Basic Entitlement

f40 says it should:

• be based on an activity-led formula

• identify the basic level of educational activity that the country can afford, but not include any additional educational need support

F40 says it:

• should be based on pupil level data collected through the PLASC

• needs to recognise the additional costs of providing support in sparse areas

• must be clearly distinguished from the basic entitlement

Additional Educational Need

F40 says:

• this is really an ‘area cost’ – it affects all salary costs

It should be:

• based on the additional costs of running small schools

• be based on the sparsity of pupils in maintained schools

Sparsity

F40 says:

• ACA should enable all authorities to provide a comparable level of provision at school level

• agreed system must be transparent and understandable to all

• there should be no ‘steep cliff edges’ between neighbouring areas

Area Cost Adjustment

• data should be relevant, reliable, valid and up-to-date

• proxy indicators should show a high correlation with the need

• there is a difference between a proxy indicator used to distribute funding and the needs of the pupils

• rural areas face different challenges from inner cities – but they still face challenges!
