An Act to appropriate funds for the continu1tiooand/or completion of certain necessary capitaland, 'or interim improvement projects within theterritory of Guam and to make certain supplementalappropriations for the operation of the g0vernmentof Guam, and for other purposes.
Be it enacted by the People of the Territory of Guam:
Section 1. There is hereby appropriated from any moneyin the Treasury not otherwise appropria.ted tile follo" ingsums of money for the continuation and completion of certain necessary interim projects (IS hcrl:in set forth:
A. For interim school construction and collateral equipment as previously authorized and appropriated for by Section 3(1\), Public law 41, Third Guam leg islature, 1955 (First) Regular Session, thesum of $40,000.00
B. For the purchase of ,quarters furnitureand preparation of new quarters areas aspreviously authorized and appropriatedfor by Section 3 (F), Public Lav. 41,Third Guam legislature, 1955 (First)Regular Session, the sum of 27,000.00
C. To cow-plete the remodeling and rehabilitation of buildings of the Departmentof Finance as previously authorized andappropriated for by Section 4 (4), Publiclaw 1, Second Guam legislature, 1954(Third) Special Session. and Section 5(4), Public law 7, Third Guam legislature, 1955 (First) Regular Session, thesum of 5,000.00

Section 2. There is hereby appropriated from any money
in the Treasury not otherwise appropriated tbe SUIT' of )$ 11,000.00 for the completion of the construction and purchase of furniture and furnishings of eight staff houses.This appropriation is in addition to the appropriation previously made by Section 5 and Section 6 of Public Law 1,Second Guam legislature, 1954 (Third) Special Sessionand Section 2 of Public law 10, Third Guam legislature,1955 (First) Regular Session.
Section 3. There is hereby appropriated from any moneyin the Treasury not otherwise appropriated the SUIT: of$10,000.00 for the completion of the construction of anapartment building for the housing of authorized personnel.This appropriation is in addition to the appropriation previously rr:ade by Section 3 of Public law 10, Third Guamlegislature, 1955 (First) Regular Session.
Section 4. There is hereby appropriated from any moneyin the Treasury not otherwise appropri?ted the sum of
$91,500.00 for the completion of the construction of a con- )necting road between Routes 2 and 4 between Agat and1)matac and for the application of two coats of asphaltupon the said road. This appropriation is in addition tothe appropriation made by Section 3 (3) of Public ,law 1,Second Guam legislature, 1954 (Third) Special Session.

Section 7. There is hereby appropriated from an} moneyin the Treasury not otherwise appropriated the sum of$22,000.00 for the use of the Housing Revolving Fund toaugment the appropriation previously made by Section 5 ofPublic Law 2, Second Guam Legislature, 1954 (Second)Special Session.
~ection 8. The sum of $51,000.00 appropriated for theGeorge Washington High School Cafeteria by Subsection nof Section 3. Public Law 41, Third Guam Legislature,(First) Regular Session, is hereby reappropriated and shallbe used to establish and equip a cafeteria or cafeterias insuch school building or buildings as required by Federalspecifications and as may be selected by the Director ofEducation. The additional sum of $26,000.00 is herebyappropriated from any nloney in the Treasury of Guam nototherw ise appropriated and shall likew ise be used forestablishing and equipping a cafeteria or cafeterias in slIchschool building or buildings as may be selected by theDirector of Education.
Section 9. There is hereby appropriated from any moneyin the Treasury of Guam not otherwise appropriated thesum of $50,000.00 to be used for the installation, construction, and extension of water distribution lines and facilities to and within the Malojlo area of Inarajan.
Section 10. There is hereby appropriated from anymoney in the Treasury of Guam not otherwise appropriatedthe sum of $75,000.00 to be used for the installation, con-

struction, and extension of electrical power transmissionand distribution lines and facilities to and within Merizoand llmatac.
Section 11. There is hereby reappropriated from theappropriation made by Subsection K of Section 3, PublicLaw No.4!, Third Guam Legislature, 1955 (First) RegularSession, tbe sum of $45,000.00, which sum shall be usedfor the installation, construction, and extension of waterdistribution lines and facilities to and within the Tumonand Ypao areas. The unexpended balance of the appropriation made by Subsection (18) of Section 3, Public LawNo.!, Second Guam Legislature, 1954 (Third) Special Ses-
sion, is likewise hereby reappropriated and shall be used )Ifor the insta.llation, construction, and extension of waterdistribution lines and facilitie~ to and within the Tumon
and Ypao areas.
Section 12. There is hereby appropriated from anymoney in the Treasury of Guam not otherwise appropriatedthe sum of $200,000.00, -which sum shall be used to pay forpr.ivately owned lands acquired by the government of Guamand to pay rentals on privately owned lands leased by thegovernment of Guam.
Section 13. The Public Ctility Agency is hereby authorizt;J to make from any unencumbered moneys in thePublic {'tility Agency of Guam Fund the following capitalInvestments:
(a) For in'proven'ent d tl.e water distribution system in !3arrigada and extensionof water lines and facilities to servt:
customers along Route 8 between Barrigada and the Canada Hoad, the sun', of$25,000.00.
(b) For improvement of telephone lines,facilities, and service in d'.e generc>.larea of Guam \Iemorial Hospital, thesum of :515,000.00,

(c) For relocation of the power sub-stationfrom Tamuning to a location near thenew G uam ~!ePlorial Ilospital, the suO!of S 15,000.00.
Section 14. There is hereby appropriated from anymoney in the Treasur} not otherwise appropriated thefollowing sums for the purpose of supplementing the appropriations n:aoe for the operations of the named departmentsfor the fiscal year ending June 30, 1956.

Section 15. There is hereby appropriated from anymoney in the Treasue)' not otherwise appropriated the sumof S 133,000.00 to supplement the appropriations for theoperation of the Executive Dranch for the fiscal year ending June 30, 1956.

(a) For tloe relocation of ~dministratiYe ac
tivities of the Department of Agricultureand the construction of a suitable building for such activities, the sum of

(b) For the relocation of the warehousingactivities of the Departr;:ent of Agriculture and the construction of a suitable
building and all incidental facilitiestherefore, including but not limited toparking area, provisions f or access, andexcavaticn, the SUIr of $15,000.00.

Section 17. Appropriations heretofore made for certaincapital improvement projects having proved insufficient forcompletion of such projects, the. costs of such projectshaving exceeded the amounts appropriated, there are herebyappropriated from any nJoney in the Treasury of Guam nototherwise appropriated such sums for such projects as arehereinafter stated, to supply the deficiencies in the priorappropricuions for such projects:
(a) For a school builJi/ig and necessaryfacilities and equipment required inconnectio'J therewith, for housing theGeorge ~ashingt(Jn nigh School as authorized by Section 2 (c) and Section 4(3) of Public law 29, First Guan. Legislature, Second Regular Sessionand Section 9 of Public l.aw 49, SecondGuam Legislature, First Regular Session, tbe sun: of $945.37.
(c) For the rehabilitation of the former Dank

(d) For the rehabilitation of the Department

(h) For the addition, relocation, or remodeling of classrooms at Barrigada Schooland for the purchase of necessary facili~ies and collateral equipment therefor as authorized by SectiOli 3 (32) ofPublic Law 1, SecoJ.1d Gu~rti legislature, Third Special Session, the. sum;of $232.63.

Section 23. There is hereby appropriated from anymoney in the Treasury of Guam not otherwise appropriated,for the widening and asphalt paving of streets in the village of Dededo, the sum ofnO,OOO.OO.
Section 24. There is hereby appropriated from anymoney in the Treasury of Guam not otherwise appropriated,for the installation of a drainage system in the Old Agatarea, the sum of $5,000.00.
Section 25. lpon corr:pletion of any utility proj~ct provideo for in this Act, any unexpended balance of the sun,appropriated for such project shall be available for reallocation to any uncompleted projects provided for in thisAct.
Section 26. Every appropriation made herein shall beavailable for expenses incident to the project for which'the appropriation is made including the expenses' of administrat ion, planning, superv is ion, and other s imi lar expenses. Each ~ppropriation made herein shall continue infull force and effect and shall be available until expended
for the project for which the appropriation is made or untilthe project is completed, except where otherwise stated inthis Act.
Section 27. This is an 11rgency measure.
