La Réunion expectations from
Peer-Review workshop • How to develop a RIS 3 in the particular Outermost Regions’
neighborhood?
• What are the key elements for appreciation of this ex-ante condition?
• How to make synergies between several funds and avoid the cut off between “leaders” regions that will access to all funds and less developped regions that will access to their structural funds?
• How to facilitate european transborder cooperation when we cannot, in fact or with difficulty, access to the European tool INTERREG IV C ?
• Learn from the past and from the way that we chose thanks to peer review, in line with the new exercise that must be done

La Reunion:
• has adopted and develop a Regional Innovation Strategy in a bottom-up process
• provided an adequate gouvernance scheme that allow both bottom-up and top-down
initiatives
• Gave a strong boost and positive signal to create business-oriented clusters
• Make cooperation within neighborhood
(Mauritius, Seychelles, South Africa, India, China, Australia)
• Is strenghtening thanks to its RIS the whole path of innovation (from R&D+I to proof of
concept and market) to produce and catch knowledge and transform it into new products
• Enhance participation in FP7 Cooperation
• Can be an european leading territory to develop and access specific technologies, in
competition with USA and Japan (first prototype in OTEC for instance)
• Can adress important societal challenges like living together in presence of 4 religions
• Manage both Structural Funds, FEADER and RIS in a partenarial way: Etat-Region-
Departement, allowing synergies

Some open questions that are of interest for us:
• Synergy means optimal combination of several tools (Structural Funds, FEADER,
Horizon 2020, national, regional and local public and private funds) -> What are the rules
to access to these funds
• Excellence is mandatory … to access to FP7 / Horizon 2020 R&D+I funds. What is
the definition of excellence for such particular territory like an Outermost Region, La
Reunion for instance?
• Critical mass is also a keyword. What is the part of european researchers that work
on our problems (in others words, is the point of view from a southern region an added
value ?): how to reach critical mass on the OTEC technology if Europe does not allow
funding to develop R&D projects on this thematic or support such projects?
How to develop a RIS 3, ex-ante compliant for the period 2014-2020, that will help La
Reunion and Europe to get smart, sustainable and inclusive growth ?
