Dear Sir or Madam

I am writing as a local resident in relation to the application for a premises licence by Cafe &Kitchen, The Barley Mow Centre, Barley Mow Passage, W4 4PH'

I am one of many local residents who overlook Barley Mow Passage and, in fact, my bedroomoverlooks the Barley Mow Centre. My concern is the sale and consumption of alcohol on thepremises until 11pm, seven days a week. I have the following comments:

. The Barley Mow Centre describes itself as offering office and studio 'workspace'. Creatinglicensed premises open for the sale of alcohol at night and at weekends and also open tothe geneial public is a significant change of use for the site. lt will cease to be 'workspace'

and become leisure space

. lt may be argued that workers employed at the Barley Mow Centre would enjoy havingaccess to licensed premises after work but they already have this with the nearby Foxlowbar and restaurant and The Lamb public house, without such change of use within theBarley Mow Centre

. lf the licensing committee would care to check their records and those of HounslowCouncil's Pollution Team, they would find that there have long been problems with noise -

particularly amplified music - emanating from licensed premises in Barley Mowitassage. This has recently improved with the change of ownership of the two premisesmentioned above

. I am concerned that if the Barley Mow Centre is given a licence it will be inevitable that theywill play amplified music and also hire out the premises as a venue for parties leading tosubstantial noise nuisance for residents

. Council and police records will also show that there is a history of alcohol-related crime andanti-social behaviour in Barley Mow Passage including rape, brawling, noise such asshouting and singing at night, people vomiting, urinating and defecating

. Barley Mow Passage was originally constructed as a work environment and it is totallyunsuited to the sale and consumption of alcohol because, firstly, the narrow, high-sidedpassage has an echo which exacerbates any noise nuisance and, secondly, because muchof the Passage cannot be seen from Chiswick High Road, people can feel they can getaway with illegal or nuisance behaviour

For these reasons, as a resident, I am objecting to the granting of the licence as it would be anencouragement to public nuisance as well as crime and disorder.

Whilst I have no objection to a license being granted I do believe that the Applicant needs to modify their

application, please see below:

1) supply of Alcohol should not be permitted to be taken off the premises, there is substantial evidence of

drinking in the streets and in the local parks.

2) consumption of alcohol should not be permitted until after 1lam.

3) currently Residents already have2licensed premises (Foxlow and The Lamb) that do create some ASB

problems as well a noise when customers arrive and leave, a third venue will only exacerbate this and cause

further disturbance to the nearby Residential community, especially at night.

'IF' a license is granted visible signs should be erected on Sanderson Lane, Barley Mow Passage and Bleak

House Lane, stating that this is also a residential area and noise must be kept down.

The Residents on this stretch of Chiswick High Road will have 3 restaurants / bars on 3 sides a the potential

for increased Noise Pollution is substantial, therefore it's best dealt with at this early stage rather than

attempting to change the License after it has been granted.
