The proposed project is to build a 30,000 square foot addition on the south side of Building 2, a
connection between Buildings 1 and 2, pavement as required for trailer truck maneuvering and parking.
The impervious surfaces being proposed are less than the projected future impervious surface used to
size the existing pond back in 2012. The current study was performed in order to confirm that the
detention pond built in 2012 will reduce the peak runoff from the proposed project to levels less than
existed before the detention pond was enlarged. The peak runoff from the developed portion of the
property was computed for the 50 year storm as required by the City of Middletown Zoning
Regulations. The 2, 10, 25 and 100 year storms were also analyzed as part of this study. The watershed
area studied is the developed portion of the property that flows to the detention basin as well as the
developed portion that flows directly to the wetlands along Laurel Brook. The westerly limit of the
analysis is the wetlands line because no changes are proposed within the wetlands. The area was
modeled using Hydraflow Hydrographs v11for the proposed conditions and routed through the existing
detention basin, the discharge from the detention pond was added to the flow bypassing the pond which
yielded the following results:

The peak flows from the proposed site, routed through the existing d-pond, are still less than the
peak flows that existed before the pond was enlarged in 2012. A forebay was designed at the inlet to the
detention basin, to collect suspended solids, and hoods were installed on the outlet pipes of the lowest
catch basins prior to the detention pond to improve stormwater discharge quality.
The existing detention basin is of sufficient size to reduce the peak runoff from the proposed site for
all the storms studied. A high flow emergency spillway is also in place to direct flow to a rip-rapped
slope should a very heavy storm or problem with the standpipe outlet structure occur.
