15. Constitution of Kenya (Amendment) Bill, 2019
Hon. Moses Kiarie Kuria A proposal to amend the Constitution of Kenya with regard to the composition of the National and County Executive, the functions of the Senate and the composition of the County Assemblies. Under the proposals in the Bill, the Cabinet is to consist of the President, the Deputy President, the Prime Minister, two Deputy Prime Ministers, not more than twenty-six Cabinet Secretaries and not more than twenty-six Deputy Cabinet Secretaries. Additionally, the amendments require that a Presidential candidate vie on a joint ticket with his or her choice of Deputy President, Prime Minister and two Deputy Prime Ministers, with all five having different ethnic backgrounds. Where the joint-candidates for Prime Minister and Deputy Prime Minister are not elected as Members of Parliament, they are to stand automatically nominated to the National Assembly upon the election of their presidential candidate.
16. Constitution of Kenya (Amendment) Bill, 2019
Hon. Jeremiah Ng'ayu Kioni A proposal to amend the Constitution to designate Nairobi City as the national capital managed by the national government and remove it from the list of counties managed by elected governors. In addition, the Bill seeks to require that the holding of a referendum for the approval of a Bill to amend the Constitution at the same time as the next general election for members of Parliament.
17. National Social Security Fund Bill, 2020 Hon. Geoffrey Omuse A proposal to require the Government to pay each Kenyan a sum of Kshs. 500 every month as a social security benefit.

23. The Housing (Amendment) Bill 2018 Hon. Omar Mwinyi Shimbwa The object of this Bill is to provide for the establishment of the National Housing Authority and a legal framework for housing. The Housing Act (Cap. 117), was assented to in 1953 and is not aligned to the Constitution of Kenya 2010. This Bill repeals the Housing Act (Cap. 117) and provides for a new housing regime.
24. The Marginalised Counties Empowerment Commission Bill
Hon. Capt. Ruweida Mohamed Obo The Bill seeks to establish a legislative framework for the promotion of marginalized counties economic empowerment and to establish the Marginalized Counties Economic Empowerment Commission.
25. The Office of the Attorney General (Amendment) Bill 2019
Hon. Peter Kaluma The principal object of the Bill is to amend the Office of the Attorney-General Act to require that all government organs, commissions and independent offices are represented in court by the Attorney-General and to grant the Attorney-General the power to mediate disputes between government organs, commissions and independent offices. This is intended to avoid unnecessary litigation between government organs, commissions and independent offices
26. The Land (Amendment) Bill 2019 Hon. Geoffrey Omuse The legislative proposal seeks to allow minors to be able to own property but only allowed to transact or execute upon adulthood at the eighteenth birthday.

28. The Admission to Institutions of Higher Learning Framework Bill, 2019
Hon. Benjamin Gathiru Mwangi The principal object of the Bill is to amend the Universities Act (No. 42 of 2012) to restrict universities from awarding certificate courses, diploma and higher diploma. The universities would therefore award only degrees, including postgraduate degree and honorary degrees and postgraduate diplomas. The vocational training centers, technical and vocational colleges, technical trainer colleges and national polytechnics would offer certificate courses, diploma and higher diploma as envisaged under the Technical and Vocational Education and Training Act (No. 29 of 2013).
29. The Certificate of Good Conduct and Prohibition of Retention of Identity Cards Bill, 2020
Hon. Shakeel A. Shabbir Ahmed The legislative proposal to provide that renewal of certificate of good conduct should be done online and that identification cards should not be retained on entry to offices and other places or by those giving out loans.
30. The COVID-19 Bill, 2020 Hon. George Kaluma The Bill seeks to make amendments to various statutes so as provide measures for cushioning Kenyans against the economic effects of the COVID-19 Pandemic. The amendments are also geared towards containing the spread of the Pandemic.
31. The Energy (Amendment) Bill, 2020 Hon. Jude Njomo The principal object of the Bill is to amend the Energy Act No. 1 of 2019 in order to curb against theft of street lights and safeguard against unscrupulous electrical contractors and workers from undertaking electrical installation work on public roads and facilities. The Bill if enacted will place the responsibility and the duty of ensuring that electrical installation works including repair works on all public roads are undertaken only by the Rural Electrification and Renewable Energy Corporation or the distribution licensee and not any other person or body.
32. The Elections (Amendment) Bill 2020 Chairperson, CIOC The principal object of the Bill is to amend the Elections Act, 2011 to ensure that persons nominated to county assemblies pursuant to Article 177 of the Constitution are persons who are registered voters in the county in which they are nominated.

The Bill seeks to insert a new section to provide for limitation on cash transactions exceeding US$ 10,000 or its equivalent. The limitation on cash transaction by individuals or institutions is aimed at preventing fraud, money laundering, corrupt practices, tax evasion, terrorism among other crimes and illegal activities.
