Town of LaGrange July 2019 Newsletter
Minutes of the Regular Meeting, Town of LaGrange, Wyoming, meeting at the Town Hall on June 13th 2019
at 7:00pm. Present were: Mayor Mark Marshall; Councilmen Kirk Haas, Ben Cline, Mike Meysenburg and Mike
Huseby; Public Works Director, Tracy Pragnell and Clerk Cathy Stoddard. Attorney Ed Buchanan was absent.
Visitors attending were Nathan and Daisy Justus, Liam Haas and Marlon Giese.
Acting Mayor Mike Huseby called the meeting to order at 7:08 pm. Ben moved to approve the minutes of the
May 9th meeting with corrections. Mike Meysenburg seconded, motion carried. Kirk Haas moved to approve the
minutes of the May 14th and May 30th meetings as read. Ben seconded, motion carried.
Mike asked visitors for comments or questions. No comments at the time. Marlon came to discuss the property
construction. The MOU and boundary permits were discussed, no motions were made.
Mayor Marshall asked for old business. Mike Meysenburg moved to approve the water permit application for
Jeff and Nickie Robinson. Kirk seconded, motion carried. Mike Huseby moved to approve the third and final
reading of Ordinance #66- Water Rates. Ben seconded, motion carried. Mike Meysenburg moved to approve the
third and final reading of Ordinance #67- Sewer Rates. Ben seconded, motion carried. Mike Huseby moved to
approve the third and final reading of Ordinance#143 Fiscal Year 2019-2020 Budget, with adjustments. Mike
Meysenburg seconded, motion carried. Tracy gave an update on the Water Development Study. He stated the
RFP’s for engineers will go out next month then there will be another meeting to look at the engineers interested in
the project.
Mayor Marshall asked for new business. After a short discussion on electric speed limit signs it was decided to
research it further for the July meeting. Public works and clerk questions were discussed. No motions were made.
Nathan Justus stated his concern for the property next to him as a hazard. After further discussion, no motions were
made. Mike Huseby moved to pay the bills, Mike Meysenburg seconded, motion carried. Meeting adjourned at
8:42pm.
Minutes of the Special Meeting, Town of LaGrange, Wyoming, meeting at the Town Hall on April 30th 2019
at 7:00pm for the purpose of the second reading of ordinances 66, 67 & 68- Utility Rates. Present were Mayor
Mark Marshall, Councilman Mike Huseby, Ben Cline, Joel Tremain and Mike Meysenburg. Town Clerk Cathy
Stoddard and Public Works Director Tracy Pragnell were also present. Visitors attending were Kirk and Liam
Haas.
Mayor Marshall called the meeting to order at 7:09pm. After a lengthy discussion, Ordinance #68-Garbage
Rates died for lack of motion. Mike Huseby moved to approve the second reading of Ordinance #66- Water Rates.
Mike Meysenburg seconded motion carried. Mike Meysenburg moved to approve the second reading of Ordinance
#67- Sewer Rates. Ben seconded motion carried. Joel moved to adjourn the meeting at 7:46pm.

9:00am-4:00pm.

Ice Cream Social & Fireworks July 3rd
Ice Cream Social at 6:00 pm
at the LaGrange Community Building.
Fireworks will be over the hayfield to the east of the
Community Building, star ting at dark.
Remember - the great fireworks display that is put on every year
can only happen with YOUR help.
The Ice Cream Social is a free-will donation that helps make the
awesome show possible.
Also, be sure to thank the firemen for all the hard work they do!

High Fives to our Summer Reading crew on another amazing Summer Reading Program! Ms. Ham and Mrs. Larrisey did it again!
Readers from preschool through upper elementary circumnavigated the globe as Explorers and Globetrotters through the magic of books,
crafts, foods, and activities from around the world. In addition to socialization, literacy, and learning, the kids loved the real-live Alpacas
who came to visit, as well as the annual water fight on the lawn, and the awards and family night picnic. Mark your calendars for NEXT
YEAR so you don’t miss out!
Calling all Book-nappers: Yes, you! Please return all overdue or forgotten books, tapes, CD-players, and movies so others can enjoy them.

Reminder: LaGrange-Bear Creek Unity Association offers a matching grant to qualifying non-profit and service organizations for projects
that will enhance the quality of life in and for this community. If your nonprofit or service organization wishes to apply for this LaGrange
community grant, read more about it on the Town of LaGrange Website on the Library page, or pick up a packet at Unity Library or at the
LaGrange Town Hall. The grant application deadline is November 1, 2019. The decision will be announced after January 21, 2020.
Next Meeting Date July 15, 7 PM, featuring training on using our library program.
American Legion Auxiliary: John A McGill Unit 70 of LaGrange appreciates the generous spirits of all community members who
pitch in and support our Veterans, active military, and their families. Thank you to all the “Cookie
Elves” who helped Unit 70 supply at least 54 dozen cookies for the Cheyenne Veterans Home. The Vets
love home-baked cookies!
Also thank you to Kim Homer for conducting the Memorial Day service, to Post 70 Commander Donnie Kessler for organizing
the program, and all the participants and helpers who made the event a success.
Congratulations to the winners of the Auxiliary Rooster raffle: Donnie Kessler and Moneen Birge. The raffle raised $165 to
support the Auxiliary Emergency Fund to assist Wyoming members going through difficult times.
Congratulations to LaGrange’s Delegates to Wyoming Boys State, sponsored by Post 70: Luke Haas and DJ Homer.
Luke presided as Legislative Speaker of the House all week then was elected Secretary of State. Luke also received the
Wyoming F.A.I.R Posse Scholarship. DJ Homer served his “city” as Sheriff and was later elected County Sheriff.
Students, remember to apply early for the Carolyn Laycock Memorial Scholarship by interviewing a Veteran and preserving
their story. One high school senior could win $175 to use toward college or trade school. Pick up a packet at the Town Hall
and start now, before Senioritis consumes all your time.
The next Auxiliary meeting will be September 9, 2019. Thank you for all your support. Join us!
Myrtle Howery, Unit 70’s Chaplain, will celebrate her 95th Birthday on July 4th. She’s a real Firecracker! Myrtle
joined the American Legion Auxiliary in 1946. Please send birthday greetings to Myrtle at 4309 Ave B2, Cheyenne,

Congratulations to the following award winners at Wyoming Department (State) Convention on June 21st: First Place, $10, to
Tessa Larkin of LaGrange Elementary for her Americanism Essay on ways to combat homelessness among Veterans, and First
Place, $10, to Joshua Clayton for his Poppy Poster. Tessa’s essay and Josh’s poster will advance to Northwest Division com-
petition. Great job!
